CITY OF PALM BEACH GARDENS
AUGUST 22, 1974
The Workshop Meeting of the City Council of Palm Beach Gardens,
Florida, was called to order by Mayor Martino at 8:00 P.M. in the
Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, and
opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino,
Vice Mayor DeLonga, Councilman Wiley, Councilman Ki.edis and
Councilman reeney. Attorney Brant was present.
MINUTES: The minutes of the Regular Meeting of August 15, 1974 were k
unanimously appeaved by the Council.
ANNOUNCEMENTS: Mayor Martino announced the following:
1. A Planning and Zoning Commission Meeting would be held Tuesday,
August 27, 1974 at 7:00 P.M.
2. A Recreation Advisory Board Meeting would be held Tuesday,
August 27, 1974 at 8:00 P.M.
3. A Merit System Board Meeting would be held "Ionday, August 26,
1974 at 7:30 P.M.
4. A Special Meeting would follow this Workshop Meeting to award
the bids for the construction of sidewalks on Holly Drive, due to
the time factor involved in completion of the sidewalks for the
opening of school.
PETITIONS AND COMMUNICATIONS:
Mayor Martino acknowledged receipt of communications from:
PBGYAA: 1. Palm Beach Gardens Youth Athletic Assoc ktion inviting the
Council to attend the Football Jamboree to be held September 7, 1974
at 2 :00 P.P4. at Plant Drive.

City of Boca Raton urging
the Council to adopt an
Ordinance
to include in the subdivision regulations the provision for
adequate public school facilities, which the Council will take
under advisement.
SCOTT ERICKSON: 3. Scott Erickson stating he had observed in a City he had
visited, to celebrate the bicentennial,the citizens had
painted the street lines and cross walks red, white and blue.
This letter was referred to the Beautification and Environmental
Committee.
REPORTS: Mayor Martino reported the Council had attended a meeting with
EXPANSION the Administrators of the Palm Beach Gardens Community Hospital
PROGRAM :`
PEG HOSPITAL: regarding their expansion program which will add 100 -120 beds and
provide for an emergency room. The Council pledged their full
support to this plan in behalf of the residents of the City.
ITEMS FOR DISCUSSION:
PRO SHOP: Don Mitchell a member of the Tennis Committee, reitera4ed the
efforts of that committee toward plans for the construction of a
pro shop, to be located adjacent to the middle of the northkrest
court north of the existing bulletin board.
Vice Mayor DeLonga advised that after cost estimates were received
from between $ 18,000 - $191,000 for construction, major revisions
were made to the original plans.
Itemized estimates were given to the Council from Leonard Devine,
Director, Department of Public Works in the amount of $8,021.00 for
a 21 x 21 masonry building and from Jack Hanson, wilding Inspector,
in the amount of ,x'.9,742.00 for a wood frame building.
Vice Mayor DeLonga recommended that the Council adopt the
construction of a pro shop as a project for discussion during the

current budget sessions. It was his feeling that the Recreation
program would gain personnel,at a low cost to the City, when as the
program i.ncreased�an assistant to Ruth Barnett, Tennis Pro, would
be needed.
Ruth Barnett, Tennis Pro, addressed the Council urging the
construction of a pro shop stating the program was hampered to some
extent without a telephone. She proposed to open the pro shop from
8:00 A.M. to 9 :00 PAM., felt the restrooms were essential and the
telephone to take preservations a must.
Councilman 'Ailey expressed reservations about the location of the
pro shop relative to the future location of additional tennis
courts.
The Council concurred to review and discuss during the budget
workshop the proposal of building a pro shop.
The Recreation Advisory Board and the Tennis Committee will
finalize the location of the pro shop and make a recommendation
to the Council.
RECOMMENDATION Mayor Martino reiterated the discussion by the Planning and Zoning

N Commission and the Council which resulted in the adoption of

Ordinance #21, 1973 designating 15 parking spaces for each 1000
square feet of retail floor in shopping centers of less than 50,000
square feet of land area and 5.5 spaces for each 1000 square feet
of retail floor area in shopping centers of 500000 square feet or
more of land area.
The Council discussed the recommendation from the planning and
Zoning Committee dated August 15, 1974 to repeal Ordinance #21,
1973 enabling the off - street parking requirements for all shopping
centers to be 5.5 parking spaces for each 1000 square feet of gross
leasable area.

Councilman Wiley pointed out that small type shopping centers
containing, as an example, a restaurant tlu t could have irregular
and periodic use of its parking spaces, 15 spaces would not be
economically feasible and hard to comply with.
Discussion on the proposed amendment to Ordinance f#219 1973 will
be held at the Workshop Meeting of September 120 1974 after the
Council has had time to re- acquaint themselves with the information
surrounding this recommendation, and the City Attorney was directed
to prepare an Ordinance for first reading at the Regular Meeting,
September 19, 1974.
ITEMS BY THE MAYOR AND COUNCIL:
TRI. -CITY Councilman Wiley reported on the rri -City Meeting held at the
MEET ING :
Village of North Palm Beach on Monday, August 19, 1974 as follows:
Dr. Dunn, Florida Atlantic University, gave a comprehensive report
on a noise level study, which was referred to the three City
Managers for study and consideration of an Ordinance; discussion
was held on the proposed rate increase requested by the Palm Beach
Cable TV, which will be considered by all three municipalities for
identically worded ordinances; a request from ADAC for funds to
support their program will be considered after Larry Robbins,
City Manager, North Palm Beach, receives the State evaluation of
the program to determine what a proportionate share would be;
and a recommendation was made to Lake Park and North Pala Beach
that they consider participation in a Community School Program
in their next years budget.
VICE MAYOR Vice Mayor DeLonga commented that the Newsletter was one of the
better ones received.
Vice Mayor DeLonga reported he had attended a meeting of the
Workshop Meeting, August 22, 1974 Page 5
School Building Fund Committee on Monday, August 19, 1974 and
the members of the School Board that were present, conveyed thanks
to the Council for the installation of sidewalks along Lighthouse
Drive.
MAYOR MARTINO: Mayor Martino referred to a letter in the City Manager's weekly
report from Electric -Oxide Corporation requesting the use of a
USE OF
TRAILER AT house trailer for equipment storage and additional office space
BURNS
ROAD: to be placed on their rented facility at 3896 Burns Road for a
period of one year.
The City Manager was directed to request a sketch from Electric-
Oxide Corporation showing the location of the trailer and their
future plans for replacement of the trailer at the end of the year.
The City Attorney was directed to prepare a resolution for
consideration at the Regular 14eeting, September 5, 1974.
ADJOURNMENT: The meeting adjourned at 9: 00 P.M. by unanimous vote of the
Council and followed by a Special Meeting.
