HomeMy WebLinkAboutMinutes Council 052473WORKSHOP MEETING CITY OF PALM BEACH GARDENS MAY 249 1973 The Workshop Meeting of the City Council was called to order by Mayor Wiley at 8 :15 P.M. following the Special Meeting,in the Assembly Roam# 10500 N. Military Trail, Palm Reach Gardens. ROLL CALL: Councilman DeLonga, Councilman Martino, Vice Mayor Kiedis and Mayor Wiley were present. Attorney William Brant was present. Councilman Dunbar was absent due to illness. MIKES: The "anutes of the Regular Meeting of May 179 1973 were unanimously adopted by the Council. ANNOUNCEMENTS: Mayor Wiley annou:lced that a Ceremony for the dedication of the new tennis courts would be held on Sunday, May 279 1973 at 1 :00 P.M.; a Tri -City Meeting would be held in the Assembly Room, Thursday, May 810 1973 at 8 :00 P.M. and the Administrative offices of the City would be closed Monday, May 28, 1973 in observance of Memorial Day. PETITIONS AND COMMUNICATIONS: Mayor Wiley acknowledged receipt of communications from the following., MR. ALLEN: 1. Mr. Allen9 Intergovernmental Relations Office of Revenue Sharing containing data element used to compute the Revenue Sharing payments was referred to the City Manager. CHIEF OF 2. Chief of Police recommending a nominee for the "Employee of the Month Award" which will be awarded the first Regular Meeting in June. HAS & 3. Haines and Penrose, Attorneys requesting annexation of a parcel PENROSE: of land owned by Mr. & Mrs. Edward C. Barge which was referred to the Planning and Zoning Commission. FLA. LEAGUE 4. Florida League of Cities regarding Municipal Recreation Facilities OF CITIES: -- was referred to the Recreation Director. i REPORT OF S. 1972 Annual Report of Crime in Florida. The Acting City Manager ZRI1� commented there was a real significant change for the good in the City and that the Police Department was doing an excellent job. Workshop Meeting, May 24, 1973 Page 2 DEPT.POLLUTION 6. Department of Pollution Control, State of Florida notice of CONTROL: Public Hearing, June 19, 1973 at 10 :00 A.M. DEPT. 7. Department of Administration, Division of Personnel advising that ADMINISTRATTMI grant applications for personnel has been extended one month. REP.WM. G. 8, Representative William G. James acknowledging receipt of the JAMES: Resolutions concerning 1-95 and Lethal Yellowing Disease, HENRY 9. Henry Inserra and Con McKinley requesting annexation of a parcel INSERRA : of land was referred to the Planning and Zoning Commission. JACK DEAN: 10. Jack Dean, County Administrator regarding Summer Jobs Program was referred to the City Manager. REVENUE 11. Copy of a Legal Notice that was published by the City as a SHARING: requirement of the Federal Revenue Sharing Act. JERRY 12. Copy of a letter from Jerry Browning to Jack Schwencke regarding BROWNING: the building moratorium. The City Clerk was instructed to determine if the three members of the Planning and Zoning Commission whose terms expire on July lst are willing to serve another term. ITEMS FOR DISCUSS ION : SIGN Councilman Martino presented the Council with an outline of a format ORDINANCE- RESIDWT-11-k he would lake included in the proposed sign ordinance regarding D ISTR IC TS : signs in residential districts. The Council agreed to the format as presented by Councilm n Martino which will basically follow the same format as the residential zoning districts that exist. Attorney Brant will prepare a draft for the Council's consideration. Copies of a proposed ordinance repealing Subsection 10 of Section 12.1 of Article V of Appendix Zo Zoning allowing retail sales and consumer service establishments, as prepared by Attorney Brant, will be given to the Planning and Zoning Commission for their recommendation and will placed on the agenda of the next Workshop Meeting. SCHEDULE OF The Council agreed to cancel the Council Meeting of June 7, 1973 due TMS Workshop Meeting, May 24, 1973 Page .3 a lack of a quorum. The meetings will be redesignated for the month of June to a Regular Meeting on June 14, 1973 and June 21, 1973 and a Workshop Meeting on June 28, 1973. NOISE Mayor Wiley announced that Lake Park and North Palm Beach had nOnTUeurn. indicated they would attend the Tri -City Meeting on May 31, 1973 at Palm Beach Gardens. Vice Mayor Kiedis reported, at a meeting he had attended of officials from the three communities held May 23, 1973, noise from mufflers and air conditioners were a major concern. The Council was in agreement that a noise ordinance was appropriate for the City and there should be a consistency of regulations and a consistent degree of measurement used by the three Cities. AGENDA ITEMS A list, in order of priority, was agreed upon by the Council,which will be sent to the Mayors of Lake Park and North Palm Beach for their concurrence,as follows: 1. Tri- Community Animal Control. 2. Noise Ordinance. 3. Police and Fire Communications. 4. Cooperative Recreational Programs, particularly teenage activities. 5. North Palm Beach Sewage Treatment Facility Expansion. 6. Sign Ordinance. 7. Municipal Boundary Realignment. 8. Coordination of Planning, Zoning and Land Use. City Manager George McMahon acknowledged receipt of a letter from Richard P. Wille, Director, Department of Public Safety, Village of North Palm Beach recommending that the number of animal holding cages be increased. This item will be discussed at the Tri -City Meeting. ITEMS BY THE ACTING CITY MANAGER: Acting City Manager James DeLonga reported the resurfacing of the tennis courts will be started on June 18, 1973; the lights were installed and the grass will be placed around the tennis courts in readiness for the Dedication Ceremony on May 27, 1973. A request was received from the Palm Beach Gardens High School Band parents soliciting an advertisement in the sports program. The Workshop Meeting,, May 24, 19 73 request was denied by the Council. Page 4 An item will be placed in the next newsletter asking the residents to report to the Florida Power and Light Company any street lights that are not functioning. The Council had no objection to an offer of $200.00 for the purchase of the City's mosquito fogger and authorized the Acting City Manager to pursue same. ITEMS BY THE MANOR AND COUNCIL: VICE MAYOR KIEDIS: Vice Mayor Kiedis informed the Council that many of the residents feel that the sidewalks on Lighthouse Drive should be completed as well as a sidewalk on the east side of Holly to the Elementary School. He suggested the City Manager investigate a system to water the area around the tennis courts and to consider black topping the exit from the Plant Drive parking lot to the street and provide adequate drainage. Mr. Kiedis also suggested a study for additional gas storage tank to supplement the tank at the Public Works due to the impending gas shortage. COUNCILMAN Council —n DeLonga informed the Council that a group of residents DELONGA: are going to meet with the Council to propose keeping the north side of Holly Drive closed during the day during the summer. MAYOR WILEY: The Acting City Manager in answer to Mayor Wiley's question regarding complaints from residents about trash pick up, explained it was difficult to maintain the trash schedule with additional projects underway by the Public Works Department but that the situation should be relieved when the new packer is received and additional temporary help is obtained during the summer. The Acting City Manager advised a cost estimate was being obtained on the installation of a gas tank located at the fire station. ORDINANCES.* There was no discussion on Ordinance #10 or Ordinance #11. Ordinance #12, 1913 regarding landing of aircraft in the City was Workshop Meeting: May 24, 1973 Page 5 modified to read in Section 17.-1 Chief of Police instead of City Council. '`✓ ADJOMNMENT.
