HomeMy WebLinkAboutMinutes Council 011372i WORKSHOP MEETING CITY OF PALM BEACH GARDENS JANUARY 13, 1972 The Workshop Meeting of the City Council of Palm Beach Gardens was called to order by Mayor DeLonga at 8:00 P.M. Thursday, January 13, 1972 and opened with the Pledge of Allegiance to the flag. ROLL CALL: Roll was called by the City Clerk and present were: Councilman James, Councilman Orr, Councilman Kiedis, Vice Mayor Wiley and Mayor DeLong a. Mr. Carlson, City Manager and Attorney Brant were present. REPORTS: Mr. Carlson, reported to the Council on his survey of the possibility of the City furnishing Police Officers at the Palm Beach Gardens Senior High School for athletic events; stating that he and Chief Pecht had investigated this and: "the City's situation at the present time was that there are 3 vacancies on the personnel staff and also 2 officers of the Police Department who have not completed the minimum standards course and with occasional illness on the force and the normal days off, there is not enough manpower to furnish regular Law Enforcement Officers unless some are asked to work overtime over and above what they are normally asked to do. The only manpower available then would be the Police Reserve: Officers who are willing to take on the job of law enforcement at the various athletic events but feel that they should be paid the same as the Deputy Sheriffs." Council did not feel that the Police Officers should be used for this purpose and they did not feel that the people of the Community should really have to pay twice and that the School Department should provide some type of security for these events but would like to cooperate with the School. Mr. Carlson was instructed to contact the Village of North Palm Beach, Lake Park and Riviera Beach regarding their participating in furnishing Police Reserves. To talk to Dr. Eissey, Principal of Workshop Meeting January 13, 1972 Page 2 or unimproved, plus the swale area in front of the property involved the Palm Beach Gardens High School and suggest an increase of the admission price and also contact the School Board to suggest furnishing additional security forces or even at a 50 -50 split of the cost of these officers at the athletic events and report to the Council Councilman James asked what is being done to get the Police Department up to the budgeted level. Chief Pecht stated he had contacted the colleges and Army and Marine offices, unemployment offices and other sources. Council suggested advertising and also posting a notice of vacancy on the Police Department on the Bulletin Board. COMMUNICATIONS AND PETITIONS: PALM BEACH A communication from the Palm B >ach Coutny Municipal League announcing COUNTY MUNICIPAL L GUE: their meeting agenda for January 14, 1972 was reported by Mayor DeLonga Mr. Carlson will attend and was instructed to suggest that the League recommend distribution of State Funds to municipalities on the basis of present population, rather than the 1970 census to take care of the growth since the 1970 census. DR. EISSEY Mayor DeLonga read a letter from Dr. Bissey, Principal of Palm Beach LETTER-. Gardens High School informincy the Council that they are desirous of cooperating with the City in the Community School Project. ORDINANCE #1 Ordinance #1 - the leash ordinance was discussed by the Council at DOGS, CATS F[biFSS-i great length. Animals defecating on the private property of another person and in the grassed swale area resulted in instructions to Attorney Brant to modify Ordinance #1 prior to second reading prohibiting same. Mayor DeLonga polled the Council on whether or not swales or the area between the private property and the edge of the pavement should be included in the ordinance. Councilman James nay, Councilman Orr aye, Vice Mayor Wiley aye, Councilman Kiedis nay and Mayor DeLonga aye. Attorney Brant was instructed to amend the ordinance to include the swale area and add private property, improved or unimproved, plus the swale area in front of the property involved Workshop Meeting January 13, 1972 Page 3 to the edge of the pavement. ORDINANCE #2 Council discussed Ordinance #2 declaring the City a Bird and Wildlife BIRD AND WILDLIFE u SANCTUARY: Sanctuary and agreed to amend for second reading to add: or otherwise destroy or harm or unreasonably disturb or molest. ORDINANCE #3 Ordinance #3 - Rezoning from R_5 to C -2 in Section 5 -42_43 12.23 REZONING: acres on PGA Boulevard (Kelly Brothers Real Estate) and eliminate the single family dwelling in Commercial zones, was announced for Public Hearing January 20, 1972, with no discussion. ITEMS BY CITY MANAGER AND CITY CLERK: MERIT SYSTEM A recommendation from the Merit System Board to include in the RECOMMENDATION: Municipal Code that: Appointed Boards and members of Citizens Committees also shall deal with the administrative services solely through the City Manager and none of the above shall give orders to any of the subordinates of the City Manager either publicly or privately, this shall include secretarial services. Council agreed to the necessary documents for the amendment to the Code. PGA TRAILERS: Mr. Carlson read a letter from Jerry V. Kelly of the PGA Golf Assoc. requesting an extension of time on the use of a mobile home for security purposes on the east course and approval of an additional trailer on the north course maintenance area. Mayor DeLonga stated he understood and would go along with another extension. Council will invite Mr. Kelly to the next meeting to discuss the possibilities of a permanent building or to grant the use of the mobile homes for their security purposes. NEWSLETTER_ Mayor DeLonga suggested that a newsletter by out by the 7th of February to include