HomeMy WebLinkAboutMinutes Council 092371WORKSHOP MEETING CITY OF PALM BEACH GARDENS Sept. 23, 1971 The Workshop meeting of September 23, 1971 was called to order by Mayor DeLonga at 8:00 P.M. and was held in the Assembly Room at 10500 N. Military Trail and opened with the Pledge of Allegiance to the flag. ROLL CALL Roll was called by the City Clerk: Present were; Councilman James, Council- man Orr, Councilman Kiedis, Vice Mayor Wiley and Mayor DeLonga. ADULT EDUCATION Mr. Michael Robbins and Mr. John McAninch presented information to the PRESENTATION Council on the Adult Education Program of the School system which they were interested in starting in the City and with the use of the Complex rooms for classes. Mr. Robbins named various courses that would be available to be taught by the qualified instructors. Classes would be formed if there were at least 20 persons interested and an average daily attendance of 15. The charge for the class would be $4.00 a course plus the cost of materials. Council was very much interested and asked this program be coordinated with Woody Dukes, Recreation Director. Woody Dukes replied that he was always anxious to see more education in the Community and more activities and would be more than willing to assist on the program as much as possible and that Council should be aware of his recreation program but he was willing to work together with them on the program. Vice Mayor Wiley:" When we were presented with this and told that you were going to be here, I talked to Father Robb of St. Marks Episcopal Church about this program primarily because the Church is in a central location across from the Hospital and we have just finished completing a new 3000 Sq. ft. education facility with 10 rooms and those rooms are empty all day long and every night except on Sunday. He is more than willing to provide those facilities for space as necessary. I invited him to come this evening and he said, since I am a member of the Church let me represent them and express this for them, so as a matter of record, I'll offer this to you and the City as space available. My question now would be,what is the best way to find out if our citizens in the North County area are interested." Mr. Robbins and Mr. McAninch presented various ways they use to advertise, such as by radio, newspaper, brochures and posters. MAYOR'S MESSAGE TO RCA 9/23/71 Page 2 Mayor DeLonga expressed appreciation to the men for their presentation and stated the assembly room would be available during the day. Mayor DeLonga stated: " In behalf of the citizens of our Community, Council would like to express its regrets over the decision of RCA to divest itself from the general purpose computor systems and we'd certainly like to thank all the employees of RCA that have worked so hard in making our City one of the most active and desirable communities in which to live, not only have they been good neighbors and good friends, they have provided very spirited and competent leadership in all of our community activities. Some of you may know RCA was issued the very first building permit in our City. The plant formed a nucleus around which our City was built and we looked forward with the employees of RCA to continued growth of their facilities to further expand our community activities and unfortunately these current events are going to affect a substantial number of people in our community. I think the best thing we can do now is to try to help our friends in the best way that we can and to the best of our abilities and to try to work with them together to provide a more stable and promising future,so from all the citizens of our community we'd like to extend our thanks to all those RCA employees for REPORT ON their very very generous gift of time in helping our Community grow." AWARD $[D City Manager, Mr. Carlson reported on the Award of the bid for 52 electric TO ALLIED ELECTRIC light fixtures: " After Councils authorization to award the bid to the low bidder, Mr. Devine and I checked the 3 bids against specifications and ex- tended the unit price for the number of units that we had advertised for,and the bid that we announced as the low bid last thursday night was the low bid. Allied Electric - amount of bid $1089.40. The other bids were $1137.24 and $1176.76. So having been authorized to go ahead and award the low bid to the contractor for the purchase of the fixtures, I did so. We have already received these and are now stored in the room on the second floor." Mr. Carlson was asked when the work on the ceiling would be started and it he replied that would be started this weekend by Jim Copeland. 9/23/71 Page 3 COMMUNICATIONS AND PETITIONS Mayor DeLonga read a letter from Desrochers Construction Co. in regards to the leaks around windows,and the doors showing wear. Mr. Carlson stated that Mr. Desrochers, builder of the complex, has responded to our requests in all instances very rapidly, and he has contacted Sassers Glass Works and they have agreed to recaulk all the glass in the building which is just about completed. Mr. Carlson asked Council to refer the question of the doors on to Attorney Brant,as the building official , Mr. Munsell and Mr. Desrochers checked the specifications and plans thoroughly and their opinion isthat construction and the doors themselves conform to specifications as well as the installation. Mr. Carlson stated he had received a standard door warranty that was submitted by Palm Beach Woodworks, the supplier, and would like Attorney Brant to give an opinion on whether the supplier is liable or not liable for the condition of the doors. Mayor DeLonga stated the doors have not held up at all. Mr. Carlson informed Council that the Palm Beach Woodworks feel they are not liable. Council felt that the Arhitect, Eugene Lawrence should be contacted for his opinion and also ask him to follow up on the