CITY OF PALM BEACH GARDENS
Thursday, January 28, 1971
PURPOSE: To discuss the Capital Projects to be included in the General
Obligation Bond Referendum.
Meeting was called to order, 7:40 P.M., 3704 Burns Road, by
Mayor DeLonga.
ROLL CALL: Councilman Prentiss, Councilman James, Councilman Orr, Mayor
DeLonga were in attendance. Attorney Brant and City Manager Carlson
were also in attendance. Vice Mayor Wiley was representing the
City of Palm Beach Gardens at a Service Area Concept Meeting regarding
Fire Protection. He joined the Special Meeting approximately 9 :30 P.M.
Attorney William Brant submitted a memorandum to the Council regarding
the policy decisions of the City Council necessary to prepare resolu-
tions and ballot for the Bond Referendum. This memorandum is attached
hereto and is hereby made a part of the minutes.
It was determined that the final decision as to "grouping" of items
would have to be finalized by February 1st or 2nd, and that final
cost estimates would have to be acquired by February 12. After a
discussion of the projects it was decided to group them as follows:
1. Land Acquisition $ 450,000
2. Library 200,000
3. Community Recreation Center 300,000
4. Swimming Pool (tentative figure, subject 250,000
to change)
5. Recreation Facilities (this includes 150,000
Baseball Diamonds, Football Field,
Tennis and Shuffleboard Courts, with
necessary Lighting, Seating, Parking,
Rest Rooms, Shelters, etc).
6. Water Control Structures (Earmin and 105,000
Thompson Rivers)

7. Replace certain Open Canals with Closed Storm 350,000
Drains
8. Repair or rebuild inadequate drainage facilities 430,000
9. Sidewalks (to include walkways on 3 bridges and
either curb & gutter or concrete valley 300,000
swales
A request from the Volunteer Fire Department submitted by President -Elect
E. B. Shearin that a Central Fire Station be included in the list of
Capital Projects, was discussed. It was decided to exclude a Central Fire
Station from the list of projects until such time that a more definite
location could be determined and more information regarding the Service
Area Concept could be obtained.
The City Manager was instructed to include in a Newsletter to be published
February 1, all the pertinent information regarding the General Obligation
Bond Issue available to date.
Two Public Meetings on the General Obligation Bond Issue were scheduled.
Monday, February 15, at 8:00 P.M. at the Palm Beach Gardens High School,
Lecture Hall, and Monday, March 8, also at the Senior High School at 8:00 PM.
The City Council also scheduled a General Obligation Bond Workshop Meeting
for Thursday, February 11, 1971, at the City Hall, 3704 Burns Road, 7:30 PM.
Meeting was adjourned at 11:30 P.M.
