HomeMy WebLinkAboutMinutes Council 090574REGULAR MEETING CITY OF PALM BEACH GARDENS SEPTEMBER 5, 1974 The Regular Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis and Councilman Feeney. Attorney Brant was in attendance. MINUTES: The Minutes of the Workshop Meeting of August 22, 1974 were unanimously approved by the Council. The Minutes of the Special Meeting of August 22, 1974 were unanimously approved by the Council. The Minutes of the Special Meeting of August 29, 1974 were unanimously approved by the Council, as amended. ANNOUNCEMENTS: Mayor Martino made the following announcements: A Planning and Zoning Commission meeting would be held Tuesday, September 17, 1974 at 7:00 P.M. A Recreation Advisory Board Meeting would be held Tuesday, September 10, 1974 at 8:00 P.M. A Volunteer Firemen's Meeting would be held Tuesday, September 10, 1974 at 7 :30 P.M. A Beautification and Environmental Committee Meeting would be held Wednesday, September 11, 1974 at 7 :30 P.M. A Public Hearing on the 1974 --75 General Budget would be held Thursday, September 12, 1974 at 8:00 P.M. The PBG Youth Athletic Association's Football Jamboree would be held Saturday, September 7, 1974 at 2 :00 P.M. at Plant Drive. Regular Meeting, September 5, 1974 Page 2 RESOLUTIONS: Resolution #40, 1974 authorizing the use of a mobile home trailer -ut RESOLUTION #40, the Electro Oxide Corporation at 3896 Burns Road was read in full by the City Clerk and unanimously adopted by the Council. Charles Jacobs, Chairman, Planning and Zoning Commission, questioned whether the placement of the trailer met the regulations of the PBG Code and was assured by the City Manager that it complied and a final determination would be made by the Building Inspector. ORDINANCES: Ordinance #17, 1974 the 1974 -75 General Budget was read in full, on ORDINANCE #17, first reading, by the City Clerk including Exhibit "A" the Statement of Revenues, Exhibit "B" Department Recap and the Budget Salary Sheet. It was agreed the Budget Salary Sheet should not be included and attached to the Ordinance as it was for information purposes only. REPORTS: Mayor Martino reported on the meeting of the Planning and Zoning PLANNING AND Commission held September 3, 1974 that he had attended: the Commission ZONING MEETING: had approved a Site Plan for the N.E. Palm Beach County Courthouse Complex, pending further considerations; William Boose, Planner, made a presentation on the Laguna, Village PUD, proposed east of the State Parkway on the north side of PGA Boulevard, adjacent to the City limits, and advised the developer will donate two acres in the southeast conner of the parcel to the County. Mayor Martino referred to a letter he had received from Clair Andersen, member of the Planning and Zoning Commission, advising he had appeared before the County Commissioners informing them the City would like the land donated to them for public purposes. ITEMS FOR DISCUSSION. PLANNING MNSULTANT: The City Manager asked for guidance regarding the hiring of a Planning Consultant on a retainer basis to comply with the 11a.lm Beach County Regular Meeting, September 5, 1974 Page 3 Comprehensive Land Use Act, stating a name must be submitted to the Area Planning Board by October 1, 1974. Charles Jacobs, Chairman, Planning and Zoning Commission, stated the recommendation from that Board was to hire Marvin Hill who would prepare the maps, re -write the ordinances, make traffic and road way studies etc. and in general the use of his expertise and professionalism. The City Manager was instructed to obtain from Mr. Hill,in writing, an agreement setting forth his duties as to the minimum number of visits included in the flat fee, the additional charges by the hour, etc. to determine if his proposed work complies with the Comprehensive Land Use Act. ITEMS BY CITY MANAGER: APPRAISALS- The City Manager requested approval to pay for the appraisals on the APPROVAL FOR PAYMENT: land off Keating Drive in the amount of $450.00. Motion was made by Vice Mayor DeLonga, seconded by Councilman Kiedis that the City Manager be authorized to pay for the appraisals on the land off Keating Drive in the amount of $450.00 to be taken from the Contingency Fund. Vote on motion - Mayor Martino, Vice Mayor DeLonga, Councilman Wiley and Councilman