WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
MAY 10, 1973
w, The Workshop Meeting of the City Council was called to order by Mayor
Wiley at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail,
Palm Beach Gardens and opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roll was called by the City Clerk and present were: Councilman Dunbar,
Councilman DeLonga, Councilman Martino, Vice Mayor Kiedis and Mayor
Wiley. Attorney William Brant was also present.
MINUTES: The minutes of the Special Meeting of May 90 1973 were read in full by
the City Clerk and unanimously approved by the Council.
The minutes of the Regular Meeting of May 39 1973 were unanimously
approved by the Council.
ANNOUNCEMENTS: Mayor Wiley announced that an offer for the position of City Manager
had been made to Applicant #45 who will advise the Council of his
decision by Monday, May 140 1973.
Mayor Wiley announced that the Recreation Advisory Board will have a
meeting on Tuesday, May 15, 1973 at 8 :00 P.M. and a Bicycle sale by
the Police Department will be held on Saturday, May 190 1973 at 10:00
A.M. at 3704 Burns Road.
BOY SCOUT Mr., George Buck, Scout Master of Troup #132 attended the meeting with
TROUP #3712:
15 boy scouts from Troup #132 and presented the Council with a plaque
in appreciation for the storage shed that the City donated for their
use.
PLANNING & Planning and Zoning Commission members Charles Breder, George Arnold
:
and E. Craig James attended the meeting to discuss with the Council
procedures regarding petitions and public hearings, new zoning
classifications and PUD restrictions.
PUBLIC A discussion was held on Mayor Wileyts memo dated May 7, 1973 on

procedures regarding petitions and public hearings. The Council
authorized Attorney Brant to prepare an Ordinance amending Section 20

of the Code to incorporate the procedures in the memo whereby one
joint public hearing would be held, chaired by the Council,, with the
Planning and Zoning Board in attendance; with a decision withheld until
a recommendation is made by the Planning and Zoning Commission; and with
the option that the Planning and Zoning Commission can hold another
public hearing.
PROPOSED The Planning and Zoning Commission will review the proposed ordinance

prepared by Attorney Brant, per their recommendation, amending the
Zoning Code by adding a Park District, a section on Open Space and 4
new zoning classifications. An addendum will be added by Attorney
Brant to include zoning classification R -IAAA.
The Planning and Zoning Commission will prepare a chart showing the
difference between the new zoning classifications as to density, etc.
PUD: A discussion was held on the memorandum from Attorney Brant containing
a proposed amendment to the Zoning Code regarding the use of PUD as
a holding zone in connection with annexation of lands to the City.
Attorney Brant was authorized to modify the proposed amendment
deleting paragraph 3, to apply PUD addition to all zoning classifi-
cations and to draft a section designating the number of acres of land
(leaving the number blank) to define a PUD.
The Council directed the Planning and Zoning Commission to .make a
recommendation regarding the restrictions in M -1 zoning.
REPORTS: The Acting City Manager made the following reports and comments:
1. Reviewed the monthly Department reports which will be placed in
the information folder for the Council's review.
2. Reported the Public works Department will have the tennis lights
installed by the following week and they will begin work on the Plant
Drive playground area.
3. Received a letter from George Voorhees requesting he be placed on
the exception last if the moratorium is lifted.

4. Asked Attorney Brant to modify the Ordinance prohibiting aircraft
and balloons from landing in the City.
5. Requested that the Police Department make a survey of the number
and location of street lights out in the City.
6. Received an invoice in the amount of $19,449.08 from the County
Engineer for the paving of Holly Drive and the Avenue of the PGA.
7. Received a communication from the Area Planning Board requesting
comments on the dredging for a marina at 12 Oaks Condominium will be
referred to the Village of North Palm Beach.

Mr. Schwencke with the number of property owners who are desirous of
building single family units.

ORDINANCE:
Ordinance was referred to the City Attorney for his review.
ITEMS FOR DISCUSSXCN:
SWIMMING A discussion was held on amendments and recommendations to the

swimming pool code. Mayor Wiley expressed an objection to Section
27 -15 Subsection (b) reference self - closing and self - latching device
on all gates or doors. Attorney Brant was directed to expand Section
of
27 -15 (b) including a combination /lock or chain which secures the gate
shall be considered adequate in lieu of self - closing or self- latching
devices= and include the items which provide concrete subs and no
test shall be made with more than 18 inches of water unless a barrier
has been erected.
SIGN The Section on General Regulations in the proposed Sign Ordinance for

Palm Beach Gardens was accepted by the Council as written with the
exception of Section 24 -4 (p) which the Council will study further.
Councilman Martino suggested using the format of the Boca Raton
Ordinance for the Palm Beach Gardens ordinance.
Mayor Wiley suggested putting set back limitations on pole signs.
AGENDA Signs in residential districts will be an item on the May 17,, 1973

agenda, and the proposed amendment to the swimming pool ordinance will
also be an item on the May 17, 1973 agenda.
ITEMS BY THE MAYOR AND COUNCIL:
VICE MAYOR Vice Mayor Kiedis stated he had received 5 complaints regarding! the
• condition of the new tennis courts and was advised by the Acting City
Manager that F.C. Feise Company would remedy the situation. He also
recommended that the area around the tennis courts be sodded or black
topped to do away with the sand that is above the level of the tennis
courts.

COUNCILMAN Councilman Martino questioned if there was a need for an Ordinance to

cover an occupational license erroneously issued allowing a retail
business in the M -1 zoning along Burns Road. The Council agreed that
retail businesses should be allowed on Burns Road but did not take
a ny action until a recommendation is received from the Planning and
Zoning Commission.
COUNCILMAN Councilman Dunbar reminded the Council of his motion to table the

Reorganization Meeting until the meeting immediately following the
selection of a City Massager.
JERRY Mr. Jerry Browning, a member of the audience, asked the Council

why they didn't lift the moratorium, and was advised that Attorney
Brant was waiting for clarification in writing on the conditions of
the TOP.
ADJOURNMENT. No further business, the meeting adjourned at 11 :35 P.M.
