The Workshop Meeting of the Ciy Council of Palm Beach Gardens was called to order by Mayor Kiedis at 8 :00 P.M. in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens, Florida and opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Councilman Wiley, Councilman Martino, Vice Mayor Dunbar and Mayor Kiedis. Councilman DeLonga was absent as he was on vacation. Attorney Brant was present. MINUTES: The minutes of the Regular Meeting of November 19 1973s as modified, were unanimously approved by the Council. ANNOUNCEMENTS: Mayor Kiedis :Wade the following announcements: A Merit System Board Meeting would be held on Monday, November 12, 1973 at 7 :00 P.M. A Planning and Zoning Commission Meeting would be held on Tuesday, November 13, 1973 at 8 :00 P.M. which would consist of a Public Hearing on a petition for annexation from Mr. Paul Koski, a petition for annexation from St. Ignatius Church and a Public Hearing on parking space requirements for shopping centers and a site review plan Ordinance. A Volunteer Fire Department Meeting would be held on Tuesday, November 13, 1973, A Beautification and Environmental Committee Meeting would be held on Wednesday, November 14, 1973 at 7:30 P.M. Miss Palm Beach Gardens Contest would be held on Wednesday, November 140 1973 at 8 :00 P.M. at the Palm Beach Gardens High School Auditorium. The winners of the Junior Orange Bowl Queen Contest held Wednesday, November 7, 1973 were Pam Paxton and Maureen Grubb, The Gardens Junior Varsity Football squad won their final game of the year and have a record of an undefeated season. Workshop Meeting, November 8, 1973 Page 2 REPORTS: Councilman Wiley reported that the Chudnow suit against the City held in Judge MacMillan's chambers concluded with two days testimony CHUDNOW SUIT: held November 6th and 7th. Both parties have rested their case and the Judge has taken it under advisement. Attorney Brant commented further that the main difference involved was that Mr. Cooper of the Health Department in his August letter was assuming a time construction schedule for completion of the new sewer plant to be implemented and in operation in 12 months, which was also his testimony in court. The City produced an expert witness, who testified the time schedule for completion would be between 18 -24 months. PETITIONS AND COMMUNICATIONS: BOY SCOUT The City Manager acknowledged receipt of letters from Mr. John CAMPOREE: Vantrease, Scout Executive and Clayton! Olesen, Camporee Chief of the Gulf Stream Council of the Boy Scouts of America expressing thanks to the City for their support during the Camporee held October 26 -280 1973 at the Lake Catherine area. Councilman Wiley stated he had received comments from members of the City Police and Fire Departments that the 1500 boys who attended the camporee should be commended for policing and cleaning the area so well at the conclusion: of the event. The City Manager was directed to acknowledge the letters relaying this message and commending the boys for their fine work. ATTORNEY A. The City Manager advised a copy of a letter from Attorney Myers had MYERS: been received complaining of debris being placed on his lot and the complaint had been handled administratively. AIA Councilman Martino advised of the letter he had forwarded, at the R_EPAIPS: request of the Council, to the members of the Legislative Delegation with a copy of the Resolution regarding the repairs to Alt. AlA. Workshop Tieeti.ng, November 89 1973 Page 3 REPORTS: The City Manager reported the application for the 701 Planning 701—PtANNI NG Assistance Program had been filed this date. U TENNIS The City Manager advised that tennis memberships had been received MEMB ERSH IPS : from 96 resident families which included 289 individuals and from 43 non - resident members which included 43 individuals, a total of 332 people for a total dollar amount of $ 1851.00 DOG REPORT: A copy of the status of the animal control program received from North Palm Beach was given to the Council. SAFETY The City Manager indicated a safety program had been initiated in PROGRAM: the City. One of the phases is a run down on first aid equipment on City vehicles for an overall emergency type program P which will make available safety equipment during the day for the employees and in an emergency for the use of the public. More details with a cost figure will be submitted by the City Manager at a later date. TRASH The City Manager reported a new weekly trash schedule had been � _ DULE: prepared, made possible by the purchase of a new trash truck, which appears to be a fine piece of equipment. DIESEL FUEL: The City Manager advised an additional 700 gallon fuel tank had been provided at the Public Works Department and additional diesel fu &l had been ordered at a cost of $.25 per gallon since