HomeMy WebLinkAboutMinutes Council 061471WORKSHOP MEETING CITY OF PALM BEACH GARDENS June 14, 1971 The Workshop meeting of the City Council of the City of Palm Beach Gardens was called to order by Mayor DeLonga at 8:00 P.M. at 10500 N. Military Trail. The meeting was opened with the Pledge of allegiance to the flag. ROLL CALL: Roll was called by the City Clerk. Present were: Councilman James, Councilman Orr, Councilman Kiedisp Vice Mayor Wiley and Mayor DeLonga. Mr. Carlson' City Manager and George Baldwin, Attorney were present. OPENING BIDS Mr. Carlson opened the bids for an aerial hydraulic lift for the Public AERIAL LIFT: Works Department. There were two bids received from: RECREATION Recreation Director Woody Dukes reported on the plans for the 4th of REPORT: July program and that various clubs were offering services and a part in the entertainment for the youth on that day. J.T.J Equipment Co.____ 6086.00 Council referred the bids to Mr. Carlson and Mr. Devine, Public Works Dirw ector for their recommendations to the Council. REPORTS: Mr. Carlson reported on the communication from Mr. Blakely for promoting Landscape: the adoption of a landscape Ordinance by the municipalities as a step in solving the air pollution problem. Mr. Carlson recommended to the Council this be recorded in the minutes and referred to the Beautifica- tion Committee for recommendations to the Council. FLA. POWER A request from the Florida Power and Light Co. for provisions amending REQUEST the Subdivision regulations to allow certain exceptions to underground services was referred to the Planning and Zoning Commission for consider= ation and recommendation to the Council. JUNIOR LAW Chief Pecht reported that he was ready to begin the Junior Law Enforce - GROUP merit Group and was waiting for information concerning insurance coverage. He stated he would prepare an application form for parents to sign. Council agreed 13 to 18 years would be the age group. An announcement of the plans to organize this group would be published in the next Newsletter. RECREATION Recreation Director Woody Dukes reported on the plans for the 4th of REPORT: July program and that various clubs were offering services and a part in the entertainment for the youth on that day. Mr. Shearin remarked / Page 2 on some of the entertainment the Fire Department had planned. Mr. Dukes stated the Teens meeting held Wednesday, June 10 was very good and the teens were happy to participate and 15 volunteered to act as a steering committee and also set up the next meeting for Weclnesday�June 6. Mrs. Wells of the P.B. G. Womans Club presented a report from the lub in which they offered their services to the Teens and would assist i the young people in their endeavor to make their activities successful and enjoyable. Mr. W. Gibson explained the air conditioning specifications for the two rooms downstairs. Mr. Carlson was authorized to advertise for bids, returnable Monday, June 28, 1971. BUILDING PERMITS Mr. Robert Munsell, Building Official presented to the Council an (Anode Inc.) (Modular House) application and plans for 900 sq. ft. modular House to be located at the rear of Anode Inc., property located on US #1 in parcel 4, which had been approved by the Health Department for septic tank connection. Council recommended that the Planning and Zoning be requested to re- consider single family dwellings in Commercial zones. Council also requested additional information on modular type of buildings. DAKE ASSOC. A communication from Gerald Dake Associates regarding an architectural LANDSCAPE: plan for landscaping theme for the City Complex was read and will be taken under advisement. FLORIDA PUBLIC A confirming date for a Public Hearing from Florida Public Service Comm - SERVICE COMM.: ission was announced for June 25, 1971 at 9:00 a.m. at City Hall. The Public Hearing is relative to the complaint of the City on hooking up the new City Hall to the sewer system. REVISE BUDGET: The revision of the 1970 -71 Budget was discussed and Council authorized the Ordinance to be placed on first reading on June 21, 1971. REZONE SECTION The recommendation of the Planning and Zoning Commission that a certain 7- 42 -42( 5 acres in Section 7 on Burns Rd. and Garden East Rd., owned by Luther Taylor be rezoned R -3 from A -1. Council felt this rezoning was in keeping with the Long Range Plan and instructed the City Attorney to nrpnara an ampndinn Ordinancp fnr first rpadinn for Monday i Page 3 � June 21, 1971 and to advertise a Public Hearing at least 15 days prior to second reading. AMEND SUB- Council discussed the proposed amendments to the Subdivision Regulations DIVISION REG. (open space) on open spaces. Atty Baldwin was instructed to rewrite paragraph (a) and, to eliminate paragraph (b). APPOINTMENT Council authorized preparation of resolutions to appoint members to TO BOARDS: the Planning and Zoning Board, Beautification Committee, Merit Board and Zoning Board of Appeals and Recreation Board for those resignations and vacancies which exist. Names were submitted by members of the Council and will be appointed on June 21, 1971. AMEND CODE: Recommendations of the Ordinance Review Board to amend certain chapters of the Municipal Code were discussed, Hours of the sale of alcoholic beverages will be amended by Ordinance as Council agreed. Permit fees for swimming pools will be amended to pay on the total valuation of the pool. Council requested an opinion from the City engineer on the -- construction of pools as to the degree of pitch and coping construction. Council agreed that the Code should be amended to allow a variance on the 10 ft side yard setback. Elimination of the slab for portable pools was discussed and Council was in accord that the slab should be eliminat Attorney Baldwin was instructed to prepare an Ordinance covering pools, permit fees, side yards and slabs for pools - (portable). Council set a date of June 26 for the next Newsletter. Code of Ethics will be placed on the Workshop for June 28, 1971. ADJOURNMENT: No further business and meeting adjourned at 11:30 P.M.
