HomeMy WebLinkAboutMinutes Council 101074WORKSHOP .MEETING CITY nF PALM REACH GARDENS nCTnRER 109 1A74 The Workshop Meeting of the City Council of Palm leach Gardens, Florida, was called to order by Vice Mayor DeLonga at 8 :00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Vice Mayor DeLonga, Councilman Kiedis, and Councilman Feeney. Mayor Martino was delayed and arrived during the course of the meeting., as he was attending the 'tnpen douse" at the Palm 3each Gardens' Elementary School. Councilman dley was not in atten- dance, as he was representing the City Council at the meeting of ti -ie Health titanpower and '?ealth Facilities Committee, held for the purpose of considering the expansion request of the Palm 3each Gardens' Community 'iospital. Attorney ?rant was oresent. MINUTES: The Minutes of the Regular Meeting of October 3, 197A, were unanimously approved by the Council, as written. A 'T TOUNCEME:NTS : Vice Mayor DeLonga made the following announcements: A Junior Police Meeting will be held Monday, October 14, 19740 at 7 :30 P.M.. A Women's Club Meeting will convene at 8:00 P.M., on Wednesday, October 16, 1974. Workshop Meeting, October 10, 1974 PRESENTATInN Vice Mayor DeLonga presented plaques to Joe Crocker, Assistant 0- PLAQUES: Chief of the Volunteer Fire Department, and Frank Morrow, President of the Volunteer Firemen °s Association, expressing the City's appreciation for their ten years of service and support in the Volunteer "ire Department of the City of Oaim Beach Gardens. PRESENTATION Mr. Bill Gatlin and Mr. John King, members of t'ne NPB /PFG, of U.S. SAVINGS BONDS Jaycees, presented .Jack zleatherington and Chuck Mazie U. S. Savings Ponds, as winners of the poster contest, held in recognition of f9Fire Prevention Week "; and Ray Lambert, an T_nspector of the "sire Department, presented Jennifer McKenzie and Iris Jacobson U. S. Savings Ronds, as winners of the essay contest. The essays and posters will be displayed at the City Hall Complex for anyone's enjoyment. Frank Morrow presented Mark Blanchard, an Eagle Scout, a U. S. Savings Bond for his efforts in aiding the ire Department in organizing the distribution of over 10,000 Home Fire Checklists within the City of Palm Beach Gardens. FIRE PREVENTION Fire Chief Edward Arrants reported that the activities taking WEEK ACTIVITIES place in recognition of Fire Prevention Week (October 6, 1974 - October 12, 1974) is a success; and pledged to the residents of the City that "Saturday, at midnight, will not mark the end of Fire Prevention Week; it will mark the beginning of Fire Prevention Year ". Workshop, Meeting, October 10, 1974 -3 INACCURACY OF Fire Chief Arrants commented on the inaccuracy of an article 1�P " ';PAPER A� CLE in a local newspaper regarding the rating: of Fire Protection and Fire Defenses within the City of Palm Beach Gardens; and acknowledged receipt of a communication from an insurance Service nffice in Jacksonville, Florida, stating "preliminary impressions of Fire Defenses in the City of palm Beach Gardens has favorable bearing on qualifying the City for the next better classification in rating ". PRESENTATION OF Vice 'Mayor DeLonga reported that on Tuesday, October B, 1974, ?LAOUE r I""' Mayor Martino, Mr. John Orr, City Manager, and Fire Chief Arrants presented a plaque on behalf of the City to ITT, expressing the City's appreciation for their employees being permitted to answer ;sire !harms in the City during working hours. DISCUSSION A discussion took place regarding the proposed Ordinance #2, REGARDING Pr)POSE,D 1974, the Appearance Code. APPEARANCE CODE Vice Mayor DeLonga reported that the npoearance Code had been referred to the "fanning and Zoning Commission members, as prepared by the Beautification and Environmental Committee, for their perusal and recommendations regarding it. ,jorkshop Meeting, October 10, 1974 -4 Charles Jacobs, Chairman of the Planning and Zoning Commission, spoke from the audience and expressed that the members of the Commission object to the creation of an Appearance '�koard. Mr. Tacohs explained that some of the responsibilities contained in the rnpearance :ode are in