indications are the cost of diesel fuel may double. MOTOR VEHICLE The Council reviewed the Motor Vehicle Report. At the suggestion of REPORT: Councilman Martino, the Council requested a monthly chart be prepared showing the miles traveled with the cost per mile. FEDERAL The status report on the Federal Revenue Sharing Fund priorities was REVENUE SHARING : reviewed by the Council. The City Manager advised it was his intention Workshop Meeting, November S. 1973 Page 4 STREET LIGHT to do an overall survey of the City on the street light program PROGRAM: with the critical problems first and then developing it plat by plat, and finally conducting a public hearing to get the input from the public. SURVEY ON It was agreed by the Council that this item be put in the newsletter PRIORITIES: advising the citizens a street light program is being anticipated and asking for comments. Also a survey will be attached to the newsletter to get public attitude on other programs the City will be initiating to determine what their priorities are. ANNUAL The City Manager advised he would be preparing an Annual Report and R _PORT: asked for ixrput from the Council. Councilman Wiley will supply him with a format and information he had prepared for a prior annual report. _FIRE HYDRANT The Fire Hydrant Inspection Report was reviewed by the Council. INSPECTION WPORT: The City Manager advised the City was proceeding on flushing the fire hydrants and the Utility Company was responsible for taking measures on defective hydrants. He has directed the Fire Chief to prepare a report on where additional hydrants are needed as he completes the inspection of the hydrants. RECREATION Councilman Martino reported on the Special, Meeting held by the ADVISORY BOARD: Recreation Advisory Board on November 6, 1973. Mr. Jim Sayes, Community Development Specialist for the State of Florida, was present and explained that available funding for different recreational projects was not encouraging, but there was a slight possibility of matching funds for the Lake Catherine area. The Board agreed that Woody Dukes should contact a State Representative for further clarification on these funds. The Board also discussed HUD funds and agreed the application submitted several years ago should be Workshop Meeting, November 8, 1973 Page 5 updated and a new request made if indications are funds will become available. The City Manager will pursue the means available through �. these federal funds. Mayor Kiedis suggested since there is an unlikelihood of obtaining the 933g acres adjacent to the City Hall, that the Recreation Advisory Board be made aware of this and prepare an alternate plan of the long range recreation plan in event we do no obtain the 915 acres. Councilman Wiley objected to the reference made to the unlikelihood of obtaining the 9�5 acres and stated the Council had not established a position on giving up their desire to obtain the land, but had no objection to the Recreation Advisory Board reviewing alternate plans. RESOLUTIONS: The Resolution opposing the Page Communication System will be placed on the agenda of the Regular Meeting on November 150 1973. ITEMS FOR DISCUSSION: The City Manager was directed to proceed with negotiations and COMPUTERIZED determine the total cost of using a computerized name and address list LING LI T: for the newsletter. Councilman Dunbar mentioned the agreement should stipulate that the list of names will not be sold. COMMUNICATION The City Manager reported a proposal for a communications maintenance MAINTENANCE AGREEMENT: agreement had been received from Transitronics, Inc., a copy of which will be given to the City Attorney for his review. The West Palm Beach Police Department and the Sheriffs Department both have agreements with this company. An adequate proposal has not been received from Spencer Communications. The City Manager will determine the total cost for maintenance for last year without a contract. OVERTIME PAY A discussion was held on overtime pay for Police Officers, who report on Saturday on a volunteer basis, for additional in house schooling. Council. man Wiley suggested, and the Council concurred, that the City Manager determine the total cost involved and that sum be designated from the `J surplus that was unallocated from last year; a date to be established; and it be referred to the Merit System Board and the City Attorney to be included in the Merit System, stating training sessions be considered as part of Workshop Meeting, November St 1973 Page 6 the job and overtime pay would be given for over 40 hours of work. ITEMS BY THE MAYOR AND COUNCIL: U COUNCILMAN Councilman Wiley stated in reviewing the materials regarding the WILEY: building moratorium, for the Chudnow case, the Boowning case and the Blair case, it became