HomeMy WebLinkAboutMinutes Council 032874WORKSHOP FETING CITY OF PALM BEACH GARDI•NS MARCH 28, 1974 The Workshop Meeting of the City Council was called to order by Mayor Kiedis at 8:15 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens and opened with the Pledge of Allegiance to the Flag. ROLL CALLS Roll was called by the City Clerk and present were: Councilman [Miley, Councilman DeLonga, Vice Mayor Dunbar and Mayor Kiedis, Councilman, Martino arrived later in the meeting and Announced he was the proud father of a baby boy born at 5 :00 P.M. Attorney Baldwin was present. LETTER OF Mayor Kiedis read a letter of resignation from Dick Feeney, F RESIG ANION: a member of the Recreation Advisory Board, who resigned to take office as City Councilman. INTRODUCTION: Woodrow Dukes, Recreation Director, introduced Miss Chris Humyn, a student from Florida State University, who is working as an intern in the Recreation Department. MINUTES: The Minutes of the Regular Meeting of March 21, 1974 and the Special Meeting of March 27, 1974 were unanimously approved by the Council. ANNOUNCEMUM : Mayor Kiedis made the following announcements: 1. A meeting of the PBGYAA coaches would be held Monday, April it 1974 in the Recreation Room #2 at 8:00 P,M. 2. A Webloe Scout Meeting would be held Tuesday, April 2, 1974 at 8 :00 P.M. in Recreation Room #2. 3. Jr. Trail Riders Meeting would be held Wednesday, April 30 1974 at 7 :30 P.M. Workshop Meeting, March 28, 1974 Page 2 REPORTS: Mayor Kiedis reported he had attended the Planning and Zoning Commission Meeting held March 26, 1974. A Site Plan review was made and unanimously accepted for the Chudnow Constunxction Co. project for Burns Road and Gardens East Drive; and an informal presentation: was made for a site plan review on rental apartment p rojects to be located on the west side of Military Trail, north of Holly Drive and one on the south side of Lilac Drive on the east side of Military Trail. MEETING RECESSED: The Workshop Meeting was recessed at 8:30 P.M. when Council— Martino arrived. Directly following, a Special Meeting was called to conduct the Reorganization Meeting. MEETING The Workshop Meeting re- convened at 9 ;10 P.M. RE-COKVENED : REPORTS: Mr. Charles Breder, Vice - Chairman of the Planning and Zoning PLANNING & Co— fission addressed the Council inviting theta to attend a joint 2N COMMISSION: meeting with the Commission and Mr. Hill, land planning Consultaft*, to give their input on zoning plans for the City. The Council agreed to this meeting to be held April 9, 1974. Mr. Breder questioned whether a committee had been formed, as recommended by the P&Z Commission, consisting of the Chairman of the P&Z Co— fission, the City Manager and a representative of the Council, to implement their recommendation regarding M -1 zoning on Burns Road. Since the Council was not aware of the recommended co— {ttee, a discussion was h &ld at this time and Councilman Wiley agreed to be the Council representative on the Co— ittee. Further discussion will be held at a future Council Meeting on the Burns Road situation. "701 LOCAL The City Manager will schedule a meeting to address the question, PLANNING :" as posed by Mr. Breder, on the application and use of the 11701 Workshop Meeting, March 28, 1994 Local Planning Assistance" funds. Page 3 HEIGHT LIMIT Vice MaycW DeLonga requested that the Planning and Zoning Commission U ON BUILDINGS$ consider a 3 story height limit on all buildings in the City. An advanced copy of the P&Z agenda for the joint meeting will be given to the Council and the City Manager will ask Mr. Hill to also bring as much data as available regarding height limit of buildings, for discussion at that meeting. ELECTION ISSUES: Councilman Wiley referred to a letter to the editor in the Weekday newspaper where erroneous information was reported by his opponent LAND USE PLAN & in the past election, regarding the adoption of a land use plan CONSULTANT: and the hiring of a Land Use Consultant. In order for the citizens to know the true facts, Councilman Wiley will summarize the facts, to be printed in the Newsletter, pointing out the difference between the work done by Gerald Dake Associates resulting in the adoption of a L rao gibge Plan and the intent of what Mr. Hill plans to do. A unanimous motion to this effect was passed by the Council. CHARTER REVIEW Councilman Wiley further stated he would not discuss certain other MMUTTMn- election issues that are adm;nistration its and not political POLICE REVIEW CM ITTEE: items, but would work with a sincere effort to solve the problems and look into the issues. He proposed the Charter Review Committee review the Election Laws, and a Police Review Committee be established, consisting of a member of the Merit System Board, a member of the Police Department to be selected by them, the City Manager and a citizen with knowledge and interest, to survey and collect information to report to the Council for action. COUNCIL Councilman Wiley recommended updating the