CITY OF PALM BEACH GARDENS
June 22, 1972
The Workshop meeting of the City of Palm Beach Gardens was called to order
by Mayor Wiley at 8 :00 P.M. The Meeting was held at 10500 N. Military
Trail in the Assembly Room and opened with the Pledge of allegiance to the
flag.
ROLL CALL: Roll was called by the City Clerk and present were: Councilman DeLonga,
Councilman Dunbar, Vice Mayor Kiedis and Mayor Wiley. Councilman Orr was
absent due to being out of Town on business. Mr. Carlson, City Manager
and Attorney Brant attended.
MINUTES: Minutes of the Regular Meeting of June 15,1972 were approved as amended
on a motion by Councilman DeLonga seconded by vice Mayor Kiedis. Vote
4 ayes and O nays. Councilman Dunbar asked who decides what should go into
the minutes and what should be left out. Mayor Wiley commented that the
minutes should be an accurate accounting of the meeting short of being
literally word for word transcription. Every subject discussed should be
in the minutes. Councilman Dunbar requested that a comment made by Mayor
Wiley at the June 15th meeting be reflected in the minutes. Mayor Wileys'
comments were: "This is in regards to the school busing in the PGA # 1
area whose school bus was being taken away from them and we are consequently
concerned about the safety of the children walking to school. The area
of Plat 6 in which I reside is now served by a school bus and is approximate
ly .9 of a mile from Palm Beach Gardens Elementary School and is also
close to Grove Park Elementary School on the south side and the children
living in this area are bused to Washington." He felt there should be no
bartering with the children but unfortunately this was not the Council's
decision and dial not feel that the people living in PGA #1 should get upset
that their school bus doesn't take them past another area in the City, where
they are not allowed to go to the neighborhood schools. "I don't infer
for a minute however that I am any less concerned about the safety nor will
I pursue with any less diligence the sidewalks or the safe conduct of
these children to school."

REPORTS:
STEERING Mayor Wiley stated a communication had been received from the Architects
COMMITTEE:
Schwab and Twitty in which they recommended epoxy finish for the floor of
the bay area of the Central Fire Station be eliminated. He added when the
plans were conceived the plan was for a quarry tile floor costing approximately
$11,000. but in reviewing the bids, the architect at that time made a
recommendation that an epoxy type floor be laid, primarily from a maintenance
consideration. The cost of the epoxy floor would be approximately $3800. The
Steering Committee met at 7:30 P.M. June 15, 1972. Fire Chief Summers was not
able to attend as he was hospitalized but did send his recommendations. Mayor
Wiley stated that if the choice was for quarry type of floor this should be put
in now concurrent with the contract. He added that the cost was not definite,
or information available but had hoped that Schwab and Twitty would have been
able to answer these questions but they did not attend the meeting. Mayor
Wiley informed Council a recommendation would have to be made regarding the

elevation of the concrete floor. The Steering Committee are scheduled to meet
again next week when more information is presented after consideration with
Schwab and Twitty. Councilman DeLonga and Vice Mayor Kiedis asked that the
troweled finish be considered for now. Mayor Wiley added that the
difference is approximately $3500. in the finishing of the floor. Mayor
Wiley commented that what the committee is asking for is, does the
Council want to authorize the money to put the tile in or not. Vice
Mayor Kiedis and Councilman DeLonga were not in favor of taking money
from the General Fund Surplus Account as suggested by Mayor Wiley, who
felt that the floor should not be delayed for 6 months and to take it
out of next years budget. Councilman Dunbar stated he thought they
should go for the tile floor. Mr. Shearin of the Steering Committee
spoke and recommended that more information would be available in a few
weeks and asked the Council to wait on their decision. Councilman
DeLonga and Vice Mayor Kiedis did not wish to wait on making a decision.

Vote was Mayor Wiley and Councilman Dunbar for the tile floor and
Vice Mayor Kiedis and Councilman DeLonga for the troweled concrete.

