HomeMy WebLinkAboutMinutes Council 032271WORKSHOP MEETING CITY OF PALM BEACH GARDENS March 22, 1971 The Workshop meeting was called to order Monday, March 22, 1971 at 8:00 P.M. by Mayor DeLonga and opened with the Pledge of Allegiance to the flag. DOLL CALL Roll was called by the City Clerk. Present were: Councilman Prentiss, Councilman James, Councilman Orr, Vice Mayor Wiley and Mayor DeLonga. Mr. Carlson, City Manager and Attorney Brant were present. Mayor DeLonga expressed thanks to all who worked in presenting the bond issue to the people prior to the election. He stated he would like to have the Recreation Advisory Board set up plans for the utilisation of the 20 acres which was one of the issues passed at the election. Council was in accord and would give them a number of guide lines to follow and be available to assist them in their plans. JACK NICKLAUS Mayor DeLonga stated that the week of March 22 through 27 had been proclaimed WEEK EK JACK NICKLAUS WEEK and that Mr. Nicklaus had been presented with a plaque and a gold key to the City. Mayor DeLonga stated he was very upset with the report in the Outlook Newspaper that fim fighters were denied water by the North County Utility Company when fighting a fire in the north area. He strongly recommended purchase of a tanker and suggested that there were army surplus tankers available at a small cost. PETITIONS AND COMMUNICATIONS. COUNTY TO Mayor DeLonga referred to the letter from the County Administration Office in PAY which the City is assured of reimbursement for School crossing guards in the aihount of $12,600.00. REZONING Council recognized the recommendations of the Planning and Zoning Commission re: Petition for change of zoning in Section 7 -42 -42 Gardens East Drive in which the Board approves of a change to R -3. Council took no official action and referred the matter back to the Board for clarification and more information regarding rite of ways etc. U CONTRIBUTION Council deferred action on a request from the Link Foundation for a contribution of $500.00 and would invite a representative to attend a Council meeting and present more statistics on the foundation. #2 3/22/71 \ COMMENDATION Mayor DeLonga was pleased to announce the promotion of officer Bud Payne to BUD PAYNE Sergeant and highly commended him for his excellent bicycle program. Sgt. Payne was also highly complimented by the Palm Beach Gardens Womens Club and the School faculty for the manner in which he conducted the program. ITEMS PRESENTED BY CITY MANAGER AND CITY CLERK MODULAR BANK Council gave consideration to a request from the first National Bank for the use of a modular type of building to conduct business in during the period of construction. Mr. Cassell presented drawings of the future plans. Council was in accord to allow the modular type building for one year and authorized a resolution be placed on the agenda of the next regular meeting. JOHNSON DAIRY Mr. Vince Pappalardo was present and asked the Council to consider completing ROAD the paving of Johnson Dairy Road. He stated that the encroachment on the road rite -of -way had been removed and that he was willing to finance the improvement for 6 months for the City's half of the cost with a letter of intent from the City Council. Council agreed that no committment would be made until a definite cost figure was presented and stated that the City Engineer would u make the final inspection before acceptance of maintenance of Johnson Dairy Rd. Council authorized the preparation of bid documents for advertising. Considera -: tion of payment was set for some time after November 1st and probably January. Mayor DeLonga polled the Council as to the intent of approval for construction. Result 5 affirmative votes. Attorney Brant was instructed to prepare a letter of intent. COMMENDATION WOODY DUKES Mayor DeLonga read a letter from the State Recreation Dept. commending Woody Dukes for his fine service to recreation. COUNTY COMMISSIONER ROBERT CULPEPPER Commissioner Culpepper was present and gave a resume of the proposed North County Complex which will be located on PGA Blvd. stating this would be only administrative. He reported that it was planned to 4 -lane Military, Prosperity Farms Rd. A -1 A , PGa Blvd. and improve the intersection of PGA Blvd and US #1. Military Trail would also be extended northward. Speaking about the animal control by the County he stated that there was a board composed of 9 members who were working on a program. Mayor DeLonga expressed thanks to Commissioner Culpepper for giving his time to come before the Council. r` #3 3/2$/71 ORDINANCE # 2 An Ordinance for declaration of an emergency as required by the state will Emergency be read on first reading at the next Regular Meeting, April 12, 1971. ,, sECOMMRMTIONS AND DISCUSSION BY MAYOR AND COUNCIL Purchase of furniture for the new City Hall was discussed and Mr. Carlson was instructed to draw a floor plan for the placement of furniture and present it COBNERSTONE P. W. VEIU CLE ANNOUNCEMENTS at the next meeting. Vice Mayor Wiley stated that the Masonic Lodge had set a new date May 15, 1971 for the laying of the Cornerstone and suggested the Council be considering what archives would be placed in the vault. Public Works Director Leonard Devine had recommended the purchase of a Police Car #3 (trade in) to be used by the Public Works Department. Council felt that the department could better use a pick up and did not authorize the purchase of the used police ar. Poll of the Council 2 yes and 3 no; Councilman Prentiss and Councilman Orr voted yes. Mr. Carlson announced that he would be meeting with Mr.Say(s on Wednesday for the purpose of preparing an application for participating Federal Funds for land acquisition and will meet with Mr. King of RCA and discuss purchase of land for a fire station. Mayor DeLonga stated a meeting for canvass of votes and for completion of the Wells Fargo documents be scheduled for 5:15 P.M. Wednsesday. No further business.