list of Council REPRESENTATIVES TO BQARDS: representatives to the various boards and projects, which will be done at a later date. Workshop Meeting, March 289 1974 Page 4 MEETING MR. HILL, The City Manager reported he had met with Mr. Hill, the land use Mai. ANDERSEN & MIt, MAC'ARTHUR: Consultant, Mr. Andersen, Chairman of the P&Z Commission and Mr. MacArthur to get the input from Mr. MacArthur regarding land planning, who indicated he was willing to discuss it further while the City is making their plans. GARBAGE SERVICE: The City Manager reported on the question of garbage service to condominiums and found they were being billed for extra service which is a special exception to the contract. CANAL CLEANUP The City Manager reported a cooperative effort is being made CAMPAIGN: between the City, the Flood Control District and John F. Kennedy School for a canal cleanup cA-�naign this Saturday. ITEMS FOR DISCUSSION: FENCING AND A discussion on consideration of providing additional fencing and BLEACHERS: bleachers for the Lake Catherine baseball fields, as requested by a letter dated March 27, 1974 from Angel Naya, President of the PBGYAA, will be placed on the agenda of the meeting of April 4, 1974. ITEMS BY MAYOR AND COUNCIL: suRVEY OF SIGNS Motion made by Council —n Wiley, seconded by Vice Mayor DeLonga N CITY11 and unanimously adopted by the Council that the City Manager arrange for a survey for every effected business establishment that falls under the regulation of the new Sign Ordinance, for the purpose of finding out the status of that sign and advising that business whether their sign conforms, is grandfathered or has to be removed; and report to the Council any peculiarities or any hazdship for the Council to consider either a variance or modification to the Code. Workshop Meeting, March 28s 1974 Page 5 The City Manager advised an inventory of existing signs is now fp being made and reports of exceptions as requested will be ,— periodically made to the Council. VICE MAYOR Vice Mayor DeLonga suggested and the Council agreed a joint Dft=A meeting be arranged for Dr. Carroll, Dr. Hall and Dr. Manor, MESTIHG WITH SCHOOL OFFICIALS: School Officials, to attend the City Council meeting of April. I.I., 1974 to discuss City growth and effects on education. FIRING RANGE: Vice MayorDeLonga requested the status of the firing range for the Police Department be added to the Public Works Weekly Report. FIRE SIREN: In answer to Vice Mayor DeLonga's question regarding the fire siren, the City Manager reported there is still trouble with the transmitting equipment, therefore the reason for the fire siren sounding during the late evening hours. `– EMERGENCY The City Manager reported he and the Public Works Director are GEMRATOR : working with Howard Kuhns on the emergency generator equipment which he hopes will be completed before hurricane season. TENNIS COURTS: Vice Mayor DeLonga reported two lights out at the tennis courts and recommended checking to see if the cause is faulty wiring. He also reported the trees around the tennis courts are unsightly and should be removeds and suggested determining if residents are being served first on the use of the tennis courts. COUNCILMAN WILEY: Councilman Wiley proposed and the Council agreed that the City Manager be authorized to make the arrangements for presentations to Mr. Dunbar and Mr. Kiedis as past mayor and vice - mayor. ITEMS BY CITY MANArIPP.: HIRING POLICE DIcd4TCHER : The City Manager recommended the hiring of one additional Police workshop Meeting# March 28, 1974 Page 6 Dispatcher. Councilman Wiley stated since the Council controls the Budget and staffing by the Budget, he made a motion, seconded by Vice Mayor DeLonga and unanimously carried, authorizing the City gager to present a draft of an Ordinance revising the Budget and providing for additional staffing for the Police Department, WASTE PAPER The City Manager recommended the City Council consider adopting FRUGHAM a policy, extending the use of the City truck and driver to civic - minded, nonprofit organizations for fund drives. The driver would be paid from the funds received from the drives. Councilman Wiley proposed a fee be established to cover the salary, maintenance, gas and oil so that the direct costs to the City are covered. Gagncilman Kiedis stated he would have no objection. Mayor Martino had no objection to the project if the legal question was resolved and agreed with Councilman Wiley's proposal of a fee to cover costs. Vice Mayor DeLonga expressed concern about the legality of such an endeavor, was concerned about setting a precedent and was not generally in favor. The Council requested a ruling by the City Attorney and a recommendation will be made by the City Manager after further discussion with the City Attorney. THANKS TO MR. Mayor Martino, on behalf of the citizens, thanked Mr. Dunbar for DUNBAR : - serving on the Council for the past 2 years, and personally stated it was a pleasure to work with him as a fellow councilman.
