CITY OF PALM BEACH GARDENS
OCTOBER 39 1974
The Regular Meeting of the City Council. of Palm Beach Gardens,
Florida, was called to order by Mayor Martino at 8:00 P.M. in
the Assembly Room, 10500 North Military Trail, Palm Beach
Gardens, and opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the Deputy City Clerk and present were:
Mayor Martino, Councilman Wiley, Councilman Kiedis, and
Councilman Feeney. Vice Mayor DeLonga was not in attendance,
as he was out of town on business. Attorney Brant was in
attendance.
MINUTES: The Minutes of the Special Meeting of September 26, 1974 were
unanimously approved by the Council, as written.
The Minutes of the Workshop Meeting of September 26, 1974 were
unanimously approved by the Council, as amended.
ANNOUNCEMENTS: Mayor Martino made the following announcements:
An Open House will take place at the Fire Station on Sunday,
October 6, 19740 at 1 :00 P.M. in recognition of Fire Prevention
Week,
A Planning and Zoning Commission Meeting will convene at 7:00 P.M.
on Tuesday, October 8, 1974.

A Recreation Advisory Board Meeting will take place Tuesday,
October 8, 1974, at 8:00 P.M..
A Volunteer Piremen's Meeting will convene at 7:30 P.M., on
Tuesday, October 8, 1974,
A Beautification and Environmental Meeting will take place
Wednesday, October 9, 19749 at 7:30 P.M..
A General Membership Meeting of the PRGYAA for the "Election
of officers and Directors" will take place Wednesday, October 23,
1974, at 8 :00 P.M.
PETITIONS Ai TD COMMU11TICATIONS:
Mayor r4artino acknowledged receipt of communications from:
PRG COMMUNITY Palm Reach Gardens' Community Tospital stating that their
HOSPITAL-
petition for expansion will be heard on October 10, 1974, by
the T;ealth Manpower and Health Facilities Committee; and on
October 249 1974, the Board of Directors of the Palm Beach
County " ealth Planning Council will receive the recommendations
from the Committee and vote on the expansion ,request. Vice
Mayor DeLonga will be requested to attend the October 10, 1974
Meeting and Mayor Martino plans to attend the October 24, 1974
Meeting, both of which will take place at the JFK Hospital at
8 :00 P.M..

FB & E The Beautification and Environmental Committee urging the
f`r)MMITTEE :
Council to make every possible effort to acquire the land
being considered for purchase in the Town Hall area for
recreational purposes.
PHIL BOWDRE: Phil Bowdre, Chairman of the Zoning Board of Appeals,
recommending that Lee Coons and Chuck Sanders be considered
for appointment to that Board, both of which are presently
members of the Beautification and Environmental Committee.
WILLIAM G. William G. Collins, Land Use Planner for Palm Beach County,
COLLINS:
advising the City of a meeting to take place Wednesday,
October 9, 1974, regarding the County Land Use Plan.
Si-,NATOR PHIL Senator Phil Lewis, in response to the City's Resolution #23,
LEWIS:
1974, which requested that the procedures in the establishment
of premium charges in automobile insurance coverage for young
adults be revised.
PUBLTX SUPER Publix Super Market, inviting Mayor Martino to attend the
MARKET:
Grand Opening of their new store in the Oakbrook Square
Shopping Center, to take place Wednesday, October 9s 1974,
at 9:40 A.M.
Mayor Martino reported on the following communications mailed
from his office:
FEDERAL nFFICE A letter addressing State Representative Skip Bafalis, Senator
HOLDERS:
Lawton Chips and Senator Edward Gurney requesting them to

show 'leadership in curbing the inflationary tendencies presently
being experienced.
SCHOOLS A communication was sent to each school facility within the
WITHIN CITY:
City, welcoming them to the new school year and thanking them
for their contributions in educating the children in the past.
CLAIR A response was sent to Clair Andersen, a resident of the City
ANDERSEN:
and a member of the Planning and Zoning Commission, indicating
that when discussion regarding the requirements for school
facilities is placed on a City Council agenda, he will be informed.
RESOLUTION Resolution #46, 1974, encouraging action to remedy the excessive
#461 1974:
fuel adjustment charges being assessed in conjunction with the
use and purchase of electrical energy, was read in full by the
Deputy City Clerk, as amended, and unanimously adopted by the
Council.
ORDINANCE Ordinance #18, 1974, providing for the off - street parking space
#181 1974:
requirements for shopping centers, was read in full by the
Deputy City Clerk on first reading. A Public Hearing and Second
Reading will take place at the Regular Meeting of nctober 17, 1974.
ORDINANCE Ordinance #19, 1974, providing for "Public Buildings" as a

