JAiNUARY 18, 1973
The Regular fleeting of the City Council of Palm Beach Gardens was
called to order by Mayor Wiley at 8:00 P.H. on Thursday, January,
18, 1973 in the Assembly Room, 10500 N. Military Trail, and
opened with the Pledge of Allegiance to the Flag.
Tali was called by the City Clerk and present were: Councilman
Dunbar, Councilman OeLonga, Councilman Martino, Vice Mayor Kiedis
and Mayor Wiley. City Manager Robert Carlson and Attorney
William Brant were also present.
The minutes of the Special Meeting of .January 11, 1973 were read
in full by the City Clerk and unanimously adopted by the Council.
The minutes of the workshop Meeting of .January 11, 1973 were
unanimously approved by the Court il.
Mayor 117i_1ey acknowledged the presence of the City Manager of
Lake Park and his wife Mr. and ;Mrs. Ron Bixler. in the audience.
Nayor Wiley made the following announcements:
1. He and the City Manager had attended the Area Planning Board

sleeting at 2 :00 P.M. in the West Palm Beach Library Auditorium and
he would make a report at the next meeting.
2. A Public hearing by the Planning and Zoning Co:arission to hear
a petition for annexation will be held Tuesday, January 23, 1973
at 8:00 P. M.
3. The Regular Monthly Neeting of the Beautification and
Environmental Committee will be held Wednesday, January 24, .1973
at 7:30 P.M.
4. The Palm Beach County Legislative Delegation C Uni.c meetings
will be held Wednesday, January 24, 1973 at-9:30 A.M. at the Boca
Raton City Hall and Friday, January 26, 1:973 at 9 :30 A.M. at
thq test Palm heath Commission chambers.

5. The General Election for the City of Palm Beach Gardens
be held Tuesday, .larch 20, 1973. Filing dates for candidates
is between February 19 and 28, 1973.
b. Travis Jones, an employee in the Vehicular Maintenance
Department has resigned and the City is advertising for a
replacement.
7. 84.70 of the estimated receipts have been received from
Adva for era Ta,.es .
REPORTS: The City Manager Robert Carlson reported on the Pala Beach County
PAU1 BEACH COUNTY ilunicipal League Meeting he had attended on Friday, January 12,
MUNICIPAL LEAGUE
��1EETI�fG : 1'73, A discussion was held _on an earlier date for the completion
of the Ta ; Assessment Roll by the County and Mr. Read stated an
effort v:ould be grade to have the preliminary Tax Roll by June
1, and the final roll to the Cities -by August 1. The League
voted unanimously to request the County Corimission to provide
the necessary documents and make appl_Lcation to upgrade the
population of the County as a whole. This information is readily
mailable from the Area Planning Board.

HEARING r0r• 3. The hearing for a City employee, who claimed he was injured

ED SIGiVS: 4. The City Nanaaer and Chief of Police will submit a report
on the installation of the new 25 per hour speed signs.

COLIFORM COtNT: 5. As per the Council's request to obtain a coliform count From
a local laboratory, Mr. Carlson reported that a bi-monthly
count at 10 sites from Geotec would cost $50.00 each count or
$100.04 per month. The Council instructed Nr. Carlson to determine
if the County would provide this information at no cost to the
City.
ADULT EDUCATION Mayor Wiley acknowledged a report from the Recreation Director

regarding Adult Education Classes to be held beginning February
26, 1973 at thePalm Beach Gardens High School. A schedule of
these classes will be printed in the ne:ct Newsletter.
ANNP.YATION Mayor Wiley reported that on January 10, 1973 the Palm Beach
Times printed an article, writtm by Jennifer Kirkland, regarding
annexation plans which caused great concern to many people.
A prepared riemorandum was presented by the Mayor to summarize
and clarify the activities, stating that the City of Palm Beach
Gardens was not desirous of annexing lands merely for the sake
of enlarg -J-0 the boundaries but to cooperate with the County in
their song range land use plan, and in conformance with their
regLtest in :!arch, to designate what the City thought should be
their future boundaries. This was referred to the Planning and
Zoning convission who designated on a colored map lances wholly
surrounded by the City, areas to square off the boundaries and
areas to the North and :lest for future growth.
Ilayor r;i.ley acknowledged the letters and petitions received
r.,hich will be placed on file for future reference.

RESIGNf^, -ION OF 5. A letter of resignation was read by, the City IMan ager Robert

Carlson agreed to fulfill the 30 d4y required resignation, period.
The Council instructed the Mayor to write a letter of
rFconmendation for Mr. Carlson.

of things to consider in connection with the replacement of

6. A conmunication fron the Junior [:o:man *s Club of the North
Palm Beaches requesting information regarding the implementation '

of safety markers on the streets of the City was referred to
the City ,Tanager and the Chief of Police for cost figures.