evident that the City should establish certain administrative procedures when they resume issuing building permits, set controls etc. Councilman Wiley will work with the City Attorney to put these procedures into the proper form by either resolution or ordinances and any ideas by other Council members will be submitted to Councilman Wiley or Attorney Brant. Councilman Wiley offered to be a guide to any Councilman interested in attending the Pratt Whitney Open House on Saturdays November 100 1973, to meet at the City Hall at 10 :00 A.M. ENERGY Councilman Wiley commented that he believes the energy crisis, as CRISIS: � - - reported by President Nixon in his speech to the Country= is very real and suggested the City Manager be directed to implement whatever measures he feels he can to go along with the general philosphy that President Nixon expounded. Councilman Martino agreed and suggested to make the citizens more aware, the Mayor prepare a proclamation to the effect that November be declared "Energy Conservation Month" in Palm Beach Gardens. The Council concurred that a proclamation be prepared and a statement of what measures the City has taken and suggested ways the citizens can conserve energy be printed in the newsletter. The �'ity Manager was alo directed to issue letters to the businesses in the City asking them to participate in this conservation effort. COUNC1114AN Councilman Martino stated this was the last week of the football MARTIN O., season and the total program by the Youth Athletic Association would wand up on the first of December. He asked that the Public Works Workshop Meeting, November 8, 1973 Page 7 Department and Mr. Dukes consider repairs and renovations to the Plant Drive Field and they refrain from scheduling any activities on the field through February. Councilman Martino inquired about the tennis court reservations policy which will be investigated by the City Manager. MAYOR KIEDIS: Mayor Kiedis stated the Council has given the various advisory boards REPLACEMENTS the prerogative of naming their own replacements and feels the TO ADVISORY : Council is shirking their responsibility and should make the selections. Vice Mayor Dunbar felt it was one hundred per cent the Council's job. The Council concurred with Councilman Wiley's suggestion that a selection of three candidates be made by the Council and given to the Advisory Board for their recommendation on each one, for a final selection by the Council. It was further agreed that when a vacancy occurs on a Board, an interview of the applicants will be scheduled at a Council Workshop Meeting with the members of that Board also present. Councilman Wiley will draft a letter for the Council's approval advising the Chairmen of the Advisory Boards of the Council's policy in this matter. It was agreed the selection of a new member to the Planning and Zoning Commission be made in the usual manner. The Council will select three names at their next meeting, to be given by Councilman Martino to the Recreation Advisory Board for their recommendation to fill the vacancy on their Board. ITEMS BY THE CITY MANAGER: The City Manager advised of an invitation from the Palm Reach County Workshop Meeting, November 8, 1973 Page 8 Municipal League of a barbecue at Belle Glade Marina pavilion on November 169 1973 at 12 noon. Council will advise if they plan to attend. WALKWAY FROM The City Manager reported the cost for the proposed walkway from HOWELL WATUNS TO the bridge at Howell Watkins School to Northlake Blvd. for a shell BLVD.: walkway 4' wide would cost $3,652.00 and with a 1' asphalt top coat would cost $6,336.00. M -1 ZONING & The City Attorney will have the M -1 zoning information and the proposed CODE: FIRE Fire Code Ordinance prepared for the Regular Meeting on November 15, 1973. The City Manager was directed to call Sarasota to expedite the receipt of their fire code ordinance. SITE PLAN The City Attorney explained the philospohy of the proposed Site Plan REVIEW ORD.: Review Ordinance as it relates to how it is being handled by the Building Department. Before any plans are approved by the Building Department in a commercial or multi residential district, a committee designated by the Council, would go over the plans for the purpose of determining where ingress or egress should be, the traffic patterns as far as ingress or egress to dedicated right -of -ways, the internal roads and layout of roads for safety and fire protection, potential drainage etc. which are now the primary function of the building official. A policy decision by the Council would have to be made as there would be some overlapping between the committee and the Building Department, and consideration should also be given to a get time element, so that a project does not/bogged down administratively.