duplication of the responsibilities contained in the Site Plan " eview Ordinance of the City, which is administered by the Planning and Zoning Commission; and the Commission desired to amend the Site Plan Review - ^r li nance by including additional areas of responsibility contained in the proposed Appearance Code and starengthening some of the responsi- bilities existing. Mr. Jacobs expressed that by creating an Appearance -oard, it could require developers to make a presentation to an additional board unnessari.ly, prior to being issued a building permit. Councilman Kiedis expressed that the Site Plan Keview ()rdinance mainly charges the 'Planning and Zoning Commission with the review of the engineering elements of a development; and the proposed Appearance 7oard would be charged with reviewing the aesthetical view of a development and the buildings, compati- bility with their surroundings. Vice Mayor DeLonga reported that the Beautification and Environmental Committee had previously recommended that the responsibilities contained in the Appearance Code not be those of the Planning: and Zoning Commission; and that an Appearance Board be created to administer the elements. Workshop Meeting, October 10, 1974 -5 Vice Mayor DeLonga recommended and the other Council members concurred, that the Planning and Zoning Commission establish their recommended amendments to the Site Plan Review ')rdinance for the Council members} consideration; and the Reautification and Environmental Committee be requested to present their reasoning for desiring to establish an Anpearance Board in the City, PETITIONS AND COMMUNICATIONS: Mayor Martino acknowledged receipt of the following communi- cations from: ROBERT F. 1, Robert F. Culpepper, County Commissioner, inviting Mayor CULPEPPER2 Y C Martino to attend the "Ground Breaking Ceremonies" of the M , I ONE R "N. E. Palm Beach County Courthouse" on Friday, October 11, 1974, to be located at 3188 PGA 33oulevard, Palm 13each Gardens. BRUCE M. ILEWISI 2. Bruce M. Lewis, Mayor of the City of Palm Beach Shores, MAYOR OF PALM BEACH SHORES inviting Mayor Martino to attend a meeting on Wednesday, October 9, 1974, regarding the possibility of Palm Beach County acquiring public beach land. REPORTS: Mayor Martino reported that his office sent a communication to MAYOR MARTINO: George S. Kellemen, Representative of the Governing Board of the PALM BEACH GAR- Palm Beach Gardens' Hospital, indicating that the City of °alm DENS '-TOSPITAL Beach Gardens endorses the Hospital's expansion request. The `--f Board of Directors of the Palm Beach County Health Planning Workshop Meeting, October 10, 1974 _6 Council will vote on the Hospital's expansion request at their meeting of October 24, 1974. Mayors of various municipalities were present; and a Resolution was adopted and sent to the County Commission and the League of Municipalities discouraging the bond referendum scheduled to take place in November, 1974, for that purpose. Orr. Charles ,Jacobs, Chairman of the Planning and Zoning Commission, reported that the Commission is in favor of the City Council entering into the ten -month contract with qtr. All. Workshop Meeting, October 10, 1974 W The City Council requested the City Manager to refer Mr. Hill's �1- proposed contract, to include the addemdum, to the Area Planning Board and inquire whether the elements contained meet the requirements of the Special Act requiring all municipalities within Palm Beach County to adopt a Comprehensive Land Use Plan prior to October 1, 1975. COUNCILMAN Councilman Kiedis reported on the Beautification and Environ- KIEDIS: mental Committee Meeting of October 9, 1974, as follows: 1. Requested that an estimated cost for a 3' retaining wall to be placed at the bottom of the land slope located on the east side of the municipal complex be acquired. Also, the slope be reduced to be more graduating. 2. The B & E Committee will plant an Acacia tree opposite the existing one located south of the municipal complex, west of the sidewalk. 