HomeMy WebLinkAboutMinutes Council 101173WORKSHOP MEETING CITY OF PALM BEACH GAPD1.NS OCTOBER 11, 1973 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor Kiedis at 8:00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Councilman Gtiley, Councilman D eLonga, Councilman Martino and Mayor Kiedis. Councilman Dunbar was absent due to illness. Attorney Brant was present. MINUTES: The minutes of the Regular Meeting of October 4, 1973, as modified, were unanimously approved by the Council. UNITED Mr. Robert Hamilton, Vice President of the Palm Beach County Chapter NATIONS DAY- . : of the UN Association, addressed the Council asking that a Proclamation be prepared in observance of UN DAY on October 24, 1973 setting forth the aims and achievements of the United Nations. The Council was invited to attend a meeting on Sunday, October 21, 1973 at the Ramada Inn to hear Miss Estelle Linzer speak on the subject "The Law of the Sea." The Council by unanimous motion authorized the City Attorney to prepare a proclamation declaring October 24, 1973 as UN DAY as an agenda item for the Regular Meeting October 18, 1973. PROCLAMATION Councilman Wiley announced that on Friday evening, October 19, 1973 INDIAN GUIDES : the YMCA would be conducting a campaign to allow more fathers and sons to participate in the YMCA Indian Guides Father and Son Program. To honor the occasion of proclaiming Indian Guides Week October 15 -19, 19730 a ceremony was performed by the Indian Guide Fathers and Sons by forming a circle of friendship and making Mayor Kiedis an honorary chief. Mayor Kiedis then read a Proclamation designating October 15 -19, 1973 as Y- Indian Guide Week in Palm Beach Gardens. BID OPENINGS: City Manager George McMahon presented the tabulation sheet from the Workshop Meeting, October 11, 1973 Page 2 bid opnings for automobiles in participation with West Palm Beach. It was noted that Palm Beach Dodge's bid was not a valid bid and therefore excluded. Mr. McMahon recommended the bid be awarded to Florida-Chrysler-Plymouth on Specification #10 in the amount of $10,558.04 and on Specification #11 in the amount of $3,077.66. The bids will be awarded at the Regular Meeting October 18, 1973. REPORTS: Mayor Kiedis reported he had attended the Beautification and Environ- B & E mental Committee greeting on Wednesday, October 10, 1973. Mr. Walter c OfTTF-P Hoffman$ a member of the Appearance Board of North Palm Beach addressed the Committee regarding their procedures and a written report will be forthcoming. Three recommendations were made for a replacement on the Committee - Mr.Cursillo, Chuck Sanders and Mrs. Carol Penrod. RECREATION Councilman Martino reported on the meeting of the Recreation Advisory ADVISORY BOARD: Board held Tuesday, October 9, 1973. Discussion was held on the basketball facilities available, regardless of ownership, and layouts will be given to the Council; discussion was also held on the Pro Shop and restrooms for the tennis courts and on neighborhood parks. Council- man Martino stated he and woody Dukes, Recreation Director, presented a synopsis of the recreation funds available in the 1973 -74 Budget. VOLUNTEER Councilman Wiley reported he had attended the Volunteer Fireman's Meeting on Tuesday, October 9, 1973 in place of Councilman DeLonga. The use of the Fire Station meeting rooms was clarified that the room of the Volunteers on the east side is exclusively for the use / on a regular basis. A discussion was held on the house numbering system in the City which is confusing for emergency vehicles. The City Manager was asked to send a directive to the r olice Dispatchers to assist the drivers by advising them of any irregularities or traffic conditions that might exist. DRAINAGE The City Manager George McMahon reported on the drainage problems PROBLEMS: around the City. He reiterated the action taken following a rain i Workshop Meeting, October 11, 1973 Page 3 storm whereby the weir structure was by-passed at the PGA to reduce the water level, and because of the velocity of the water there was erosion damage to the 12th golf tee. He pointed out that a permit had never been granted for the construction of the weir and it had been red tagged twice by the Building Department. He stated he had an indication from, the PGA that they would be willing to participate with the City on the construction of a proper structure. It was the consensus of the Council that the City was not obligated to assist or repair the damage but would offer cooperation from the Building Department to expedite getting a proper structure installed similar to the recommendation on an engineering study done by Howard Searcy; Mock, Roos and Searcy, Engineers. Mayor Kiedis questioned the validity of the action taken and felt a follow up should have been made 2 years ago when the problem first arose. A motion was made and unanimously adopted authorizing the City Attorney to take whatever legal course of action is necessary to insure a proper structure is placed at the dam, however, any legal action will be held in abeyance until the City Manager pursues the issue with Mr. McKinney. The City Manager reported additional damage caused by high water particularily on Burns Road east of AIA, Reed Drive, Dahlia, Balsam, Azalea, Daisy, Hickory and Holly west of Military Trail. He recommended in order of priority: 1. correct drainage problem 2. regrade Swale areas 3. resurfacing roads. Councilman Martino requested and the Council concurred that the City Manager prepare a sketch of the area on Holly Drive west of Military Trail locating the catch basins, together with his recommendation for additional catch basins, how much Swale, footage wise, needs to be corrected and a dollar figure. f Workshop Meeting, October 11, 1973 Page 4 ITEMS FOR DISCUSSION: SIGN A review continued on the proposed draft of the sign ordinance beginning ORDINANCE: with the Commercial districts. The following changes were proposed: Section (b) District C -IA strike out (d). Section (7) Side set backs in C -1 and C -2 20' and M -I 121. Section (7) (c) Delete and insert the area chart from the West Palm Beach Ordinance. Leave in sentence regarding painted signs on windows. Section (7) (c) Third line shall read - shopping center which shall advertise only the main use. Councilman Wiley in reviewing the original draft noted the omission of the following