HomeMy WebLinkAboutMinutes Council 091274M WORKSHOP MEETING CITY OF PAIN BEACH GARDENS SEPTEMBER 12, 1974 The Workshop Meeting of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the flag. ROLL CALL: Roil was called by the City Clerk and present were: Mayor Martino, Vice Mayor DeLonga, Councilman Wiley, Councilman Kiedis and Councilman Feeney. Attorney Brant was in attendance. MINUTES: The Minutes of the Regular Meeting of September 5, 1974 were unanimously approved by the Council. ANNOUNCEMENTS: Mayor Martino announced that a Planning and Zoning Commission Meeting would be held Tuesday, September 17, 1974 at 7:00 P.M. and that the last day to register for the Election to be held November 5, 1974 would be September 21, 1974. PETITIONS AND COMMUNICATIONS: DON HIGBEE-. Mr. Don M. Higbee, who wished to address the Council regarding Cable TV was unable to attend the meeting, and will appear at another time. ORDINANCES: Mayor Martino declared the Public Hearing open, on consideration of ORDINANCE #17, Ordinance #17, 1974, the General Gadget for 1974 -75, which was duly -M4 : advertised in the Post Time on September 4, 1974. Mayor Martino stated the proposed millage rate of 7.25 was an increase of .75 mills from last year, the reason being the City worked on an 11 month fiscal budget year due to the passage of a State Statute and due to the inflation the Country is experiencing. Discussion followed with members of the audience asking varied questions Workshop Meeting, September 12, 1974 Page 2 pertaining to the budget, which were answered and clarified by members of the Council. Mayor Martino declared the Public Hearing closed and announced that second reading and a Public Hearing on Ordinance #17, 1974 the Budget for 1974 -75 would be held on Thursday, September 26, 1974 at 8:00 P.M. in the Assembly Room. ITEMS OF INTEREST: The Council informed the audience of items of interest that had taken place or would take place as follows: 1. The contract had been let for the 4 laning of Northlake Blvd. to start around December 1, 1974. 2. A Court House Annex would be constructed on the south side of PGA Blvd. in the vacinity of the Meadows Trailer Park. 3. The Sewer Treatment Plant located west of the turnpike on the north side of 116A Blvd. would be completed within a few months. u 4. The Palm Beach Community Hospital is anticipating growth with the inclusion of an emergency room. Mr. Mike Easley, a resident of the City and attorney representing the Palm Beach County Health Planning Council reported that the Council had granted an approval to the Palm BeachAartin County Medical Complex for a hospital in Jupiter. The Council asked Mr. Easley to relay to the Planning Council the Council's desire to allow construction of both facilities. 5. The construction of sidewalks on the east side of Holly Drive was underway. 6. The construction of an annex of the Palm Beach Junior College was anticipated to be located in the City on PGA Blvd. Vice Mayor DeLonga reported Dr. Manor and Dr. Eissey will attend the Tri -City U Meeting to discuss same. Workshop Meeting, September 12, 1974' Page 3 TRI -CITY MEETING: Councilman Wiley reported a Tri -City Meeting consisting of Lake Park, North Palm Beach and Palm Beach Gardens will be held at Palm Beach Gardens on September 30, 1974 at 8 :00 P.M., and one of the items on the agenda will be discussion on the proposed rate increase for Cable TV. REPORTS: Mayor Martino reported he had attended the kick -off luncheon for UNITED WAY: the United Way Fund Drive. pBGYAA: Councilman Feeney reported election of officers would be held at the meeting of the Palm Beach Gardens Youth Athletic Association on October 16, 1974. B&E COMMITTEE Councilman Kiedis reported he had attended the Beautification and Environmental Committee Meeting held September 11, 1974. Objection was expressed to placing the sidewalks on the east side of Holly Drive and he relayed the Council's intent; it was determined that the oleander plant was not poisonous to any more extent than other plants and was recommended for public use; and that the Board would hold a tree planting project on Saturday morning, September 14,1974. The Council agreed to leave the planting,of whatever plants they deemed acceptablq at the discretion of the Beautification and Environmental Committee and to so advise them. ITEMS FOR DISCUSSION: PARKING SPACES IN 1. Discussion was held on the recommendation dated August 15, 1974 SHOPPING CENTERS: from the Planning and Zoning Commission regarding Ordinance #21, 1973 parking spaces in shopping centers. Roger Strickland, member of the Planning and Zoning Commission, stated the reason behind the recommendation of 5.5 off - street parking spaces for each 1000 square feet of gross leasable area was that it was in conformity with other codes of surrounding municipalities and would Workshop Meeting, September 12, 1974 Page 4 remove an undue hardship on the developer. 1-1� Mayor Martino will determine from the Planning and Zoning Commission whether the term retail area or gross leasable area was intended by the Board. A further discussion on this subject will be held at the Workshop Meeting, September 26, 1974. COMMITTEE OF 2. At the recoinmendation of the City Manager discussion was held on A_ DJUSTMENT : the designation of additional members to the Committee of Adjustment as created by the Landscape Ordinance. The Council agreed to recompose the members of that Board to add the Chairman of the Planning and Zoning Commission and the Chairman of the Zoning Board of Appeals with the Vice Chairman of each Board as alternates. The City Attorney was directed to prepare a resolution on the above for the Regular Meeting, September 19, 1974. Mr. Jacobs and Mr. Bowdre will be contacted to ascertain if they wish to serve. APPEARANCE CODE: 3. Discussion was held on Ordinance #2, 1974, the Appearance Code. Attorney Brant pointed out a few areas that might pose a problem, those being Section G.7 stating all members must be a resident of the City and a registered architect or civil engineer, and Section 6.11 whereby the powers might conflict with the duties of the Planning and Zoning Commission. Councilman Wiley recommended that the word civil before engineer be stricken and replaced by "professional" engineer and agr4ed that the resident re4uirement be stricken. Copies of the Ordinance will be given to the Beautification and Environmental Committee and the Planning and Zoning Commissiou for their recommendbtions and comments to the Council, with a further discussion held'Thursday, October 10, 1974. MARVIN.HILL, The City Manager advised the Council that Mr. Martin Hill, Planning P4G CONSULTANT: III Consultant would attend the Planning and Zoning Commission Meeting on September 17, 1974 and will present a< detailed outline of his proposal to comply with the Comprehensive Land Use Act. ITEMS BY THE MAYOR AND COUNCIL: COUNCILMAN WILEY: As recommended by Councilman Wiley, the City Manager will direct .. the Public Works Department to remove the wire strappings from the utility pipe that is lying on the north side of PGA Blvd, adjacent to the road. Discussion on the Budget will be placed on the agenda of the Regular � Meeting of September 19, 1974. VICE MAYOR The City Manager will allocate funds from the current budget to DE LONGA :' cover the cost of training a new Police Reserve Officer. The City Manager will investigate the use of violation tickets giver: to residents for placing debris and trash on vacant lots and will modify the ticket to reflect the time, who milled it out and the telephone number to call. The City Manager advised that he had been informed that Mr. Trapnell had resigned frond► P4im Beach County Utilities Company. COUNCILMAN Councilman Feeney asked that the Police Department clarify for resi_ EY: dents that trail bikes may be pushed along the streets of the City but are not allowed to be ridden on City street right -of -ways.