POSTAL UNIT:
Mr. Carlson reported that the slabs for the Self Service Postal Unit had
been poured and all the bricks had been laid and the field engineer from
Homestead Air Force Base in behalf of the Corps of Engineers has awarded
the contract to Serraes Construction Company to install the unit and the
unit is on its way.
RCA BOULEVARD
Mr. Carlson reported that he had talked to the Department of Transport -

ation of Ft. Lauderdale and he has verbally given approval to downgrade
the light at RCA Boulevard and AlA Intersection. A letter will be
forthcoming. Mr. Carlson authorized Charles Hyman of the County
Engineering Department that on receipt of the letter he has the authority
to downgrade the light.
a MILITARY TRAIL: Mr. Carlson reported no changes on the Military Trail intersection at
Burns Road for improvements.
MERIT BOARD
Mr. Carlson informed the Council the Merit Board will meet on June 27,

NEW JOB
Mr. Carlson stated he had two new job descriptions to write and these

were not completed as yet.
DOORS:
Mr. Carlson reported that the double doors and the transom for the council
room
room are delivered and in the store and waiting for Mr. Desrochers to
start installing the doors. He also informed the Council he had
requested the Building Official to investigate different types of
materials for a canopy over the doors.
AREA
Mr. Carlson stated he attended the Area Planning Board Meeting at the

Auditorium June 22, 1972. He stayed for the portion the Council was

interested inithe request by Mr. MacArthur of the Board to review the
service area boundaries and his request was that the service area
south boundary be changed from Donald Ross Road to Silver Beach Road

and his offer was to construct a plant and service the whole area. Mr.
Lund of the Loxahatchee District made a presentation in which he
reiterated what the Mayor had previously reported in his letter to Mr.
John D. MacArthur that primarily a Committee and District had been formed
with the primary concern for the Loxahatchee River Basin Water shed, the
preservation of that. They weren't interested in getting involved in any
change of plans because of the fact they thought it might delay that portion
of the program that had already been approved. They have some funds
tentatively approved and under validation proceedings. He did not close
the door to the fact that sometime in the future that District might be
able to service an outside area on a bulk sales basis. Mr. MacArthur came
in and made brief comments. He informed the Area Planning Board that if
it was their decision not to change the boundary and not accept his
recommendation he certainly had no argument with them. The recommendation
of the Board was that the boundaries remain as originally designated and
there was no change.
Mayor Wiley reported that this afternoon he had a telephone call from
a reporter for the Miami Herald and he informed him; Mr. MacArthur had
said something to the effect that Palm Beach Gardens didn't care because
the Mayor did not intend to help him sell the case. Mayor Wiley explained
to the reporter that he had discussed this with the City Manager and the
City Engineer, Mock, Roos and Searcy and both of them were at the meeting.
He also informed the reporter that he sent a letter to Mr. MacArthur
outlining the Council's feelings that he attended the Loxahatchee meeting
of last week and reported to the Council last week that the District is
set up primarily as a district to preserve the Loxahatchee River Basin,
consequently they are not in a position of becoming a large waste water
treatment area. Mayor Wiley added he called Mr. MacArthur today who said
he had not had time to look into it. Mayor Wiley explained to Mr.
MacArthur that basically what he was suggesting was that

he have the Area Planning Board designate the entire area he was going to
for June 25, 1972 and 182 have registerd and will play the north course.
The PGA Club has informed Mr. Dukes that all the stations around the
course will be stocked with food.
SUMMER PROGRAM: Mr. Dukes reported that 527 children were registered for the summer
program. Council was pleased to hear that the Joe Crockers were again
supervising the teen rooms tonight.
REPORTS FROM PUBLIC WORKS DEPARTMENT:
MCARTHUR_ BLVD: Mr. Devine, Public Works director reported that the signs were on hand
annex which is from Silver Beach Road up to Donald Ross Road, including
the Cities of Lake Park, North Palm Beach and Palm Beach Gardens and all
the County areas as a service area. Mr. MacArthur stated he had not giver
this much consideration but would get his lawyers on the proposal. Mayor
Wiley informed Mr. MacArthur that the City of Palm Beach Gardens stood
ready to lend support in the effort but were staying out of the situation
so that we did not have a tendency to appear to interfere and would
assist and would discuss with him anytime he requested. Mr. MacArthur
appreciated this and would stay on the situation. Mayor Wiley told him
the City did expect him to honor his promise to the City but were not
should
going to interfere. We need this relief and tie all the plants together
and solve the problem on a long range basis.
SCHWAS AND
A report from Schwab and Twitty, Architects for the Central Fire Station

that:the building is progressing tremendously fast now and the plan is to

complete the building by the end of July.
REPORT FROM
Woody Dukes, Recreation Director reported that the plans for the 4th of