and asked that they be included: 1. Intent section from W.P.B.Code 2. Licensing sign companies 3. Zoning Board of Appeals 4. Annual inspection by Building Official 5. Political signs. M -I ZONING: Attorney Brant stated he had sent letters to the businesses on Burns Road BURNS ROAD: to verify their starting date at that location 1* to determine what businesses are grandfathered. Mayor Kiedis will furnish the Council with a list of suggestions regarding a solution to the problem of permitted uses in the M -1 Zone on Burns Road.for their studywhidhwill be placed on the agenda at the Regular Meeting, October 18, 1973. ITEMS BY THE CITY MANAGER: B & E 1. The Council expressed no objection to the recommendation of the COMMTTTFP- Beautification and Environmental Committee and endorsed by the Recreation Advisory Board to plant Australian pines as a wind screening along the North, East and South sides of the new tennis courts. RECREATION 2. The City Manager advised the Council the Recreation Advisory Board ADVISORY BD are considering the petition from the children living on Balsam Street who requested a neighborhood park and will make a recommendation after further review. Workshop Meeting, October 11, 1973 Page 5 RELOCATE 3. The City Manager advised the Council of his plan to relocate the CITY OFFICES: administrative offices. HIRING A. The Council expressed no objection to a request by the City ytanager PERSONNEL: relative to hiring personnel in the Police Department who are related to another employeeworking for the City in another Department. MR. 5. The City Manager acknowledged receipt of a letter from Mr. MacArthur MRC ARTHUR: a ACRES: in reply to his letter dated October 5, 1973 designating a firm offer for the (01 acres adjacent to the City Complex. The letter stated Mr. MacArthur had a definite need for the 91-!j acres but would consider negotiations for Lake Catherine area and the Plant Drive Area. The City Manager was directed to pursue this and to obtain a price on both parcels. Councilman Wiley acknowledged receipt of a letter from Ted Brown, member of the School Board, advising of property north of Plant Drive -1501 which might be available to the City to purchase, in conjunction with Mr. Brown's recommendation to Dr. Carroll that the School Board pursue the purchase of all the land immediately north of the High School. The City Manager will pursue this possibility and determine the price etc. FIRE 6. City Manager acknowledged receipt of a letter from Mr. Jack Schwenke, HYDRANTS_: North Palm Beach Utilities in answer to his letter regarding fire hydrant rentals. The Council agreed the proposed letter be sent to the Public Service Commission advising of the fire hydrant service received, questioning same and asking for comments. RIVERwooD 7. The Council concurred with the Riverwood Park Villas request for a PARK VILLAS _: street light at the corner of Johnson Dairy Road and Military Trail.. MEADOWS 8. City Manager advised of a letter from Gilbert Brophy, Attorney PLAT : regarding the Plat of the Meadows Mobile Home Park and alerting the Council he will appear before them to discuss same. JUNO FIRE 9. The City [Manager advised the Council of a meeting he had attended DISTRICT: Workshop Meeting, October 11, 1973 pay 6 with the Juno Fire District regarding fire protection for property located within the City in the Juno area. He reported nothing was resolved but they contend their tax district has lost a source of revenue due to annexation of land by the City and would like 1.7 mills from improved property located in the City in their vicinity. The Council concurred to continue as in the past and to strengthen communications. MERIDIAN 10. The City Manager reported he had met with the City Manager of North Palm Beach regarding the Meridian Park Canal which is half in the City and half in North Palm Beach, North Palm Beach has budgeted monies for fill and has requested that the City bear the expense for pipe and engineering fees. The Council concurred they did not wish to participate with North Palm Beach in this endeavor. ERROR IN 11. The City Manager informed the Council there was an error in the Account numbers for the City Manager and Public Works Departments in the 1973 -74 Budget. An Ordinance prepared by Attorney Brant will be duly advertised and read on first reading at the Regular Meeting, October 18, 1973, making the corrections. ITEM BY THE MAYOR AND COUNCIL: COUNCILMAN Councilman Martino requested that the Fire Inspection Reports be placed TRN�f in the Central Information File. COUNCILMAN Councilman Wiley asked support to the Booster Club of Palm Beach Gardens WILEY: High School to provide an air conditioned bus for the transport of the football team to the Ft. Pierce game, in the amount of $50.00. The Council were generally not in favor of expending funds for this. Councilman t�?iley advised his picture will be placed on the wall in the assembly room with the pictures of the other Ex- Mayors, COUNCILMAN The Council were in favor of the Womants Club holding a bake sale on DE . Election Day in the foyer of the City Hall. Councilman DeLonga asked the status of the Lighthouse Drive project and was advised by the City Manager he and the Mayor will meet with i workshop Meetings October 11, 1973 Page 7 Howard Searcy when he returns from vacation. Councilman DeLonga announced there will be Open House at the High School on NEonday, October 15, 1973. Councilman DeLonga asked the status of the Sewerage Treatment Plant and was advised that nothing was started but Crom Const. Co. had been awarded the contract. The City Manager stated he had contacted the District Engineessoffice regarding the resurfacing of AIA and they had indicated it is not a priority to resurface the entire road. Councilman Martino stag he had contacted Senator Lewis and had been advised that something will be done, the minimum being the intersections. He will keep the Council advised. Councilman DeLonga advised the Sgts. and Lieuts. from the Police Department are attending classes on Tuesday evenings and Saturday mornings with no compensation and he feels they should be reimbursed in some manner. The City Manager will investigate and report to the Council. Councilman DeLonga informed the Council that he is disturbed about the fact that contributions to the United Way are being used other than for charity.
