HomeMy WebLinkAboutMinutes Council 101794REGULAR MEETING CITY OF PALM BEACH GARDENS OCTOBER 17, 1974 The Regular Meetinq of the City Council of Palm Beach Gardens, Florida, was called to order by Mayor Martino at 8:00 P.M. in the Assembly Room, 10500 North Military Trail, Palm Beach Gardens, and opened with the Pledge of Allegiance to the Flag. ROLL CALL: The roll was called by the Deputy City Clerk and present were: Mayor Martino, Vice Mayor DeLonga, Councilman Kiedis, and Councilman Feeney. Councilman Wiley was absent due to an automobile accident involving his mother. Attorney Brant was present. MINUTES: The Minutes of the Workshop Meeting of October 10, 1974, were unanimously approved by the Council, as amended. ANNOUNCEMENTS: Mayor Martino made the following announcements: A Planning and Zoning Commission Meeting will be held Tuesday, October 22, 1974, at 7 :00 P.M,. A PBGYAA "Election of Officers and Directors" Meetina will convene at 8 :00 P.M., on Wednesday, October 23, 1974, in the Assembly Room at the City Hall. Regular Meeting, October 17, 1974 -2 PRESENTATION OF Mayor Martino presented "Certificates of Merit" to George C ' I FICATES OF Mi7`IT Nale, Patrick Feeney, and John Hoelzer, teenage residents of the City of Palm Beach Gardens, for demonstrating good citizenship by reporting to the Police Department the stolen items that they recovered. A "Certificate of Merit" was also presented to Detective William Petersen of the Palm Beach Gardens' Police Depart- ment for his "Excellence in the Field of Law Enforcement" by solving several Breaking and Enterings throughout the City, relative to the above. INTRODUCTION OF Woodrow Dukes, Director of the Recreation and Parks' Depart - GARY SLADE, AS A' �N went of the City, introduced Gary Slade, a student of the THE CITY University of Florida, to the members of the Council and members of the audience. Mr. Slade is presently interning in the City of Palm Beach Gardens' Recreation and Parks' Department. PETITIONS AND COMMUNICATIONS: MAYOR MARTINO Mayor Martino acknowledged receipt of communications from the following: AREA PLANNING Eugene A. Caputo, Principal Planner of the Area Planning Board BOARD of Palm Beach County, indicating that the ten -month contract Mr. Marvin C. Hall, Jr., President of Urban Space Design, Incorporated, submitted to the City for consideration as Regular Meeting, October 17, 1974 -3 Planning Consultant in the preparation of the Comprehensive Land Use Plan for the City of Palm Beach Gardens, together with the addendum prepared by Mr. Orr, are consistent with the intent of the Countywide Master Planning Program and meet the minimum established guidelines of the Special Act requiring all municipalities within Palm Beach County to establish a Comprehensive Land Use Plan prior to October 1, 1975. STATE REPRESENT- State Representative Skip Bafalis responding to Mayor Martino's ATIVE SKIP BAFALIS communication, which requested that the inflationary tendencies presently being experienced be curbed, indicating that he, personally, is being responsive to the problems; however, it is necessary for the majority of the Congressmen in the House to respond in the same manner for favorable results. GOVERNOR REUBIN Governor Reubin Askew, acknowledging receipt of the City's ASKEW Resolution #46, 1974, which encouraged action to remedy the DAVID W. MONKS exorbitant fuel adjustment charges being assessed in conjunc- tion with the use and purchase of electrical energy, and indicating that he will be working with the Administration in Washington to attempt to lower prices or at least stabilize foreign oil prices to assure adequate production levels. David W. Monks, Administrator of the Palm Beach Gardens' Community Hospital, expressing his appreciation for the City's support in their expansion request; thanking Councilman Wiley for his support at the Health Facilities and Health Manpower meeting of October 10, 1974; and inviting the members of the Regular Meeting, October 17, 1974 RESIDENT OF JAPAN BRUCE M. LEWIS, MAYOR OF PALM BEACH SHORES RESOLUTIONS: -4 Council to attend the meeting of the Board of Directors of the Palm Beach County Health Planning Council, to be held for the purpose of considering the expansion request on October 24, 1974, at 8 :00 P.M. at the John F. Kennedy Hospital. Vice Mayor DeLonga recommended, and the other members of the Council concurred, that Mayor Martino be present when the meeting of the 'Palm Beach County Health Planning Council convenes and the other members of the Council will be present subsequent to the Public Hearing to be held at the City Council Special Meeting of October 24, 19741 for the purpose of con- sidering "public buildings" as a permitted conditional use in the A -1 Zoning Classification of the City. Kosaku Uchiomi, a resident of Yokohama City, Japan, requesting the City of Palm Beach Gardens' insignia, to add to his collection. Bruce M. Lewis, Mayor of the Town of Palm Beach Shores, thanking Mayor Martino for attending the meeting in Palm Beach Shores on Wednesday, October 9, 1974, held for the purpose of discussing the possibility of the acquisition of beach land by the County. Councilman Feeney recommended, and the other Council members RESOLUTION #47, concurred, that Resolution #47, 1974, providing for the adoption 9 and approval of a Land Use Plan and a Land Use Map for the City, not be adopted by the