July celebration and program are coming along good. The Exchange Club
4th OF JULY:
will not be participating in the program this year. Mayor Wiley
reported that Herb Faulkner and Angel Nyaa were scheduling ball teams
to play on the 4th of July and he suggested also that a girls softball
game be scheduled. These games will be coordinated through Mr. Dukes.
GOLF TOURNAMENT:
The Golf Tournament for the City of Palm Beach Gardens is scheduled
for June 25, 1972 and 182 have registerd and will play the north course.
The PGA Club has informed Mr. Dukes that all the stations around the
course will be stocked with food.

for the dedication of MacArthur Blvd, and details will be worked out to
unveil the sign on the 4th of July, If there is an extra sign it will be
presented to Mr. John D. MacArthur.
Mr. Devine also reported that the mortar stands for the fireworks will be
ready.
CANOPIES: He stated these items which take time were delaying the department from
getting started on the construction of the shuffleboard canopies but these
should be completed in approximately 3 weeks.
GRADING BALL Mr. Devine reported that the grading of the two ball fields on the site

east of the City Complex needs drainage which he will establish.
Mayor Wiley requested the cost to fill in the ditch between the parcels
and was informed it would cost approximately $30,000. Mr. Devine informed
the Council he would have to hire equipment for this job.
Councilman DeLonga suggested grading the whole 20 acres at one time if
permission was granted. Mayor Wiley will request permission from Mr. John
D. MacArthur to make these improvements so that the work could be author-
ized at the July 6 meeting. Mr. Carlson was asked to give an account of
where the money would come from.
Mr. Devine reported that the improvements made to the ball diamond at the
High School have eliminated the pool of water which existed and Vice Mayor
Kiedis stated this was working out very well and play continues every night
Council also eliminated the idea of repairing the Howell Watkins School
ball diamonds as the job was too big for the remaining games left in the
season.
Mr. Devine stated that the sewer hook -up at City Hall will be in operation
by next Thursday.
FLOOR PLAN: Mr. Devine reported that he had been working with the Vehicular Department,
to establish a floor plan for the building at 3704 Burns Road and he
�i strongly recommended that the building be used for the City's Public Works
Department for two reasons, one for safety and the other that the men need
a place to work and a place to have lunch and to eliminate having to walk
over each other. Mayor Wiley reported that

the North Palm Beach, Palm Beach Gardens Jaycees had written requesting
use of the building for their meetings and socials. They presented
modification plans and suggestions. Mayor Wiley felt that the building
J could be used as a dual purpose for both the Jaycees and the Public
Works department and would like to cooperate with the Jaycees. Mr.
Devine reported that the big room would be left as is and Vice Mayor Kiedis
asked if knocking out the wall, as suggested by the Jaycees, would
change his plans and he replied that this would as there is need for more
office space here. Mr. Devine added: "As far as the $500.00 is concerned
I'll put it in myself and do the work down there. Let's put the Public
Works Director back where he belongs,down below, and let the Public Works
Director direct his organization from the base of operations and not from
some satellite place that you have right now. I,ll put the $500.00 up
and fix the place up myself. This is asinine the way we are operating
here right now, I'm running down there 50 times a day where I'm needed
up here only once or twice a day. I said in the first place this was wrong
and now I'm stating it publicly that it is wrong, not feasible the way
we are doing it. Let's get back on the ball and get an efficient operation
going here." He added that he would like to be nearer the men and there
would be more supervision.
Mayor Wiley suggested giving consideration to walling the west overhangand
requested a cost. He also suggested an overall usage of the 2 acre site
in terms of a long range Public Works facility be presented and give
thought that he, (Mr. Devine) might not be happy with the office in that
part of the building and also evaluate the needs of the Public Works
Department. Mayor Wiley stated at the present time he was very sympathetic
with the need of the Jaycees also but his prine responsibility was to run
the City first and effectively. Vice Mayor Kiedis stated: " 1 feel the
Public Works Department should have first use of the building and
Mr. Devine has a valid point for what you are talking about, your
having the main office down at the Public Works Building down ther.
Let me at least be on your side. I know the job he's got and ho