Department of Transportation regarding steps to improve the
condition of the paving on AIA in the City and had received a
reply that was rather ambiguous and did not include a time table,
and indicated there was a question of x�rhether funds were available.
He,xvas also in xeceipt of a letter from State Representative ,Tack
Poorbaugh addressed to the Department of Transportation stating
he also found the condition unsatisfactory and requested a time
table.
;layor :Jiley commended Councilman Martino for taking such action
on his own in the interest of the City without involving any
action by the Council.
ITE:S FOR DISCUSSION:
"ER FOUNTAINS: The Council discussed the recommendation by the Recreation
NEWSUETTER DATES:
Director for consideration of a water line to the new tennis
Courts so that a crater fountain could be placed at the courts
for the use of people using the tennis courts, the shuffleboard
courts and the picnic area at a cost of $203.00 for 2 drinking
fountains and if electrically cooled an additional $335.00 for
a total of $588.00.
Motion made by Councilman Dunbar, seconded by Vice Playor Kiedis
authorizing the above expenditure of $588.00 for 2 cooled
water fountains. Vote on motion -- Councilman Dunbar, Councilman
Martino and Vice 'Mayor KieOis voted aye. Mayor LJiley and
Councilman DeLonga voted nay, their reason being they did not

feel it was necessary to provide cold crater. Mot_;ron eras passed
by a vote of 3 ayes and 2 nays. Monies to come from the 01 -500 Acct.
A schedule of Newsletter publication dates for 1972 -•73 as

submitted by the Recreation Director was revie:red by the I•.ayor
with the recommendation that the November and December dates

be changed as the December date is too late to include the
activities planned for the Christmas holidays.
ITY'S MOBILE The report submitted by the City Manager on the condition of
FLEET:
the City's Mobile Fleet will be placed on a future workshop
agenda and the City Manager was instructed by the Council to
present a definite proposal regarding the Emergency Vats #60,
the .future use of it and the plans for replacement with cost
firgures .

The City N;anager reported the list of projects in progress and a
list of projects pending and workshop items for the purpose of
establishing priorities was not completed and would be given, to
the Council the first of the week.
The Council authorized the Hayor to sign the contracts for the
Group Pension Plan for Police and general employees. Attorney
Brant stated he and the City Nana.ger reviewed the contracts with
a representative from Travelers Insurance Company and in his
opinion the contracts cover the administration of the plans
previously approved by the Council.
Resolution 42, 1973 authorizing the Mayor and City Clerk to
execute the Employee Group Annuity Contracts and an employee
retirement plan was read in full by the City Clerk and
unanimously adopted by the Council.
Attorney Brant was instructed to prepare a resolution appointing
members to a Board of Trustees. The Hoard will include the Chief
Of Police, 2 Police Officers elected by the Policemen,, the Mayor
and a disinterested party.
zMS BY THE f MLYOR FIND COUNCIL:
Mayor Uile5 reported on the floor plan and site plan for the

plan changes that were made to the interior.

An estimated bid of $3,200.00, with an itemized list attached
of construction work to be done, was submitted by tiax D.Nichols.
The Council requested additional estimates be obtained from
other contractors.
it was ageed by the Council that the City does not have the
equipment or the man power available, to complete all the
construction work, however the project should hove along on a
rainy day basis and unanimously authorized the Public Works
Department an allocation of $500.00 for the improvements to the
Public Works building, funds to be taken from the 01. -600 Account.
METHODS TO IWATER The Council held a lengthy discussion relative to the cost and

method of watering the 10 acres adjacent to the City Complex
so that grass could be planted and maintained for 2 practice
baseball fields. A memorandum dated January 18, 1973 from the
Public Vorks ]director listed the following costs to supply u ater
to the area _ naterial -- $3,658.86, sprinkler pipe and equip-
ment - $707.00 for a total of $4,365.86; and a cost of $500.Oo
for a tap and rpeter to use the City grater at a rate of 350 per
thousand gallons.
Vice Nayor ;:iedis quoted a price fro:^ a Sod C'onpany of $1800 to
sprig the 8 acres.
Councilman Martino reiterated that the Youth Athletic Association
mould be satisfied with 2 midget 80t practice fields sinilar to
the fields at Lake Catherine.
The Council generally agreed to seed or sprig the area and to
provide a method of watering using the least expensive system.
Vice mayor xiedis will present a proposal to provide water
and grass together with cost figures, as soon as possible, to
implenent the project.

The Council instructed the City Hanacl.er to contact Dr.
Gerson to ascertain if the City could use his vacant property,
located on 64ilitary Trail,for practice fields.
CLEAR THIr AREA An estimate was presented by the Public Works Director of $187.00

Councilman DeLonga suggested the Council visit the site at the
close of the meeting to determine if this expenditure is
warranted.
COUNTY LONG RAl~dGE At Councilman DeLongats suggestion the City Manager xrill arrange

for a representative from the Palm Beach County Planning and
Zoning Commission to attend a Meeting to explain their long range
land use plan and to inform the Council what comments,.if any.,
the surrounding areas submitted in response to their request.
MERIT SYSTEM Councilman Dunbar reported the ?Ierit System Manual is being re.-

Council when completed.

Nanager by Councilman Nartino.

Nr. Rhodes of the Department of Pollution Control who advised

he had no personal kno,6vledcge of an application for a Temporary
1-11" Operating Permit from the Palm Beach County Utilities Company,
hoaever,, :•Ir. Trapnell, a representative from the Utility Company,
had advised Mr. Carlson that an application had been made.
A raot ion was rude by Councilman Dunbar, seconded by Vice Mayor
Kiedis to table the consideration of the second reading of
Ordinance #20,1972, an ordinance recinding the Building
i- loratorium, until the second regular neeting on February 15, 1973.
Vote on the motion .- Mayor Wiley, Vice k1ayor Kiedis, Councilrxan
DeLonga and Councilizan Dunbar voted aye. Councilman tlartino
voted nays stating his reason is the Council was ignoring
something that is not going to go away. motion carried by a
vote of 4 ayes and l nay.

Council-Lzan Martino reported the Beautification and Environ-

At Councilman DeLongass suggestion the Council concurred to
continue to accept applications for a Ptirchasing Agent but to
extend the date to receive applications indefinitely.
No further business, the meeting adjourned at 10 :46 P.m.
