Military Trail, Palen 3each Gardens, and opened with the Pledge of Allegiance to the Flag. POLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor DeLonga, Councilman Feeney, Councilman Kiedis and Council - -n Wiley. Attorney Brant was present. MINUTES: The minutes of the Regular Meetina of June 20, 19742 as amended, - were unanimously approved by the Council. ANNOUNCEMENTS: Mayor Martino announced that the Regular Meeting of the City Council of Thursday, July 4, 1974 had been cancelled and that a 4th of July Celebration would be held by the City at Plant Drive Park beginning at 10:00 A.M. and terminating with fireworks at 8 :45 P.M. PRESENTATION OF Mayor Martino presented a plaque to Don Snyder, who had resigned AWARD TO DON NiYDER: from the Recreation Advisory Board after serving since 1968, in appreciation for his dedicated service to the Community as Chairman, Vice Chairman and as a member of the Board, and in addition for working with the youth of the Community. PETITIONS AND Mayor Martino acknowledged receipt of a notice of public hearing from the Dept. of Pollution Control to be held July 24, 1974 in Tallahassee, Florida regarding proposed amendments to the mixing to the heated water discharge requirements of the Florida Administrativf Code. Kenneth Leonard, President, Fraternal Order of Police FRATERNAL ORDER OF POLICE: addressed the Council urging them to consider a civil service system for the Police Department to offer job security for the police officers, And to reduce the large turnover rate. The Council were generally in agreement that the Merit Board, which now serves the City, accomplishes the same functions of a civil service board except for the lack of an examiniation and a police officer being a member of the board. Councilman Wiley will obtain a copy of the civil service system being used in Riviera Beach and other available information from Det. Leonard to give to the Merit System Board for their consideration. ORDINANCES: Ordinance #ll, 1974 repealing Ordinance #14, 19700 the Building ORDINANCE #11, Permit Moratorium Ordinance was placed under discussion. A Public 97� Hearing and second reading will be held at the Regular Meeting July 11, 1974. Councilman Feeney reported he had visited the site of the new sewer treatment plant and was informed that a completion date could not be determined due to certain pipe being unavailable.at this time. Mayor i4artino advised the Council of the letter he had written to the DPC concerning Ordinance #10, 1974 and the variance to the TOP requested by the Palm Beach County Utility Company, and presented a copy to each Council member. He also advised that he had enlisted the aid of Senator Lewis. Councilman Y.iedi.s reported he had been informed that Idr. Jack. Wolfe of the DPC will request from the City a list of single family residences on septic tanks and the status of those not completed, to give the DPC an idea of the number i.nvolued regarding the request for the TOP extension. The City Clerk will request this list from the Building Inspector. I&W-1 Workshop Meeting, June 27, 1974 Page 3 ORDINANCE #13, Ordinance #13, 1914 providing for salary and fringe benefits for 1974: the City Manager was placed under discussion. A Public Hearing and second reading will be held at the Regular Meeting July 11, 1974. A modification will be made to delete the sentence which states "dependent coverage shall be at the expense of said employeesr as it is a fact the City pays for coverage of dependents for all City employees. ORDINANCE #149 Ordinance #14, 1974 providing for guidelines for the Zoning Board 1'974: of Appeals regarding setbacks for swimming pools was placed under discussion and explained by Councilman Wiley who stated the question came about when it was discovered that there was a dedicated five foot walkway, owned by the City, at the rear of some properties in Plat 6. Guidelines were needed for the Zoning Board of Appeals to provide equal treatment in terms of setback measurements from the easement or 51 walkway to construct a swimming pool. Attorney Brant will modify the Ordinance revising Section 2 to read in no case shall deed restrictions or easement restrictions be violated and add a section regarding consideration of setbacks for Screen enclosures. Ordinance #14, 1974 will be placed on first reading at the Regular Meeting July 11, 1974 and then given to the Zoning Board of Appeals and the Planning and Zoning Commission for their recommendation. REPORTS: Mayor Martino reported on the Planning and Zoning Commission Meeting held July 18, 1974 as follows: the Board authorized the two ordinances regarding the M -1 Zoning and the addition of M -1A Zoning classification be advertised for a public hearing on July 23, 1974; suggested three names to fill the vacancy on the Board; and a recommendation will be presented to the Council regarding the updated land use plan. Workshop Meeting, June 27, 1974 U.S. CIVIL SERVICE COMISSION: ~"/ PROPOSED PRO BEAUTIFICATION & ENVIRONMENTAL C MM T Page 4 Councilman Wiley expressed concern that the Board did not have the full benefit of the background of all the applicants before making a selection and had hoped for comments from the Board regarding each applicant as to why that choice was made. A resolution will be prepared appointing a member to the Planning and Zoning Commission for consideration at the Regular [Meeting, July 11, 1974. Councilman Feeney reported he and the Acting City Manager had met with Mr. A. Margolio, Personnel Management Specialist