important it is to be close to the people that work with and for you.
You can't operate 19 men from a remote station. It's nice to be a
planner but when things are disrupted your plans go for naught."
Mr. Carlson stated he would reserve his comments.
Mayor Wiley asked for a positive answer to the request of the Iaycees
if possible. Councilman DeLonga recommended that a plan be presented
prior to any decision. Vice Mayor Kiedis agreed. Resolving the
administration problems were referred to Mr. Carlson as suggested by
Mayor Wiley.
PETITIONS AND COMMUNICATIONS:
SURVEY OF CITY Mayor Wiley reviewed the report of the 1972 North Palm Beach, Palm Beach
BY JA
Gardens Jaycees Survey of the various items throughout the entire City.
There were 2600 questionaires sent out and 87. were returned. The
results will be published in the Newsletter.
APPLICATION: A communication from Jerry Sleeter who is T -Ball director of the YAA
was acknowledged. He requested consideration to be appointed to the

Recreation Advisory Board. Mr. Sleeter's name will be added to the
list of applicants for Boards. Mr. Carlson will correspond with Mr.
Sleeter and answer his questions.
CABLE TV:
Mayor Wiley reviewed the communication from the Palm Beach Cable TV on
the report for the month of May on trouble calls. Council was not very
pleased about the report nor with the service of the company.
FIRST NATIONAL
A letter from the First National Bank of Palm Beach Gardens was acknowl-
BANK:
edged requesting that the City use their services in banking matters
and solicited the City's business. The City did today open an account.
NEWSPAPER DRIVE:
Council discussed the request from the Palm Beach Gardens High School
Band Parents for permission to place a container to receive old news-
papers and magazines at a location across from the existing Fire Station.
Council had no objection if this area was kept clean. Mr. Speers stated 1
there would be no objection from the Fire Department. Councilman
DeLonga offered to assist in any way possible. Mayor Wiley instructed
Mr. Carlson to indicate to them that the City is willing to cooperate.
STREET Mr. Devine, Director of Public Works, presented a recommendation to the
RESURFACING:
Council for street resurfacing throughout the City. His recommendation
was to give priority to the Avenue of the PGA from Holly Drive to PGA
Blvd. and for Burns Road from just east of the Palm Beach Gardens
Community Hospital to Alemanda Road. He informed the Council that the

Ernest McGehee,was read by Mayor Wiley.
URBAN AREA
Mr. Carlson reported on the communication from West Palm Beach Urban Area
`,r TRANSPORTA
TION:
'rransportation Study in which they offered the City the service that they
are going to participate in, the Area Transportation study. Mr. Carlson
stated he felt that at this time we had no need for this.
DR. HATHAWAY:
Mayor Wiley acknowledge a letter from Dr. Hathaway, member of the
Beautification and Environmental Committee regarding the signs at Tangle -
wood and at the Pickle Barrel restaurant. Mr. Carlson stated these had
been taken care of and were removed.
SIGN AT PGA:
Mr. Munsell is checking into what is happening with the sign on the north
side of PGA Boulevard belonging to Northwestern Hotels, whether it is
their annual maintenance service or what and will have an answer tomorrow.
WORKSHOP OF
The following ordinances were discussed briefly with no additional comments:
ORDINANCES:
ORDINANCE #10 -- Rezoning certain lands from R -1 Single family residential
District to C -2 General Commercial.
ORDINANCE #11 -- Amending Chapter 15 of the Palm Beach Gardens Code
regarding occupational licenses.
ORDINANCE #12 -- Levying an excise tax of 1% of the gross amount of receipts
(police) of all premiums from Casualty Insurance policies insuring
property within the Municipal limits of Palm Beach Gardens.
ORDINANCE #13 -- Levying an excise tax of 2% of the gross amount of receipts
(fire) of all premiums from Property Insurance policies insuring
property within the Municipal limits of Palm Beach Gardens.
ORDINANCE #14_- Amending Ordinance #13, 1971 - Budget Ordinance for the
fiscal year 1971_72.
STREET Mr. Devine, Director of Public Works, presented a recommendation to the
RESURFACING:
Council for street resurfacing throughout the City. His recommendation
was to give priority to the Avenue of the PGA from Holly Drive to PGA
Blvd. and for Burns Road from just east of the Palm Beach Gardens
Community Hospital to Alemanda Road. He informed the Council that the
�./ Palm Beach County officials had given him a cost for resurfacing at