Kiedis voted aye, Councilman Feeney voted nay. Motion carried by a vote of 4 ayes and 1 nay. BIDS FOR MOWING At the request of the City Manager, a motion was wade, seconded and TIPF TRACTOR: unanimously carried authorizing the City Manager to go out for bids for a mowing type tractor for an approximate amount of $3900.00. This is a budgeted item in the 1973 -74 Budget. PEG COWMI TY The City Manager advised he had met with the Assistant Administrator HOSPITAL: of the Palm Beach Gardens Community Hospital and information received regarding their expansion program was given to the Council. Regular Meeting, September 5, 1974 Page 4 The Council concurred not to write letters to the State officials U opposing the proposed Palm Beach /Martin County Medical Center in Jupiter, as requested by the PBG Hospital staff. Mayor Martino will write a letter to the State Officials wholeheartedly supporting the proposed expansion of the Palm Beach Gardens Hospital. PROPOSED STORAGE Angel Naya, representing the PBG Youth Athletic Association, presented SUIi.DING -PLANT DRIVE: the Council will preliminary plans for an equipment storage building to be located at Plant Drive and explained their intent. The Council generally agreed with the plans. When the drawings are completed by the Architect, they will be given to the Building Inspector for his review, and to the Council for final approval. ITEMS BY MAYOR AND COUNCIL: COUNCILMAN wri.EY: At the request of Councilman Wiley, the Planning and Zoning Commission will review and make a recommendation to the Council regarding the conditional or allowable use of educational institutes in the M -lA Zoning District. Councilman Wiley advised he was working on an Advisory Board Procedure Book. The City Attorney was directed to prepare guidelines of the "Government In The Sunshine Law" as it pertains to Advisory Boards for inclusion in the book. At the recommendation of Councilman Wiley, the City Manager will pursue the study of the range and salary and job classification review, other than by the Merit System Board. Councilman Feeney suggested asking for volunteers from the Senior � Citizens who have the expertise to accomplish the job. Regular Meeting, September 50 1974 Page 5 Councilman Wiley asked the City Manager to locate the original site plan for the City Complex to substantiate his recommendation on the location of the proposed pro shop. The City Manager was directed to prepare an organization chart, broken down by Departments, for review by the Council at the Regular Meeting$ October 3, 1974. VICE MAYOR Motion was made by Vice Mayor DeLonga authorizing an increase in the DE LONGA s salary of the Chief Of Police to $15,827.00, effective immediately. The motion was withdrawn. The above action will be taken as an administrative function of the City Manager. As a result of a request by Vice Mayor DeLonga, the City Manager and the Chief of Police will determine if the "no right turn" sign behind the High School is warranted. Vice Mayor DeLonga asked that the Building Department peruse the City for non conforming signs or signs not allowed by the Sign Ordinance. The Council concurred with Vice Mayor DeLonga's comment that the Appearance Ordinance, the Noise Ordinance and consideration of junk newspapers be priority items for discussion by the Council. COUNCILMAN Councilman Kiedis suggested that small pine trees be planted as k3tDIS: buffers on the east side of the tennis courts and behind the Publix Shopping Center to guarantee their growth. Councilman Kiedis offered his sdrvice and advise in combating the nematodes that are in the grassed areas at Plant Drive and the south slope at City Hall. i Regular Meeting, September 5, 1974 Page 6 COUNCILMAN Councilman Feeney made the suggestion that the Council review the FEENEY : building permit fees to cover new construction and anticipated growth to compensate for the use of City facilities during the taxable year when payment is wade only on the vacant lot; and to consider an impact fee for areas that are adjacent to the City that should desire to :be annexed into the City after the completion of a project such as a PUD. Councilman Feeney will pursue these ideas with the City Attorney. ADJOURNMENT: No further business, the meeting adjourned at 10 :35 P.M.
