HomeMy WebLinkAboutMinutes Council 1213734 WORKSHOP MEETING CITY OF PAL.N1 BEACH GARDENS DECEMBER 130 1973 The Workshop Meeting of the City Council of Palm Beach Gardens AM convened at 8:16 P.M. following the Special Meeting, in the Assembly Room, 10500 N. Military Trail, Palm Beach Gardens. Councilman Wiley, Councilman DeLonga, Vice Mayor Dunbar, Mayor Kiedis and Attorney Brant were present. Councilman Martino was absent. MINUTES: The minutes of the Regular Meeting of December 6, 1973, as modified, were unanimously approved by the Council. ANNOUNCEMENTS: Mayor Kiedis announced that the Christmas Tree Lighting Ceremony would be held Friday, December 14, 1973 at 7:00 P.M. at the City Hall, the Woman's Club would hold a meeting on Wednesdays. December 19, 19739 and that the City Council Meeting on Thursdays. December 27, 1973 was cancelled. AWARDING OF A plaque of appreciation was given to Gerald Sleeter by Mayor Kiedis PLAQUES: for his service to the City as a member of the Recreation Advisory Board. A similar plaque will be given to Mr. George Arnold, who was unable to attend the meeting, for his service as a member of the Planning and Zoning Commission. PRESENTATION Mr. Angel Naya, President of the Palm Beach Gardens Youth Athletic F TROPHY: Association, in behalf of the members and children that participated, presented the City with a trophy which they won at the Elks Bowl. The trophy is acquired for one year and will be placed in the trophy case at the City Hall. RESALUTIONS: The City Clerk was authorized to prepare a Resolution for the Regular Meeting, December 20, 1973 appointing a member to the Recreation Advisory Board. As per the Council's adopted procedures it was agreed the Recreation f Workshop Meeting, December 13, 1973 Page 2 Advisory Board members be invited to the meeting as well as the applicants who have expressed an interest in serving on that Board I— for an informal interview. RESOLUTION Resolution #58, 1973 amending the Merit System Rules and }regulations #581, 1973: regarding holiday pay for City employees was discussed by the Council. Councilman DeLonga reiterated his proposed changes and recommendations, and Attorney Brant revievred the draft of a Resolution he had prepared encompassing these recommendations. Attorney Brant was authorized to also modify the overtime section of the Merit System Rules and Regulations and return with a revised Resolution #58, 1973 for adoption at the Regular Meetings December 20, 1973. Councilman Wiley suggested and the Council concurred, that for clarification the Resolution be adopted with new pages attached for substitution in the Merit System Rules and Regulations, including the changes and reaffirming the sections not changed. IN -HOUSE Mayor Kiedis confirmed that the City Manager in his November 13, 1973 SCHOOLING POLICEMEN: weekly report to the Council, had determined the cost for in -house schooling for Policeman to be $2500.00. He will verify from Mr. McMahon what account this amount will be appropriated from. Authorization to expend this money will be made by motion at the Regular Meeting, December 20, 1973. ORDINANCES: Action on Ordinance #26, 1973 - annexation of lands in Section 13- 42-42, ORDINANCE a petition from St. Ignatius Church, will be postponed until the first #26? 1973: of the year when the City Manager returns. ORDINANCE Copies of the new draft of Ordinance #5, 19730 the Sign Ordinance, ORDINANCE were given to the Council by Attorney Brant and will be placed on first reading at the Regular Meeting, December 20, 1973. 6 Workshop N eeting, December 13, 1973 Page 3 ORDINANCE Copies of Ordinance #100 1973, the Fire Code Ordinance, were given # lq p I9�3 to the Council by Attorney Brant and will be taken under advisement until the first of the year. NEWSLETTER: Mayor Kiedis reported a newsletter would be printed the first part of January and any items by the Council should be given to Woody Dukes. PETITIONS AND C01 *4UNICATIONS: mayor Kiedis acknowledged receipt of communications from: ADULT 1. A schedule of courses offered from the Adult Lducation Department, EDUCATION: General Interest Program with location and time. WILLIAM 2. William Heidtman, Sheriff, to all Public Officials, regarding the HEIDT.dAN 0 SHERIFF: Pace Communications System, a regional communications plan for law e nforcement agencies of the County. 