HomeMy WebLinkAboutMinutes Council 090971CITY OF PALM BEACH GARDENS WORKSHOP MEETING SEPTEMBER 9, 1971 MEETING: A Workshop Meeting of the City Council of the City of Palm Beach Gardens was called to order by Vice Mayor Wiley at 8:00 P.M and was opened with the Pledge of Allegiance to the Flag. ROLL CALL: The Roll was called by the City Manager, Robert Carlson. Present were Vice Mayor Wiley, Councilman John Orr, Councilman E. Craig James, and Councilman John Kiedis. Mayor DeLonga arrived about 8:30 P.M. The City Attorney, William Brant and the City Clerk, Thelma Compton, were officially excused from attending the Meeting. DISCUSSIONS: The City Council reviewed and discussed the August Monthly reports from the various departments of the City. The Recreation Department reported that three (3) Palm Beach Junior College Students were taking their internship with the City's Recreation Department. The City Manager was asked to describe the full -time duties of the salaried employees of the Recreation Department to justify the expenditures of the funds allocated in the Budget. Mr. Carlson explained that the three interns were working for a nominal fee, and only for a total of six (6) hours per week for the current School Semester. The City Manager also out- lined the duties and responsibilities of both the Recreation Director and Recreation Supervisor. The City Council discussed at length a Cost of Living Increase for the employees of the City and several amendments to the Merit System Rules and Regulations, such as: increasing the overtime pay from straight time to time - and -a -half; to provide for a shorter period of time in which the employees would reach Merit Status; a minimum and maximum wage for each job classification in the Merit System; to provide for merit increases at mid -year, rather than on the employees' anniversary date; to provide merit increases on a percent basis, rather than on the Page -2- Workshop Meeting, September 9, 1971. DISCUSSIONS: (Continued) Incremental Step Plan; to establish a Merit Increase Fund; the consideration of three (3) weeks vacation at the end of seven (7) year's employment rather than ten (10) years employment. RECOMMENDATIONS: AND CONCLUSIONS Upon completion of the discussion of the above items, the City Manager by unanimous vote, was directed to submit recommendations on all of the above and to re- figure salary increases on the basis of a 4.5% Cost of Living increase.
