May 16, 1972 PURPOSE: A Special Workshop Meeting was called by the City Council this date, for the purpose of discussing Merit System Rules and Regulations and Merit Increases. The meeting was called to order at 8:00 P.M. by Mayor Wiley. Also present were Vice Mayor Kiedis, Councilmen DeLonga and Dunbar and the City Manager, Robert Carlson. Councilman Orr was absent. DISCUSSION: The City Manager presented a report of the Performance Ratings of all Merit System Employees of the City. He also recommended that all merit increases by made effective retroactive to the first pay week of May, 1972. (Copy of report attached hereto.) The City Council and the City Manager thoroughly reviewed and discussed each of the performance review ratings of all Merit System employees as evaluated by the Department Heads and the City Manager. Upon completion of the review and discussion, the City Manager was instructed to place this item on the Agenda of the Regular Meeting of the City Council, Thursday, May 18, 1972. The necessity for additional Job Classifications to take care of the City's future needs was discussed briefly and will be further con- sidered in the next Fiscal Budget. Employees rated Outstanding (38 -41) 4% of Base Salary 2. Employees rated Excellent (32 -37) 3% of Base Salary 3. Employees rated Satisfactory+ (28 -31) 2% of Base Salary 4. Employees rated Satisfactory (24 -27) or Remain on present salary until next IN (17 -23) Merit Increase Period 5. Any Merit System Employee rated Unsatisfactory -Be terminated immediately upon proper (none on this report) notification. It is further recommended that all Merit Incteases be made effective retroactive to the first '1 pay week of May, 1972. Merit Increases Note: One (1) employee in the Public Works Department, Classification Laborer 11, rated Excellent in the current Performance Review would exceed the maximum salary for this Classification if granted a Merit Increase at this time. This employee has been faithful and dependable over a period exceeding four (4) years and therefore has been recommended by the Director of Public Works for a promotion to the Class- ification Truck Driver, Range 18, on a probationary status. All other increases recommended are within the minimum - maximum range for their respective classifications. Respectfully submitted, Robert H.