Council until such time the Land Use Plan is further reviewed. A Workshop Meeting of the Council was Regular Meeting, October 17, 1974 -5 scheduled for that purpose to take place October 31, 1974. RESOLUTION #48, Resolution #48, 1974, reappointing Frederick Stolting and 1 appointing Leland Coons, as members of the Zoning Board of Appeals was read in full by the Deputy City Clerk and unanimously adopted by the Council. RESOLUTION #49, Resolution #49, 1974, requesting the State of Florida Depart - 1974 ment of Community Affairs to include the City of Palm Beach Gardens in its application to the U.S. Department of Housing and Urban Development for Local Planning Assistance Funds, was read in full by the Deputy City Clerk, and unanimously adopted by the Council. ORDINANCES: The Public Hearing held for the purpose of considering the ORDINANCE #181 adoption of Ordinance #18, 1974, providing for the off - street 1 974 parking space requirements for shopping centers, was duly advertised on September 30, 1974. Fred Cunningham, a member of the Planning and Zoning Commission of the City, addressed the Council and explained the reasoning for the Commission recommending that the amendment be made to the parking space requirements for shopping centers in the City's Code. Ordinance #18, 1974 was read by title only on Second Reading by the Deputy City Clerk, as revised at First Reading on October 3, 1974, and unanimously adopted by the Council. Regular Meeting, October 17, 1974 -6 REPORTS: Mayor Martino reported that he, together with Councilman Kiedis, MAYOR MARTINO: Mr. John L. Orr, Jr., City Manager, and Fire Chief Arrants, COUNTY COURT- joined Robert Culpepper, Chairman of the County Commissioners, HOUSE ANNEX at the "Ground Breaking Ceremonies" of the "N.E. Palm Beach County Courthouse Complex" on Friday, October 11, 1974. HEALTH MANPOWER Mayor Martino reported that Councilman Wiley attended the AND HEALTH FACILITIES COM- meeting of the Health Manpower and Health Facilities Committee MITTEE MEETING on Thursday, October 14, 1974, held for the purpose of consider- ing the Palm Beach Gardens' Community Hospital's expansion request. A synopsis of that meeting was prepared by Councilman Wiley, and submitted to the other Council members. I',,�S FOR DISCUSSION: TEN -MONTH A brief discussion took place regarding the ten -month contract CONTRACT WITH MR. HILL AS Mr. Marvin C. Hill, Jr., submitted to the City for consideration PLANNING CONSULTANT as Planning Consultant in the preparation of the Comprehensive Land Use Plan for the City of Palm Beach Gardens. Fred Cunningham spoke from the audience and reported that the Planning and Zoning Commission is in favor of the City entering into the contract with Mr. Hill. A motion was unanimously passed by the Council members that Mayor Martino and the City Clerk be directed to formulate the ten -month contract with Mr. Hill, to include the addendum prepared by Mr. Orr. Regular Meeting, October 17, 1974 -7 THOMAS GILCHRIST Mr. Thomas Gilchrist, Jr., Vice President of Palm Beach Cable V RES. OF PALM BE CH CABLE T.V. T.V., was present enabling inquiries pertinent to rate PROPOSED increases for that firm. INCREASE IN RATES Subsequent to lengthy discussion, Mayor Martino informed Mr. Gilchrist the members of the Council were sympathetic to the firm's situation due to inflation; however, a further review would have to be made prior to the City granting permission for the amount of increase in rates; and the residents of the City should be given the opportunity to submit their ideas concerning the matter. ITEMS BY THE CITY MANAGER: WcL J.N'S CLUB Mr. Orr reported that the Palm Beach Gardens' Woman's Club CAKE SALE requested permission to conduct a cake sale on election day, November 5, 1974, at the City Hall. It was the concensus of the Council Members, that the Club may conduct the sale as long as they do not campaign in any manner, or block traffic to the polls. Vice Mayor DeLonga requested that the City Manager recommend to the Club that they consider a cake sale at Precinct #45, Howell Watkins' Junior High School, also. Regular Meeting, October 17, 1974 -8 SA"TNG OF Mr. Orr reported that he attended the meeting at Lake Park Ki_�EY C ITY GATES on Tuesday, October 15, 1974, regarding the saving of the "Kelsey City Gates ", and outlined the areas that need to be explored relative to the project. ITEMS BY MAYOR AND COUNCIL: MAYOR MARTINO: Mayor Martino complimented Mr. Orr and Edith Judge on the CITY'S NEWS- contents of the October, 1974, Newsletter of the City. LETTER APPEARANCE OF Mayor Martino requested that compliments be conveyed to the HOLLY DRIVE SIDEWALKS Public Works' Department of the City on the appearance of the recently completed Holly Drive sidewalks. VT - MAYOR Vice Mayor DeLonga recommended, and the other members of the 6&-3NGA : Council concurred, that Mr. Schrimsher, the newly appointed INVITATION TO BE EXTENDED TO Principal of Howell Watkins' Junior High School, be invited MR. SC[iRIMSHER to attend the Tri-City Meeting of October 28, 1974. ITEMS BY MEMBERS OF THE AUDIENCE: MR. J. H. Mr. J. H. Edgecombe, a member of the audience, addressed the EDGECOMBE Council inquiring about the status of the new sewage treatment plant. Mr. Orr reported that the plant's completion has been delayed due to problems with the lift station; and the anticipated completion date is the end of November, 1974.
