HomeMy WebLinkAboutMinutes Council 082371J WORKSHOP MEETING CITY OF PALM BEACH GARDENS August 23, 1971 Workshop Meeting of the City Council of the City of Palm Beach Gardens was called to order by Mayor DeLonga at 8:00 P.M. August 23, 1971. The meeting was held at 10500 N. Military Trail in the Assembly Room and was opened with the Pledge of Allegiance to the Flag. ROLL CALL: Roll was called by the City Clerk and present were: Councilman James, Councilman Kiedis, Vice Mayor Wiley and Mayor DeLonga. Councilman Orr was absent. Attorney Brant and City Manager, Robert Carlson were present. COMMUNITY USE Before presentation of the use of Community Schools Mayor DeLonga OF SCHOOLS: commented relative to the school situation: "In as far as the City Council is strenuously opposed to the plan proposed by the School Board which requires the forced busing of the elementary school students from our Community and we will continue to oppose any plan that the School Board may propose that will require the busing of the elementary school children or any of our other children away from their neighborhood schools. We understand that there is an emergency meeting of the School Board this evening and unfortunately we won't be able to attend. However you can be sure that we have representatives of our Community who will be there. In connection again with this latest plan if it remains in effect I'd like to ask our City Manager to inquire of the County and State Road about the feasibility of having a macadam bicycle path installed along Military Trail from Gardenia Drive South to Grove Park School. In addition to the opposition that we have expressed both to local members of the School Board we've also contacted the Governor and sent telegrams to the President requesting that he intercede in behalf of all the children in the Community. I do not subscribe to some of the suggestions made by members of the School Board. It would indicate that if you do not care to have the Workshop Meeting August 23, 1971 Page 2 children who live in those areas who are now opposed to busing that we could swap them for some other children in our area. We do not subscribe to barter with our children relative to having any of them bused from our Community. We are going to fight equally as hard for all the children. We want them to remain in their neighborhood schools. Thank you very much." Vice Mayor Wiley: "The statements you have made would indicate that they are the feeling of the Council and I agree wholeheartedly and will support those measures you have indicated." Mr. C. Cheri, Community School Director, J. C. Mitchell School, Boca Raton, Mr. Max Thomas of Boca Raton High School and Mr. Jim Rutherford of the Boca Raton Recreation Department presented a film on Community use of schools. The program is backed by the County Board of Public Instruction and the City of Boca Raton and involves the general public in vocational programs. They also spoke on the various phases of the use of schools and stated there were approximately 70 Community Schools in Florida at the present time. To get more information on the use of schools one can contact Charles Perry and Mr. Jordan. Rev. Tabor added the churches of the area are very much interested in getting started and many are willing to support the program and work. He suggested an advisory steering committee from the different churches and make their recommendations, to which the Council agreed. Vice Mayor Wiley suggested that Recreation Director Woody Dukes follow through to see what could be done. REPORTS: Mr. Robert Munsell, Building Official reported that the air conditioning of the two rooms on the maim floor was almost completed except for minor work. Mr. Gibson and Mr. Barlin will be contacted to advise on the completion. Woody Dukes gave a resume on Teens activities and that they were very willing to paint the rooms. Council agreed to allow them to paint after Workshop Meeting August 23, 1971 Page 3 the walls have been given a proper preparation. SIGN ORDINANCE Robert Munsell, Building Official reported that he was studying various REVIEW: Municipal sign ordinances in order to make a recommendation to the Council and that he would be further investigating these along with Attorney Brant. WALKWAYS: Leonard Devine, Public Works Director reported that he had contacted the Department of Transportation and the office of Mr. Williamson, County Headquarters re the resurfacing and repair of the walkways on Northlake Blvd., east of I -95. They were willing to repair by patching at this time and place the walk on a high priority for a resurfacing. BALLFIELD: Public Works Director, Leonard Devine stated that the ballfield had been repaired with more fill and by seeding of seed and bahia seed, rolling the area and also provided a means of watering the field. He felt this would hold over until more time would permit sodding the area. PETITIONS AND COMMUNICATIONS; Council could see no objection to the request of the Palm Beach Gardens Womens Club for the use of the land west of Garden Blvd. and behind the main entrance to the City for a garage sale to raise funds. Mrs. Peters will be contacted to suggest that she get permission from Mr. John D. MacArthur, owner of the land. RESOLUTION George Frost, City Manager of Palm Beach furnished Council with a copy ON TAXES: of their Resolution to the County Commission requesting they consider lowering the millage inside �-ity limits. Motion was made and seconded that Attorney Brant prepare a Resolution to the County Commissioners for a differential and lower millage levy for each City. Resolution to be read at the Regular Meeting of September 2, 1971. ITEMS PRESENTED BY CITY MANAGER AND CITY CLERK. PUD Consideration of the recommendations of the Planning and zoning CONSIDERATION: Commission to amend the zoning Ordinance, Article VIII, Section 7 -1 -- Change 20 acres of land to 10 acres of land was taken by the Council. Workshop Meeting August 23, 1971 Page 4 Motion by Councilman James to retain the Planned Unit Development of 20 acres as specified in Section 7 -1; seconded by Councilman Kiedis. Vote 4 ayes and 0 nays. Council agreed they would be willing to reconsider if a good example comes up at which time the Planning and Zoning Commission could resubmit the amendment. RAINING & Councilman Kiedis stated he had been in the Complex Building during the COMPLEX: rain storm today and saw the seepage and the happenings of water rushing over doors. Council authorized Mr. Carlson to contact the contractor Desrochers Construction and the Designer, Eugene Lawrence Architects, to come up with a solution for better drainage of the water standing in the lobby• and other repairs or corrections. RECOMMENDATIONS BY MAYOR AND CITY COUNCIL: Bids for the tractor for Public Works Department will be awarded at the September 2, Regular Meeting. Stop Sign at the exit from the high school at Holly Drive will be replaced. Letter from Eugene Bie regarding Dr. Gerson's payment of building permit fees was forwarded to Attorney Brant for consideration. ADJOURNMENT: No further business and motion for adjournment made and seconded and Council will continue with an open meeting for considering the 1971 -72 Budget. Time 10:45 P.M.