information on the various ordinances and resolutions, General City Election and qualifications for candidates and registration. Vice Mayor Wiley suggested a newsletter also prior u to the election as a reminder of the election. Mayor DeLonga asked that Recreation Director Woodrow Dukes present a draft of the Workshop Meeting January 13, 1972 Page 4 newsletter for the January 27th Workshop Meeting. He also asked that a notice be placed in the Newsletter suggesting that citizens follow a certain procedure to be placed on the agenda and set the deadline for items of the agenda. PALM BEACH On the resurfacing of the Tennis Courts at the Palm Beach Gardens High GARDENS HIGH HG� OENNIS School, Mr. Carlson offered the figures at $2000 for lighting two COURTS: courts, resurfacing 4 courts at approximately $7200 with $285.00 to $300.00 for yearly maintenance costs. Council asked Mr. Carlson to communicate by letter to the School Board and indicate our willingness to install lighting at the courts, after they have resurfaced the two tennis courts and also that we would request a schedule for the Community's use of the courts. RCA BLVD. Mayor DeLonga suggested that the light at RCA Blvd. and AIA be modified LIGHT: now that the traffic flow was lessened. Chief Pecht suggested the installation of a wire loop which would activate the light in accordance with demand. Council agreed to contacting the County for the change in the light. ITEMS BY MLMBERS OF THE CITY COUNCIL: VICE MAYOR Suggested that the specifications and plans of the Central Fire WILEY: Station be reviewed by Mr. Carlson and Fire Chief Summers for any omissions and as these specifications cover the building itself proceed with plans and preparations for gas pumps and tank, fire hydrants, sewer connection, traffic signalization of Burns and Military Trail and the landscaping. Vice Mayor Wiley suggested establishment of an administrative policy that the minutes of the previous meeting be submitted to the Council by the next meeting. He commented on the report on the fixed City assets by the auditors and was bothered by the fact it came in a fancy cover. Mr. Carlson u assured him that there was no extra charge for the report and that it was included in his regular fee. Workshop Meeting January 13, 1972 Page 5 EMPLOYEE He questioned when the employee review was going to be implemented and REVIEW: _ Mr. Carlson assured him the first reports are due in his office by the �-/ 15th of January. Mr. Brown, Chairman of the Merit System Board had informed Mr. Carlson that the Merit System Board will have a discussion at their next meeting and will make a recommendation on the evaluation form itself. They are also going to study the Merit System Rules and Regulations as a whole and make recommendations to the City Counc i 1. AIA LIGHT: Vice Mayor Wiley discussed with the Council the traffic light at AIA and Lighthouse suggesting some turn signals there. The Planning and Zoning Commission along with the Public Works Director and the City Manager personally met at this intersection for review of possible changes and recommendations and will make recommendations to the Council. RECREATION: Vice Mayor Wiley referred to the memo from the Recreation Director, Woodrow Dukes in Which he stated that Larry Slay was now out of the Service and would be coming back to work for the City and that Jill Kirkland would be demoted. Council spoke very highly of Miss Kirkland stating she had done a whale of a job and that they hated to lose her. MOVE PLANES Councilman Kiedis asked about the airplanes and travel trailers parked AN_ D TRAILER: in the back yard of Mr. Rose's residence on Holly Drive next to the school. Mr. Carlson stated that Mr. Rose had been contacted and has indicated these will be moved out this weekend. Councilman Kiedis suggested talking to Mr. Sy Fine regarding a lesser costing canopy for the shuffleboard courts. ATTORNEY BRANT: COMMUNITY Attorney Brant presented copies of a proposed rough draft of SCHOOL PROGRAM: scheduling for the Community School Program application. Mr. Dukes had received more information which was presented to Mr. Brant. Mayor DeLonga asked Mr. Dukes to find out if they are offering other courses Workshop Meeting January 13, 1072 Page 6 or adult education classes so that we know just what is going on at the Palm Beach Gardens High School. Councilman Kiedis suggested that a return blank or slip be contained in the Newsletter for those that are interested in filing it with the City indicating their interest in the Community School Program, and what type of activities they desire. MR. CARLSON: Mr. Carlson asked Council to consider a resolution for the adoption of a job classification for spray crew chief. He reported that he had obtained a job description from Flood Control District and modified it to the City requirements. Council agreed to take this into consideration at the next Workshop Meeting. COUNTY Mr. Carlson was instructed to notify the Palm Beach County Planning PLANNING AND ZONXNG: and Zoning Commission of the Council's opinions on the three petitions of Public Hearing by the County Board, and to express objection to the petition for a gas station on the southwest corner of Military Trail and Northlake Blvd., object to the rezoning of high rise R -2A to the property south of State Road 703 and to the rest of Lake Worth and state no objection to rezoning to C_2 that portion of land on Northlake Boulevard bounded on the East by Silverthorne Road and on the west by Sunrise Drive. Mayor DeLonga asked that the Code of Ethlics be placed on the agenda for the next meeting. ADJOURNMENT. Meeting adjourned at 10 :26 P.M. on a motion by Vice Mayor Wiley, seconded by Councilman Orr.