3. Chief Pecht stating his reasons for objecting to the Page Communications System. The Council agreed that the Sheriff should be invited to a City Council Meeting after the first of the year to explain his reasons for endorsing the system. BOYNTON 4. Boynton Beach with a copy of a resolution urging the repeal of BEACH: the Florida State Comprehensive Planning Act of 1972. No action was taken by the Council on this item. DAVID 5. Copy of a letter from David Gibson to Clair Andersen complimenting GIB5ON : the Planning and Zoning Commission on the handling of his problem regarding the Oakbrook Square Shopping Center. Mayor Kiedis expressed concern whether Nr. Gibson should sign an agreement, as he had previously stated he would agree to, that they would abide by the Sign Ord., the Appearance Board Ord. and the Landscape Ord. if these Ordinances are not adopted by the time his project is ready. The Council concurred that it was not necessary at this time and felt Mr. Gibson would cooperate and :fulfill his Workshop Meeting, December 13, 1973 Page 4 promises. REP. RAY 6. Representative Ray Moudry, advising of a meeting of the Palm Beach MUM V.- County Legislative Delegation on December 19, 1973 at the County Commission Chambers, Court House, West Palm Beach, to discuss any house bills that might be submitted for delegation action. REPORTS: Mayor Kiedis acknowledged receipt of reports from: 1. North Palm Beach listing activities of the Tri -City Animal Control warden. 2. Police Department on unsightly conditions and road hazards. 3. Public Works Weekly Report. ITEMS FOR DISCUSSION: CHRISTMAS Councilman Wiley advised the Council he would not be able to attend TREE LIGHTS: the Christmas Tree Lighting Ceremony but wholeheartedly endorsed the lighting of the tree, and made a motion, seconded by Councilman �- DeLonga that the Public Works Department turn off equivalent wattage of outdoor lights to trade off the amount of power that the tree would use. Under discussion on the motion, Mayor Kiedis spoke against turning off any additional outside lights at the City Hall and Chief Pecht also advised against it. The Council concurred with Councilman's DeLonga's recommendation that the Christmas Tree lights be turned off at 10 :00 P.hI. Councilman DeLonga withdrew his second and Councilman Wiley withdrew his motion to turn off equivalent wattage of outdoor lights and to leave reducing the load at the City Hall to the discretion of the City Manager. Councilman Wiley moved than an additional correction be made to the � minutes on page 6 after Resolution #57, 1973 by adding the words "objecting to ". I'll Workshop Meeting, December 13, 1973 Page S LETTER TO Councilman U iley stated he had been directed by the Council to write FLORIDA a letter to the Florida Public Service Commission regarding urater SERVICE COMMISSION: service for fire protection rendered by the Palm Beach County Utilities Company and had discussed it with mr. McMahon who had drafted the letter for the Council's approval. The Council agreed to the proposed changes to the letter made by Councilman Wiley and directed the City Clerk to type and send sane to Mr. Collier. ITEMS BY THE MAYOR AND COUNCIL: STRIPING Councilman DeLonga stated the Palm Beach Gardens Youth Athletic HIGH SCHOOL TENNI§ CL TS Association would like additional striping on the tennis courts at FOR BASRB LL: the High School to play basketball games. Mr. Logan, a school official, is agreeable that the City do this using different colored paint other than white as not to confuse the tennis players. The Council authorized the Director of Public Works to do the additional striping and work out the details with Mr. Alvarez, a member of the Recreation Advisory Board. Mayor Kiedis has arranged a meeting for the City Council to tour the new site of the proposed sewer plant with Mr. Trapnell at 9 :30 A.M. Saturday, Dec ember 15, 1973. Howard Searcy and Attorney Brant were invited to attend. ADJOURNMENT.