3. Requested that the City complete the project of landscaping the grounds of the Public Works' Department of the City. 4. Requested that it be determined if the sign of the First National Bank of Palm Beach Gardens, located on Lighthouse Drive, is conforming to the Sign Ordinance of the City. 5. Recommended an amendment be made to the Landscaping u Ordinance of the City. Workshop Meeting, October 10, 1974 IM 5. Requested that the Public Works Department investigate the Location and condition of the pumps of the water falls located at the entrance of the City on MacArthur Boulevard; and acquire a cost estimate to put them in operation. 7. Questioned if the walls constructed at the location of the Hetzel Brothers' Pageant are conforming to the City's Code. B. With the consent of the City Manager, a communication will be sent to the manager of the Publix Super Market located within the Oakbrook Square Shopping Center complimenting its attractiveness. 9. Recommended that the Recreation Department of the City provide a recreational program for motor cycles. COUNCILMAN Councilman Feeney reported on the Recreation Advisory Board FEENEY: Meeting of Tuesday, October 8, 1974, as follows. 1. The Board believes the proposed Keating Drive recreational land is too expensive; they recommend consideration of other land within the Town Hall area. 2. The Board requests that a copy of the Community Survey results be submitted to them for their review. Also, it was recommended that, perhaps, an organization, such as the Boy Scouts, could resurvey the City on a person -to- P erson basis; hopefully, providing for better participation. Workshop Meeting, October 10, 1974 -10 3. The Board questioned the status of the proposed 1%--1 Recreational Building. SCHEDULE Mayor Martino suggested, and the other Council members concurred, JOINT MEETING WITH RECP=ON that a joint meeting be held in November, 1974, with the City ADVISORY BnARD Council and the Recreation Advisory Board present, to discuss the improving of the recreational programs in the City. PALM BEACH Discussion took place regarding the request of Mr. Thomas CABLE T. V. Gilchrist, Jr., Vice President of Palm Reach Cable T.V., to increase the rates of the firm from $4.95 to $6.50 per primary unit, per month; and from $4.95 to $20.00 per installation. The data received from Mr. Gilchrist was referred to Mr. Paul Bremer, auditor of the City, for his review and comments; and Mr. Bremer indicated that the increase is justified. Mr. Bill Haythorne, an accountant, spoke from the audience, and expressed that he had reviewed the data received from Mr. Gilchrist and pointed out that additional information would be required prior to determining if an increase would be justifiable. It was the concensus of the Council members the firm is entitled to a reasonable profit; however, additional data will be necessary, prior to determining if the amount of rate increase is justified. Workshop Meeting, October 10, 1974 -1x Mr. Orr was requested to acquire additional information from Mr. Gilchrist, including the number of subscribers in Palm Beach Gardens; the number of outlets per subscriber, together with the total fee; if the Key Club has caused a loss or profit to Cable T.V.; why the advertisement expenditures increased from $4,000 to $20,228; and the overall number of projected connections during the time period of 1974 through 1976. Mayor reported that the request for the increased rates is being considered jointly by the Town of Lake Park, the City of North Palm Beach, and the City of Palm Beach Gardens; and perhaps, a conclusion can be drawn relative to permission being granted for the increased rates at the Tri -City Meeting �✓ of October 28, 1974, to be hosted by the City of Palm Beach Gardens. KELSEY CITY Mr. Orr reported that he will be present at a meeting to take GATES place Tuesday, October 15, 1974, in Lake Park, regarding the "Saving of the Kelsey City Gates" and requested guidance from the Council members relative to committing funds of the City of Palm Beach Gardens. It was the concensus of the Council members donated manpower and materials should be solicited prior to the City expending funds. Also, the possibility of the neighboring communities assisting in the endeavor should be researched.