$11.68 per ton plus the inspectors rate at roughly #3.24 per hour for
services. Mayor Wiry agreed that resurfacing of certain streets was
necessary, but not particularly these two streets. Mr. Devine stated
he had conferred with Howard Searcy, City Engineer and he concurred that
if the Avenue of the PGA is not resurfaced now, a new foad would be needed
in the near future. Vice Mayor Kiedis asked for an estimate of the cost
of resurfacing a given length of the Avenue of the PGA. Mr. Devine
will give an estimated cost on resurfacing at various thicknesses.
Mayor Wiley suggested that the Council determine how much money they
want to spend for resurfacing this year as there is a $13,000.00
anticipated income from Road and Bridge Fund and suggested this as a
starting figure for the year. Councilman DeLonga concurred that he
would like to see a program of resurfacing started and Mr. Carlson
recommended that the Swale areas be improved. Vice Mayor Kiedis asked
if there were funds available in the current budget for resurfacing the
streets recommended by Mr. Devine and Mr. Carlson stated there were
funds that could be allocated for this purpose. Mayor Wiley recommended
that the City Engineer be authorized to evaluate the Lighthouse Drive
improvementsin terms of widening, as recommended by the Planning and
Zoning Commission, and present plans for drainagie, either swale or
curb and gutter with sidewalks and report to the Council at the July 6
meeting and also invite the Planning and Zoning Commission to discuss
the project.
YMCA FIELD: Councilman DeLonga reported that he had received a request from Mr. Fink,
who is associated with the YMCA, for an agreement with the City to have
the football field at the YMCA mowed. Councilman DeLonga proposed to
the Council, because they are doing a great service and many families
participate, that the Council authorize the City Manager to direct the
�- Public works Director to mow the football field for them probably once
a month. Council was in favor of helping them and Mr. Carlson will
contact the YMCA.

LAKE CATHERINE: Mr. Devine reported that the department is cutting the Lake Catherine
football field area twice a week and one man cannot do all the work on
the fields. Vice Mayor Kiedis stated he was very disappointed in YAA
housekeeping going on over at the Lake Catherine Ball fields, after the
YAA statement to make all efforts to keep this area clean. Mr. Carlson
will inform Mr. Nyaa.
OVERTIMB FOR
PUBLIC WORKS Councilman DeLonga asked how the Bellewood canal upkeep was coming along.
Mr. Devine reported his canal man had been out on disability but would
be back this week and also stated he could accomplish more by having the
men work overtime. Mayor Wiley stated he didn't have any objection to
overtime but employees should not be requested to work more than 4 or 5
hours in day overtime unless circumstances might require it and use good
judgment in determining the work.
ANIMAL CONTROL Mr. Carlson reported that he had met with the Managers of North Palm
PROGRAM:
Beach and Lake Park to discuss an animal control program and possibly
entering into a tri -City program. A cooperative program was considered
wherein the three communitys would subsidize an animal control depart-
ment consisting of one personnel and some equipment. Either North Palm
or Lake Park is willing to service and gas and maintain a vehicle once
it is purchased for the first year and also handle the communications
for the first year. They arrived at an estimate cost for a �i ton vehicle
with a 6�j foot bed on it modified to hold a couple of wire cages for the
animals at $3200, uniforms at about $100.00 and basic equipment at about
$100.00, such as mace, leashes and what they might need to catch the
animals, and a salary of approximately $120.00 a week or $6240 a year.
The total cost would be approximately $10,613 or about $3500 per
community per year to initiate the program, plus eventually going on
radio communication to be dispathed through North Palm Beach. Mr. Carlson
asked what Council would think of the program and if they would accept
it in principal and give him some direction to continue to discuss this
program with the two neighboring communities and report with the details.

