HomeMy WebLinkAboutMinutes Council 041971CITY OF PALM BEACH GARDENS REGULAR MEETING APRIL 19, 1971 The Regular Meeting of the City of Palm Beach Gardens was called to order by Mayor DeLonga at 8:00 P.M. and opened with the Pledge of Allegiance to the Flag. The meeting was held at 10,500 N. Military Trail. ROLL CALL: Roll was called by the City Clerk. Present were: Councilman Orr, Councilman James, Councilman Kiedis, Vice Mayor Wiley and Mayor DeLonga. Present were Attorney Brant and Mr. Carlson, City Manager. APPROVAL OF Minutes of the April 1, 1971 and April 5, 1971 meetings were MINUTES: u4animously approved with a few minor changes. BID OPENING Mr. Carlson announced the call for bids were duly advertised. Mr. JOHNSON DAIRY ROAD: Meeks of Brockway, Owen and Anderson was present and opened the bids from: Belvedere Construction Company for $15,928.75, Rubin Construct- ion Company for $17,164.50, Mondell Paving Inc. for $16,315.50 and from Crabtree Construction Company for $16,663.75. He recommended they be referred to the City Engineer and City Manager for tabulations and recommendations. Council was in accord and to consider awarding the bid at the Regular Meeting of May 3, 1971. PETITIONS AND In regards to the request for a donation to the Link Foundation, COMMUNICATIONS: Mayor DeLonga stated: "As I said last week the situation we are _ facing today is not just simply a family problem. The problem is affecting our community, our State and our Country. As responsible citizens of our Community it is a situation I feel we should meet head on. First off by admitting the problem exists, secondly by obtaining as much information relative to the problem as possible, finally by taking part in the steps toward its correction and elimination. Now we have discussed the situation, myself and other �.i members of the Council, with school officials and representatives of the Sheriffs Department and last week we heard an excellent presentation from Mr. Pete McCranels who is the coordinator of the i Regular Meeting April 19, 1971 Page 2 Link Foundation. I think it would be most desirable if there were unified County approach to the problem because I think it would be most helpful, specifically in the area of collection for such an endeavor, perhaps something similar to Community Chest. However, in order to get something going to support the effort of this organization I think we should also ask our County Commissioners to study a County wide approach to this particular problem. I would also like to urge other communities to consider similar action. One youngster under the influence of drugs can certainly do much costlier damage than this minimum donation requested from our Community. If the 38 Municipalities in Palm Beach County each were to donate $500. this would amount to approximately $19,000.00 that would be available to sustain the operation of this organization. Our Community has provided similes funds to the Animal Rescue League and considerably more to the Inter City Ambulance Rescue League. In addition to the necessary equipment and facilities that these funds would provide it would also serve notice to those individuals who are afflicted with this problem and we feel that they are worth far more to society. Even though our Council cannot honor all the requests for donations, from other worthwhile organizations and causes, I would like to recommend that we face this challenge and approve the Link Foundation request for this minimum donation. Perhaps if this endeavor should prove successful we would be able to help to a greater degree next year. I would like to know if there are any comments from any other members of the Council. I might add that I noticed in the Newspaper that the Red Cross is going to offer a first aid course in how to provide some preliminary assistance to those suffering from these drugs." Vice Mayor Wiley stated: "I think you have said it very well and my only concern here is that we are not able to contribute what I feel is a more adequate sum. However, since we are as Mr. Mc Cranels Regular Meeting April 190 1971 Page 3 indicated last week the first Community to even listen to them receptively; consequently we will be the first Community to take the initiative to bear up to its responsibility and I think we should allocate this amount now out of our budget. It will be hard to do but I figure we can find it and then next year give serious consider- ation to making a more appropriate contribution. I look at this in line with the $1000 we contribute to the Inter City First Aid in the same sort of life saving type of donation." Mayor DeLonga explained the phases of the work and the cost per person for this care by the Link Foundation, as Mr. James wanted to be brought up to date on the program. Councilman Orr made the motion to donate $500.00 to the Link Foun lotion, seconded by Vice Mayor Wiley, unanimously approved. Vice Mayor Wiley made the motion to use Contingency Funds for this contribution, seconded by Councilman Kiedis. Vote 5 ayes and O nays. MEETING OF Mayor DeLonga read the letter from the Palm Beach County Development THE PALM BEACH COUNTY Board inviting the Council to attend the meeting at Lake Park DEVELOPMENT BOARD: Commission rooms on April 23, 1971 at 3 :00 P.M. A letter from Architects Upthegrove and Ashley was referred to Vice Mayor Wiley, who will represent the Council at the meetings for the construction of the new Fire Department building. KEY CLUB: Members of the Key Club were present and each stood up and announced their names. PROCLAMA- Mayor DeLonga read a proclamation proclaiming April 26 through April 30 TION: as Key Week. RESOLUTIONS: Resolution #15 -_ Authorizing the Mayor and City Clerk to sign an agreement with Palm Beach County for Tax Assessing and Tax Collecting for the year 1971, was read by the City Clerk and unanimously adopted by the Council on a motion by Vice Mayor Wiley, seconded by Councilman Orr. Regular Meeting April 19, Ig71 Page 4 Resolution #17 -- In support of Tax Collection to be optional for Municipalities was read by the City Clerk. Adopted by the Council unanimously on a motion by Vice Mayor Wiley, seconded by Councilman Kiedis. Resolution #18 -- To accept for maintenance the streets in Phase II, Tanglewood as recommended by the City Engineer, was read by the City Clerk and unanimously adopted on a motion by Vice Mayor Wiley, seconded by Councilman James. ORDINANCE: Ordinance #22 -- Declaration of Emergency was read on second reading by title only by the City Clerk and adopted unanimously by the Council on a motion by Councilman Orr, seconded by Councilman Kiedis. The City Clerk was instructed to send copies to the County Solicitor and the Sheriff's Department. ORDINANCE The Subdivision Rules and Regulations Ordinance was read in full by #3, SUB - �N the City Clerk. Council scheduled the discussion for Workshop V RULES & REGULATIONS:Meeting April 26, 1971. ITEMS PRESENTED A change order to the contract with Riteway Paving Company, in BY THE CITY MANAGER D the amount of $120.00 was authorized by a motion of Councilman James, CITY CLERK: seconded by Councilman Orr and unanimously approved by the Council. Final payment to R'iteway Paving Company in the amount of $3,849.90 was deferred until the unfinished details of the project were fully completed. RECOMMENDATIONS Vice Mayor Wiley announced that the Dedication Day was indicated AND DISCUSSION BY MAYOR AND by the Masonic Lodge to be May 15, 1971. COUNCIL: Improvements to the ball fields at Plant Drive and Lake Catherine was discussed and the City Manager was instructed to carry out the improvements. Location of Shuffleboard Courts was also discussed. Vice Mayor Wiley recommended that the recreation room on the ground floor be ventilated as soon as possible in order that the building could be used for the summer programs. He was happy to report that M Regular Meeting April 19, 1971 Page 5 the canal that was being constructed on State Road 710 had been covered in and was no longer a hazard. Attorney Brant wag authorized to prepare 1. a resolution for the validation of the bonds. 2. the application for participating Federal Funds. Mr. Carlson was instructed to negotiate with Styline to complete the Rostrum and platform in the Council Meeting Room. ADJOURNMENT: No further business and motion to adjourn by Councilman Orr, seconded by Vice Mayor Wiley.
