HomeMy WebLinkAboutMinutes Council 092674 SpecialSPECIAL MEETING CITY OF PALM BEACH GARDENS SEPTEMBER 262 1974 The Special Fleeting of the City Council of Balm Beach Gardens, Florida, was called to order by Mayor Martino at 8 :00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Mayor Martino, Vice Mayor GeLonga, Councilman Wiley, Councilman Kiedis and Councilman Feeney. Attorney Brant was in attendance. PURPOSE: The Special Meeting was called for the purpose of; 1. Hold a Public Hearing on Ordinance #17, 1974 - the General Budget for 1974 -75 and consideration of adoption of Ordinance #17, 1974 on second reading. 2. Resolution #44, 1974 - Levying the millage rate in conjunction with the adoption of the Budget. 3. Resolution #45, 1975 - Adopting the reco'mendation of the Merit System Board regarding merit increases in conjunction with the adoption of the Budcat. 4. Awarding of the bids for the mowing type tractor due to the time factor involved. PUBLIC HEARING: Mayor Martino declared the Public Hearing open on discussion of Ordinance #17, 1974 - the General Budget for 1974 -75 as duly advertised September Sth and September 20, 1974. :carry Lewis, addressed the Council from the audience asking for clarification on a fern, stems contained in the Budget, which the Council answered to his satisfaction. Special Meeting, September 26, 1974 Page 2 ORDINANCE #170 Ordinance #17, 1974 - the General Budget for the year 1974..75 was 1974.- read by title only with the amendment in the title adding the verbage Wand providing for an effective date," and adding Section 6 to read "This Ordinance shall be effective on date of passage hereof," by the City Clerk and was unanimously adopted by the Council. RADAR SYST04: Vice mayor DeLonga pointed out that the radar system used by the Police Department was non - functional and was advised by the City Manager monies to replace same could be taken from the contingency fund after it was determined what type of equipment to purchase. RESOLUUION #44t Resolution #44, 1974 levying the millage rate for the General Budget 1974_75 was read in full by the City Cleric and unanimously adopted by the Council. .� RESOLUTION #45, Resolution #45, 1974 adopting the recommendations of the Merit 1974-1 System Board regarding merit increases was read by the City Clerk in full and unanimously adopted by the Council. AWARDING OF At the recommendation of the City Manager, a motion vas matte, BIDS: seconded and unanimously adopted to award the bid for the purchase MOWING TRACTOR: of a mowing type tractor to Trail Ford Tractor in the low bid amount of $3,460.00. NOISE RESEARCH At the request of the City Manager, a motion was made, seconded STUDY and carried by a vote of 4 ayes and I abstain voteyauthorizing the payment of $655.00 as the City's share of the noise research study made by Dr. Dunn from Florida Atlantic University at the Tri -C,ity Meeting, monies to be taken from the Contingency Account. Councilman Feeney abstained from voting. Special Meeting, September 26, 1974 Page 3 PURCHASE OF Attorney Brant advised that the counter offer made by the City LAND EAST _OF KEATING DRIVE: for the purchase of land east of Keating Drive had been rejected ADJOURNMENT: by the owner of the land and asked for formal direction from the Council. Motion was made by Councilman Kiedis, seconded by Vice Mayor DeLonga authorizing the City Attorney to inform the sellers of the Keating Drive property the offer of $67,500 was a firm and final offer by the City. Councilman Feeney amended the motion to indicate that negotiations for the property be terminated entirely. The motion to amend died for a lack of a second. Vote on original motion - Councilman Kiedis, Vice Mayor DeLonga, Councilman ZEiley and Mayor Martino voted aye. Councilman Feeney voted nay. Motion carried by a vote of 4 ayes and 1 nay.
