HomeMy WebLinkAboutMinutes Council 092674WORKSHOP MEETING CITY OF PAU-1 BEACH GAPPP.NS SEPTEICER 26, 1974 The Workshop meeting of the City Council of Palm Beach Gardens, Florida was called to order at 9:01 P.M. by Mayor Martino, following the adjournment of the Special Meeting. The meeting was held in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens. All the members of the Council and the City Attorney were present. MINOTFS: The Minutes of the Regular Meeting of September 19, 1974, as amended, were unanimously approved by the Council. PETITIONS AND COr'RUNICATICI` ?S : Mayor Martino acknowledged receipt of communications from: MICHAEL SMALL: 1. Michael Small, County Attorney in answer to the Mayor *s letter requesting Palm Beach Gardens be the recipient of any land donations by the developers of the proposed Laguna Village project, and advising the City will be kept informed. Vice Mayor DeLonga commented that he had attended a meeting and Air. Liberte from the County n lanning and Zoning Department, had indicated all the property dedicated to the County by the above mentioned developer would be dedicated to the Palm Beach County School Board. The City Manager was asked to clarify this with Mr. Liberte. LEWIS W. LAWDER: 2• Lewis W. Lawder, Home Builders and Contractors Association of Palm Beach County, Inc. indicating that the City is endorsing the adoption of an ordinance to include adequate public school facilities in the sub - division regulations. The City Manager September 26, 1974 17orkshop P.eeting Page 2 will advise Mr. Lawder this information is incorrect, that the City has taken no action regarding this. CLAT' ANDS SIN: 3. Clair Andersen, member of the Planning and Zoning Commission$ indicating he is opposed to the City becowing involved in placing, any requirements in the sub- division regulations to provide adequate school facilities. tvi NIN HILL: 4. Marvin Hill, Planning Consultant, explaining what he will do for the City as a Planner in accordance with the State law, which was given to the City Attorney for his review and recommendation. OP.DINANCLS: Proposed Ordinance #18, 1974, repealing Sub - Section 20, Section 2, Off Street Parking requirements, Shopping Centers of the Gardens Code, as a recommendation from the Planning and Zoning Commission was discussed briefly by the Council, and will be placed on first reading at the Regular meeting October 3, 1974 and a public hearing and second reading at the Regular fieeting, October 17, 1974. REPORTS: Mayor Martino reported on the Planning and Zoning Coivaissi,on Meeting held September 24, 1974, as follows: I. A public hearing was held to perrait Camdaras, Inc., and Tony's Restaurant as conditional uses in the M -1A Zoning District and .ard Baking Company as a conditional use in the M-1 Zoning District. 2. A public hearing was held to permit Governmental buildings as a conditional use in A -1 Agricultural Zoning District. 3. Opposed the creation of an Appearance Board. 4. At a future date will update the Site Plan Review ordinance. 5. Asked that the Commission have the opportunity to peruse the sketches and location of trailers on a temporary basis in the City. The City Manager was requested to have the Building Inspector i Wonkshop Mneeting, September 26, 1974 Page 3 measure the sales area space at Ward Baking Companyts store, and if it exceeds 400 sq.ft. as written in the Ordinance, a Public Hearing will be scheduled for October 22, 1974 by the Planning and Zoning Commission for consideration of changing same. COMMITTEE OF Mayor Martino reported on the meeting of the Committee of ADJUSTMENT: Adjustment as created by the Landscape Ordinance, held September 25, 1974, as follows: Mr. Rudy Arsenicos, Architect for the proposed Palm Beach County Courthouse Complex requested a variance to the Landscape Ordinance regarding the perimeter landscape requirements,which was resolved by the Committee to allow the requirement for the hedge to be delayed until the complex reaches total maturity, or if development takes place surrounding the area before the project reaches maturity, they will be required to conform. ~`-' ITEMS FOR DISCUSSION: Vice Mayor made a motion to table Items 1 and 2 under items for discussion which he later withdrew. LOCATION OF The City Manager advised the County had appropriated in their NICYME PATHS: L budget $125,000 for bicycle paths and asked for direction from the Council as to locations of bicycle paths ardund the City so that he may advise the County of same if they see fit to locate paths in the City. The Council concurred on the following locations: Holly Drive, north side, from railroad to Military Trail; Military Trail, south from Holly Drive to Northlake Blvd.; and MacArthur Blvd. to Northlake Blvd. ORGANIZATION The Council complimented the City Manager on the fine job of CHARTS: preparing the organization charts and discussion will be held September 26, 1974 Workshop Meeting on this item at a later date. Page 4 ITEMS BY CITY MANAGER: 701 PLANNING The Council concurred with the City Manager to apply again to the ASSISTANCE: 11701 Local Planning Assistance Aid Program" for funding. ITEMS BY MAYOR AND COUNCIL: COUNCILMAN The Council concurred with Councilman Feeney's suggestion that FEENEY: the Police Department strictly enforce the bicycle rules, in particular the riding at night without lights. COUNCILMAN Councilman Kiedis pointed out two Advisory Board members term of KIEDIS : office would expire in October. COUNCILMAN At the suggestion of Councilman Wiley, plans of all new construction W Y: proposed for the City will be made available for the Council's perusal.. VICE MAYOR Vice Mayor DeLonga requested that the Sign Ordinance be enforced. tU"tONGA The City Manager will determine if the expansion of the Palm Beach Gardens Community Hospital has been approved. Vice Mayor DeLonga requested that the abandoned car on PGA Blvd. west of the Turnpike be removed. The City Manager will purchase an electric broiler for the use of the Police Department.
