Charles Jacobs, Chairman of the Planning and Zoning Commission,
spoke from the audience and expressed that the members of the
Commission object to the creation of an Appearance 'koard.
Mr. Tacohs explained that some of the responsibilities contained
in the rnpearance :ode are in duplication of the responsibilities
contained in the Site Plan " eview Ordinance of the City, which
is administered by the Planning and Zoning Commission; and the
Commission desired to amend the Site Plan Review - ^r li nance by
including additional areas of responsibility contained in the
proposed Appearance Code and starengthening some of the responsi-
bilities existing.
Mr. Jacobs expressed that by creating an Appearance -oard, it
could require developers to make a presentation to an additional
board unnessari.ly, prior to being issued a building permit.
Councilman Kiedis expressed that the Site Plan Keview ()rdinance
mainly charges the 'Planning and Zoning Commission with the
review of the engineering elements of a development; and the
proposed Appearance 7oard would be charged with reviewing the
aesthetical view of a development and the buildings, compati-
bility with their surroundings.
Vice Mayor DeLonga reported that the Beautification and
Environmental Committee had previously recommended that the
responsibilities contained in the Appearance Code not be those
of the Planning: and Zoning Commission; and that an Appearance
Board be created to administer the elements.