with the U.S. Civil Service Commission from Orlando office, who was offering technical assistance in the area of setting up personnel procedures, policies, pay, equal employment opportunity and awareness of new federal laws that have been enacted. The information will be placed in the information folder for future consideration by the Council. Vice Mayor DeLonga reported he had met with the Tennis Committee to discuss the proposed pro shop and asked that the subject be placed on the agenda of the July 11, 1974 meeting, and the Council agreed. Councilman Kiedis reported the Beautification and Environmental Committee had presented in writing to the Council their purchase request for landscape materials and plans for irrigation systems for various locations in the City. He reported the ME Committee has $371.75 left from the encumbered account from the 1972 -73 budget and $2150.00 in the Federal Revenue Sharing Funds that has not been spent. Mr. Lee Coons, a member of the ME Committee explained their request in detail and the Council agreed to place on the July 119 1974 agenda for their approval the first project which Mr. Coons indicated would be the area around City Hall and the Public TAbrks yard. Workshop Meeting, June 27, 1974 Page S It was agreed to delay purchasing oleanders until a further research is made as to their degree of poison. '-� The Council agreed to consider Keating Drive, inasmuch as it was an entrance to the City, as a test area for an irrigation system in the median strip. it was further determined that Keating Drivei+ns in the County, and before proceeding on beautification in that area, the planting of sod and an irrigation system, as requested by the E &E Committee, Councilman Xiedis will contact Commissioner Culpepper regarding a cost sharing with the County. Mr. Coons and Leonard Devine will work together on the details for an irrigation system. RESIGNATION- Councilman Wiley stated he had indication that Mr. Vogt had resigned ZONING BOARD OF from the Zoning Board of Appeals and proposed that Mr. Samuel Laurie, the alternate member, be made a permanent member and that a new member be appointed as the alternate. A Resolution will be prepared appointiv an alternate to the Zoning Board of Appeals and appointing Mr. Samuel Laurie as a member to the Board for consideration at the Regular Meeting, July 11, 1974. PAY SCALE Councilman whey reported he had completed a portion of the pay scale review; a new range and step chart and a graph plotting the location of each employee was completed. He proposed a dual pay scale and pointed our the inequities on certain salaries including the Chief of 7olive, the City Manager and the Public Works Director. Creation of a dual pay scale will be referred to the merit System Board for their review, and to the City Manager who is the Merit System Board Administrator. Councilman 14iley will give copies of the material he had prepared Workshop Meetingt June 27, 1974 to the Council for their review. Page 6 Consideration of the salaries of the Chief of Police, the Public Works .Director and the Assistant Recreation Director will be placed on the agenda of the Regular Meeting, July 11, 1974. SIDEWALKS- Councilman Wiley and Leonard Devine, Director of Public Works will HOLLY DRIVE: continue to work on the project for the construction of sidewalks on Holly Drive. The Council was in receipt of a drawing by Leonard Devine showing Ironwood and Holly Drive intersection east of the Elementary School and the City Clerk will determine ownership of property. ITEM FOR A Council policy manual was reviewed by the Council as submitted DDIS�fON: by Councilman Wiley on may 299 1974. The items on the list were COUNCIL POLICY NXRML, -- revised by the Council at this meeting and will be categorized and edited by Councilman Feeney. PUBLIC WOF.KS The Council requested that the weekly report of Public Works WEEKLY REPORT: activities be submitted by the Director each week by the Tuesday mail drop to the Council. NOISE ORD.: The City Clerk was directed to determine from North Palm Beach the status of the noise ordinance as proposed by the three communities at the Tri -City meetings. ANNUAL P.EPORT: A time table for the Annual Report to be included in the newletter Nvas established it conjunction with the adoption of the Budget, in the November, December and January issues. Sessa of the alternatives rs : she may use when her sick leave is depleted. it was established as a policy that personnel v�ho have used their sick leave, and still need additional time, shall have the option to use their vacation leave or the disability income derived from the group hospitalization insurance provided for by the City. ON-SITE TREATMENTCouncilman Feeney advised he would meet with 14r. Bregnan, owner of PLANT wLONG1OOD : the Longwood and Mr. Woodsal.l, President, Tamberlane Assoc., at the Longwood condminimum on Pri,day, June 29, 1974 over the concern regarding the noise from the Longwood on -site treatment plant. NM-JSLETTER: The Council complimented Mrs. Edith Judge on the fine job she did in editing the newsletter for July and agreed the next issue would be printed in August. An item on the agenda of the July 119 1974 meeting will be consideration of reimbursement on an adequate basis to Edith Judge for editing the newsletter. Vice Hayor neLonga requested that an item be placed in the newsletter that the City has flags to sell. Vice Mayor neLonga asked that the list of residents in the Meadows be updated for the newsletter distribution list.
