CITY OF PALM BEACH GARDENS
February 1, 1971
The Workshop Meeting of the City of Palm Beach Gardens was called to order at
8:00 P.M., at 3704 Burns Road, with Mayor DeLonga presiding. The Meeting was
opened with the Pledge of Allegiance to the Flag.
ROLL CALL: Roil was called by the City Clerk. Those in attendance were: Councilman Prentiss,
Councilman James, Councilman Orr, Vice Mayor Wiley and Mayor DeLonga. Attorney
Brant and Mr. Carlson, City Manager, were also in attendance.
PETITIONS 1. Communication from Florida League of Cities, regarding Nixon's Federal
& COMMUNI-
CATIONS Revenue Sharing Program was read by Mayor DeLonga.
2. Mayor DeLonga read the letter from Palm Beach County Office announcing
an Organizational Meeting for Palm Beach County Utility Coordinating
Committee for Thursday, February 18 at 10 A.M. Council requested that
Mr. Carlson attend and represent the City.
3. Mayor DeLonga reported on the new committee and new officers of the Inter -
4 City First Aid Squad.
4. Mayor DeLonga stated there was a Transportation Study Meeting for Friday,
February S, 1971, at 10:00 A.M. and at 1:30 P.M. and requested that
Engineer Howard Searcy attend for the City.
S. Herbert Pecht, Chief of Police, was extended congratulations by Mayor DeLonga
for being elected as President of the Palm Beach County Chief of Police Asso-
ciation.
6. A proclamation declaring February 1 thru February 7, 1971, as "Y" INDIAN GUIDE
WEEK" was read by Mayor DeLonga.
ITEMS PRESENTED 1. Elmer Bregman and Attorney Royce presented facts and statistics relative

AND CITY CLERK to the issuance of Building Permits for the 48 Apartments at Longwood
Condominium Apartments. Attorney Royce requested that the City Council
consider amending the Ordinance declaring the moratorium and allow Mr.
Bregman of Edelphi Builders to construct 48 Units. After considerable
discussion, Council was polled by Mayor DeLonga whether an amendment
for modification to the Ordinance should be placed on the Agenda for

the Regular Meeting February 8, 1971. Vote was: Councilman
Prentiss, Nay; Councilman James, Nay; Councilman Orr, Nay;
Vice Mayor Wiley, Yes; Mayor DeLonga, Nay. Council and Attorney
Brant were in accord that a clarification from the Health Depart-
ment would be of benefit to the City in determining whether the
permit should be issued to Edelphi Builders for Longwood Condom-
inium.
2. James H. Sayes, Urban Planner for the Department of Community
affairs was present to consult with the Council and discuss the
General Obligation Bonds Issue. He stated he would be willing to
help fill out the application blanks and do anything he could
to help. He would meet with Mr. Carlson in the following A.M.
for further discussion.
3. Fire Chief, Peel Summers and the Volunteers were present to re-
quest the Council consider a Central Fire Station in the General
Obligation Bond Issue Referendum. Plans for the future station
were presented, and the Council was in accord that it was neces-
sary project and would place the Fire Station as an item on the
G.O.B. issue to be voted on at the General Election, and set the
amount at $200,000. to include Land Purchase, station vehicular
equipment and accessories. Motion by Vice Mayor Wiley, seconded
by Councilman Prentiss and unanimously adopted.
4. Attorney Brant was instructed to prepare a resolution appointing
the Clerks and Inspectors for the General Election of March 16,
1971.
5. Council authorized the payment of $341.65 to Bro4way, Owen and
Anderson for services in connection with plans and specifications
and Contract Documents for extension of Johnson Dairy Road.

ORDINANCES: Council voted to place Ordinance #1, 1971, on the Agenda for
Monday, February 8, to amend the City Charter regarding the vacancy
on the Council, and to read on first reading only.
RECOMMENDATIONS Council authorized Attorney Brant to prepare a Resolution for the

MAYOR & COUNCIL General Obligation Issue for review. Vice Mayor Wiley presented the
facts and graphs for presentation for the General Obligation Bond
Issue.
ANNOUNCEMENTS: Mayor DeLonga stated there would be several meetings coming up and
reminded Council of the Public Meeting at the High School on
February 15, 1971, and at the First Federal Bank Building in Lake
Park on February 17, 1971. He also stated the Youth Athletic Associa-
tion was goind to assist in the promotion of the Bond Issue.
ADJOURNMENT: Motion for adjournment by Vice Mayor Wiley, seconded by Councilman