Councilman DeLonga stated he would accept and encourage such a program.
Mr. Carlson reported that the 3 City Managers would operate the program
and report to the Council periodically. The County would train the
animal warden and also pick the animals up from a centrally located pound.
Council was not in favor of charging any additional fee for animal license
Mr. Carlson was authorized with whole hearted support of the Council to
pursue the joint animal program.
CLOSING HOLLY
Mayor Wiley stated he had received a phone call from Mrs. Barbario re-

questing that the Council consider closing the North side of Holly Drive
during the summer recreation program in the same manner that the street
is closdd during the school year. The reasons were that the children
participating in the recreation program walking the streets to the Plant
Drive area is hazardous with high school children out of school and
driving. Vice Mayor Kiedis and Councilman DeLonga were not in favor of
closing the street and Councilman Dunbar stated he did not know what
would be best but to make a tie he would tote yes. Mr. Carlson recommend-
ed not closing Holly Drive as the children are not leaving to go the
programs the same time that people were going to work as the programs
start later in the morning and they are over at earlier times.
Mayor Wiley will inform the residents that Council wished to leave
Holly Drive status qu6.
CORNERSTONE
Mayor Wiley reported all indications were that the cornerstone ceremonies
LAYING:
will be held at 2 :30 P.M. Saturday, July 29, 1972. The program will
be similar to the dedication of the City Complex. Mr. Carlson was
requested to start sending out the invitations.
MEETING SCHEDULE: Mayor Wiley stated that Thursday June 29 is a fifth Thursday and would
recommend no meeting. This is a meeting night for the Beautifica-
tion & Environmental Committee and the Council is invited to participate

and discuss the sign ordinance proposed by the Committee. He stated
the week of July 10 and July 17 are weeks of his vacation andhwill be
away and also Councilman DeLonga will be away at this time. There were no
indications from Councilman Orr what his schedule would be, consequently

he requested cancelling the meetings of July 13 and July 20, 1972,
Councilman Dunbar unformed Council he would be away the last two weeks
of July. Mayor Wiley stated that basically the reason for cancelling
the meetings is because there is a lack of a quorum for these nights.
The next Regular Council meeting will be July 6, 1972 and the next
Workshop meeting, July 27, 1972.
OBSCENITY Mayor Wiley reported that he had conferred with Attorney Brant and
ORDINANCE:
corresponded with Attorney General, Robert Shevin regarding obscenity
ordinances and statutes. The legality for restricing these is up
in the air right now. He stated he was concerned for the City that
we do not have any pornography type of business and did not want it
here. He requested Councils permission for the City Attorney to
draft restrictive type legislation to prohibit these types of business
operations in the City. Council approved.
PACKER FOR Mayor Wiley stated he had discussed with the Mayor of North Palm Beach
TRASH:
the cost of their garbage and trash pick up and requested that Council
consider purchase of one packer in next years budget as he felt this
would increase the efficiency of the City's pick up. Councilman
DeLonga suggested that a weekly trash pick up be instituted and
Councilman Dunbar remarked that all the people were running around
talking about signs and you could walk down any street and trash was
evident all over.
BUDGET: Mayor Wiley requested that the format for the next budget be more
streamlined and also for the City Manager to get Council's policies on
the cost of Living wages prior to the final budget submittal to Council.
T -BALL: Mayor Wiley announced that the T -ball season winds up on Saturday with
an all day affair and Council was invited to attend.
MIDBILE HOMES: Councilman DeLonga expressed concern with the hurricane season coming
on and he would request that the Building Official review and check
that the requirements for Mobile homes are the strongest to protect
the owners of these homes.
Gardens for the reserve annexation areas were redescribed to make the
north line continuing to Donald Ross Rd. to the Beeline Highway and
then south to a point where the intersection of the Beeline Highway and
PGA, were completed. Council authorized Attorney Brant prepare a
Resolution.
JUDGE APPOINTMENT: Mrs. Compton, City Cleric, reported that Judge Bie and the Judges
ad litem could not be able to sit for the Court session of June 27, 1972
and requested Council name a temporary Judge. Mayor Wiley called for
a Special Meeting.
