REGULAR MEETING
AUGUST 2, 1971
CITY OF PALM BEACH GARDENS
The Regular meeting of the City Council was held at the City Assembly Room,
�. 10500 N. Military Trail on August 2, 1971 at 8 :00 P.M. Mayor DeLonga opened
the meeting with the Pledge of Allegiance to the flag.
ROLL CALL: Roll was called by the City Clerk and present were: Councilman Orr, Councilman
Kiedis, Vice Mayor Wiley and Mayor DeLonga. Councilman James was absent due to
company business. Atty.Brant and City Manager, Robert Carlson were present.
DRUG ABUSE:Michael Hirsch of the North County Drug Abuse Council spoke before the Council
on the program set up for the drug users. The office has been opened in the
First Presbyterian Church of North Palm Beach and he stated the Council will be
receiving Federal Funds in January of 1972 but needed approximately $6000 to
implement and carry out the program and requested the Council to consider a
donation. Mayor DeLonga assured him that every consideration will be given
when the 1971 -72 Budget is being prepared and would keep in touch with him.
MINUTES: The Minutes of the Regular Meeting of July 12 and of the Special Meeting of
July 26, 1971 were unanimously approved by the Council.
REPORTS: Mr. Carlson reported on the City Managers meeting of the North County area
which was held on July 28, 1971 at the City Assembly room. He stated 4 areas
were represented: North Palm Beach, Palm Beach Shores, Juno, Riviera Beach and
Palm Beach Gardens. The next meeting will be held in Palm Beach Shores.
PETITIONS AND COMMUNICATIONS:
Mayor DeLonga announced that a meeting of the parents who oppose busing of
children will be held at the City Complex on Wednesday at 7 :30 P,M. 8/4/71.
E.B. Shearin will preside and will also take any calls from parents with
questions. Motion by Vice Mayor Wiley that the City Attorney of Palm Beach
Gardens provide limited legal advice to concerned parents group to better
express the views of these citizens regarding the proposed massed busing of
school children, said service on an as required basis. Seconded by Mayor
DeLonga who relinquished the gavel to Councilman Orr. Councilman Orr called
for the vote on the motion. Vote 4 ayes.

Mr. Carlson was instructed to try to obtain a school boundary plan from the
School Planning Department of Palm Beach County Board of Public Instruction
for the meeting Wednesday evening, August 4, 1971.

was read by the City Clerk and unanimously approved by the Council on a motion
by Councilman Orr, Seconded by Councilman Kiedis.
ITEMS BY CITY MANAGER AND COUNCIL:
Mr. Carlson reported that the condition of the lighting at Plant Drive ball
field had been investigated and he was assured that repair of the service line
can be made and would be sufficient for the time being but malfunctions of the
lighting fixtures may still occur. He stated the cost for such repairs would
be minimal.
Mr. Martino was asked to present a recommendation of the needs of the Youth
Athletic Association to the Council for consideration in the 1971 -72 Budget.
Mr. Carlson stated the City was advertising for bids for a Public Works tractor
and mower. Bids returnable August 9, 1971.
Mayor DeLonga stated he had contacted Mr. John D. MacArthur for the purchase
of the Plant Drive land or an extension of the present lease and that it was
taken under advisement.
Mr. Carlson stated that the City had been assured that their application for
participating funds from HUD was very favorable and considered that funds
should be available some time in August or September.

Mayor DeLonga instructed the City Clerk to notify the members of the
Beautification Environmental Committee of an organizational meeting for Wednes-
day, August 11, 1971 at 7:30 P.M. at City Hall.
Mr. Carlson was asked to get the recommendations from the Recreation Advisory
Board on the layout and location of the shuffle Board Courts and a master

recreation plan.
Vice Mayor Wiley requested Mr. Carlson to check with Chief Mortimer, Old Di-Yie
Fire Department regarding the status of the Area Fire Survey.
Vice Mayor Wiley suggested that the Recreation Advisory Board make suggestions for
the City float for the Christmas in Dixie Parade.
Councilman Orr expressed his opinion on the game room, stating the room was in a
shambles and is now closed. Vice Mayor Wiley asked if inspections had been made
daily and also suggested inviting the Womens Club to see what has happened as this
was their prime project. Vice Mayor Wiley suggested that in the future children
be required to sign in and the facilities be inspected routinely.
Attorney Brant announced that the hearing for the validation of the General Obligation
Bonds is scheduled for Thursday,August 5, 1971 at 10:30 A. M. in Judge Hewitts office,
Palm Beach County Court House.
No further business and motion to adjourn by Councilman Orr, seconded by Vice Mayor
Wiley.