Permitted Conditional Use in the A -1 Zoning Classification, was
read in full on first reading by the Deputy City Clerk. A
Public Hearing and Second Reading will take place at the
Special Meeting of October 241 1974.

ITEMS FOR DISCUSSION:
I -TILL' S A brief discussion took place regarding the contract Mr. Marvin

CONT�R-.<�' : C. "ill, Jr., submitted to the City for consideration, as
Planning Consultant in the preparation of the Comprehensive
Land Use Plan, which is required of every municipality within
Palm Beach County by October 1, 1975.
Attorney grant reported that he had reviewed the proposed contract
and a point of concern was that the contract did not include
a certification that the minimum requirements of the Special Act
will be met during his ten -month study.
Councilman Wiley noted that the proposed contract indicated that
Mr. "ill's study would be made in concert with the Planning and
Zoning Commission; and that the City Council and the City
Manager were not included. Councilman Wiley expressed that
at such time Mr. Hill will be in the City during his study,
it will be through the cognizance and approval of the City
Manager; and that there will be joint meetings with the City
Council and Planning and Zoning Commission present.
Councilman Wiley pointed out that the contract should be more
specific and detailed, indicating when drafts will be received,
that there will be no additional cost to the City for the data
to be received from governmental agencies, etcetera.

Mr. Hills proposed contract will be referred to the Planning
and Zoning Commission for their perusal and recommendations
and further discussed at the City Council Workshop meeting of
October 109 1974.
COUNTY LAND Mayor Martino reported that he will he present at the meeting

of the County, to take place Wednesday, October 9, 19749
regarding the County Land Use Plan and requested any input
and /or inquiries from the other Council members they desired
to be presented at that meeting.
Mayor Martino expressed that as representative of the Council,
he will exchange ideas with the individuals present at the
meeting, to include points of concern from the other Council
members, and report back at the Council Meeting of October 10,
1974.
ITEMS BY THE CITY MANAGER:
CERTIr'ICATES John L. Orr, City Manager, reported that he concurred with
OF MERIT TO
BE PRESENTED: Police Chief Herbert Pecht's recommendation that three individ-
uals be presented with a Certificate of Merit for reporting
to the Police Department the stolen items that they recovered,
which resulted in the apprehention of several accused and the
solving of five Breaking and Enterings; and Detective William
Petersen for his investigation and arrests, to take place at
the Regular Meeting of October 17, 1974.

COURSE Cnm- Mr. Orr reported that Jack Hanson, Building Inspector of the

and received a certificate from the University of Nebraska.
The Council requested that congratulations and expression of
thanks for Mr. Hansen's Conscientious effort be conveyed to
him.
ITEMS BY MAYOR AND COUNCIL:
MAYOR MARTTjO: Mayor Martino requested that the City's Public Works' Department

DREDGING OF Mayor Martino reported that certain canals within the City

require attention, and requested that the City Manager
investigate the matter. Mr. Carr, in response, reported that
the possibility of the dredging of the canals will be pursued.
COUNCILMAN Councilman Vdley reported for vice Mayor DeLonga in his absence

that a numerous amount of bee hives have accumulated within the

City, which could be hazardous to an individual. Mr. Orr
reported that the problem has been taken care of, and the hives
will be removed within three weeks.
SALARY Councilman Wiley requested that the individuals in the Police

COUNCILMAN Councilman Feeney requested that the City's Disaster Plan

be reviewed periodically and the residents of the City be

in the case of a disaster. Periodic drills should also be
considered.
ADJOURNMENT: With no further business from the floor, the meeting adjourned
at 9:30 P M..
