CITY OF PALM BEACH GARDENS
JUNE 28, 1971
The Workshop Meeting of the City Council of Palm Beach Gardens was
called to order by Mayor DeLonga at 8:00 P.M. at 10500 N. Military Trail.

The meeting was opened with the Pledge of Allegiance to the flag.
ROLL CALL: Roll was called by the City Clerk. Present were: Councilman James,
Councilman Orr, Councilman Kiedis, Vice Mayor Wiley and ,'Mayor DeLonga.
City Manager, Robert Carlson and Attorney William Brant were present.
OPENING BIDS: Mr. Carlson opened the bids for air conditioning of 2 rooms in the City
AIR Hall. These were: McDonald Air Conditioning - $8264.00 with electrical
CONDITION Barlin Cooling and Heating- $3787.00 without electrical
The bids were referred to the City Manager and Mr. Gibson engineer, for
review and recommendations to the Mayor as soon as possible so that he
could call a special meeting to award the bids if he so desired in order
to get the air conditioning installed as quickly as possible.
PORTABLE Bids were opened from the following for Portable Radios with carrying

cases: Spencer Communications - $1188.30
Motorola Communications and Electronics Inc. - $1208.00
Biscayne Fire Equipment - $1131.40
4- BREATHING Bids for 4 Self Contained Breathing Units with Voice -Pak, carrying case

4- SPARE and four spare cylinders were opened from the following:

East Coast Fire Equipment Co. - $3152.00
Biscayne Fire Equipment Co. Inc. - $1972.80
Council was in agreement to forward the bids on Portable Radios and the
Breathing Units to the City Manager and Chief Summers for their
evaluation and recommendations.
MR. ALTON Mr. Alton Murray, Juvenile Counselor presented facts on the problems

SPEAKS: confronting juveniles and the youth of today. He basically felt most
of the trouble could be spared if there were more parental control of
children. Mayor DeLonga thanked him for coming and stated that Mr.
Murray had really given them something to think about.

REPORTS: Vice Mayor Wiley reported on the status of the Central Fire Station
FIRE STATION Committee meeting of June 24, 1971. He stated there was a good
possibility of obtaining the land adjacent to I -95 and Burns Road.
The Committee was anxious to state for the Architects, Schwab and
Twitty an amount of money to be allocated for the building. Council
agreed to including the 10'0 of $125,000 as the maximum amount.
LETTERS Letters of resignation were accepted with regret from Kenneth Turner
and Lynn Gough of the Recreation Advisory Board and from Jim Rawlins
of the Planning and Zoning Commission.
ITEMS PRESENTED BY CITY MANAGER AND CITY CLERK:
SCHWAS AND Attorney Brant stated he had met with Schwab and Twitty and that they

were willing to modify the contract. Council felt that there should be
something in writing from Mr. Lukin of the Health Department as to the
sanitary sewer system. City Manager was instructed to contact ^4r.
Lukin. Attorney Brant was instructed to modify the contract with
Schwab and Twitty for consideration for approval at the July 12, 1971
Regular Meeting.
SIGN AND Review of the Signs and Advertising Ordinance was tabled to a Workshop

Meeting of July 19, 1971.
APPOINTMINTS Deferred to July 12, 1971.

ADVISORY BOARDS
ORDINANCES: Ordinance #5 - 1970 -71 Budget Revision - no discussion - Second
reading July 12, 1971.
Ordinance #6 - Alcoholic Beverages, change of hours
Discussion was held with representatives from the Tavern Lounge
regarding the change of the hours for sale of alcoholic beverages.
Mr. Robert Menser was represented by Attorney Thomas Bratten.
They requested the Council to consider leaving the closing hour at
5:00 A.M.

Ordinance #6 will be placed on second reading July 12, 1971.
Ordinance #8 -- Amending Sub- Division Regulations _ Open Spaces was
discussed. Mr. Vincent Pappalardo was present and asked Council to
reconsider Sub- section #3 of Ordinance #3, 1971. He suggested the
second reading be tabled until professional land use help be obtained.
Ordinance #9, #10, and #11 were not discussed and will be placed on
second reading July 12, 1971.
Ordinance #7-- Amending the Swimming Pool Ordinance was discussed and
Council was in agreement to modify the Ordinance and to place on first
reading July 12, 1971. Vice Mayor Wiley will make recommendations to
Attorney Brant on Section 4 on the location of swimming pools on the
lot.
Mayor DeLonga announced that the 1971 Palm Beach County preliminary
net tax valuation of $101,400,582 had been received, and stated every
effort will be made to reduce the millage for the City.
Council agreed the meeting of July 12, 1971 would be a Regular Meeting.
Vice Mayor Wiley announced the 4th of July celebration for Sunday and
asked the Newspaper to include this item in their write up.
Motion to adjourn by Vice Mayor Wiley, seconded by Councilman Kiedis.