offer to give us some plans and to check with him regarding the landings. Councilman Orr stated that the entrance to the Police Department, under the overhang was slippery and very dangerous and Council concurred that some type of rough topping could be added to alleviate the situation. NORTH COUNTY A letter from the County Administrative Office regarding the location of the COMPLEX North County Complex in the City was read by Mayor DeLouga. They requested a resolution from the City approving the location of the County offices here. Council authorized Attorney Brant to contact Mrs. Odell, County attorney to see why the resolution is needed and to prepare a resolution in support of locating the offices here if there is no jeopardy to the City and Council will act on the resolution at the next regular meeting. WATER TABLE Council was in receipt of a letter from Scott, Burk, Royce & Kern relative TANGLEWOOD to the water table immediately west of Tanglewood which is controlled by the dam located near the sewer plant in the City. Mr. Carlson stated he had 9/23/71 Page 4 answered the letter informing Mr. Royce that the dam is broken and that he had written to Mr. Duns ton, Palm Beach County Utilities, asking him if there is any intention to rebuild the dam that they submit the plan and make application for a permit so that it will be built in accordance with specifications. PUBLIC SERVICE A letter to Attorney Brant from Attorney Rose, Public Service Commission COMMISSION was discussed. The P. S. Commission had stated they were going to wait until approximately October 26, 1971 before taking action. Mr. Carlson stated he had discussed the letter with Attorney Brant and that he agreed that it might be well to wait until their findings on the 27th and that they were going to make some determination on that date. Council felt strongly that the Public Service Commission be contacted for a firm committ- ment and that Mr. Lukin of the Health Department and the Public Service Commission schedule a meeting with Council. Attorney Brant was instructed to actively pursue an answer from the P. S. Commission Secretary for a firm v determination. Attorney Brant felt that he should use diplomacy in dealing with the Commission and not jeopardize the legal position of the City. Vice Mayor Wiley: "I'd like to see us just take a positive approach to this thing and inform the Public Service Commission, and Health Department and the Air & Water Pollution Board that as of the anniversary date of our Moratorium it will no longer exist. We will lift it and if they consider it a health situation and building situation or eminent danger to the City that they impose it. Let them regulate it. We are giving them 7 or 8 weeks notice here and if it happens to concur with us, this may be just what they need to say, fine, you don't have a problem, go ahead and lift it. With a positive approach they are not going to put us off, but we can just go ahead and lift the moratorium." Mayor DeLonga: "I think the most positive approach is, we need to talk about this first." Councilman James: "Get some stimulation going and we need their specific latest recommendations." Commending A letter from a resident commending the Police Officers for the house checks Police Dept. and that the Department was doing a fine job read by Mayor.Delonga. DISCUSSION OF Mr. Carlson's letter to the Palm Beach Gardens Womans Club was reviewed and LETTER TO PBG WOMANS CLUB minor changes were made also adding that Vice Mayor Wiley and Commissioner James will attend their meeting and Vice Mayor Wiley retracted on sending the letter he had prepared to the Club. Discussion on the completion of the two rooms was held and agreement was that no one is standing in the way of the progress for a completion of the rooms. Target dates for opening the rooms will be announced in the next newsletter. Lighting for the rooms was discussed regarding the dim -off switches and Council authorized Mr. Devine to proceed as best possible and install the 9/23/71 Page 5 ViLce Mayor Wiley: " The City has no business being in the health enforcing game, it belongs to the Health Dept., Air and Water Pollution Board and Public Service Commission. We've imposed a moratoriun as a convenience primarily for them and it should be expressed very clearly to them that we want to get out of moratorium business and that if they feelbYheir judgment they can come to a common accord that we would like to lift our moratorium at the same time as they impose a moratorium and work it out concurrently, or lift the moratorium entirely. One or two of these actions should be taken. Mayor DeLonga: " 1 concur but the way to start is with a meeting." Council had agreed at the September 16 meeting to schedule this meeting." Mr. Carlson was again authorized to arrange the meeting. I E'il'ERS : A letter from Palm Beach Preparatory School to all the City employees and P.B. Prep.School the City for assistance in the opening of their facility was read by Mayor DeLonga. Hosting Light A letter from Mrs. Lewis thanking the Council for their cooperation in hosting the Night u the Light the Night Program September 16, 1971 was acknowledged by Mayor DeLonga. Congressman A letter from Congressman Rogers indicating that he had received Resolution Rogers #32 which concerns the forced busing was read by Mayor DeLonga. Commending A letter from a resident commending the Police Officers for the house checks Police Dept. and that the Department was doing a fine job read by Mayor.Delonga. Teen activities were discussed. Mr. Dukes stated be or his supervisor, Jill Kirkland always attend the Teen meetings. Council felt that this was excellent representation for the Council but any member who wishes to may attend. Mr. Dukes stated that the 3 interns and Jill Kirkland and Robert Dukes will be willing to provide some supervision when the rooms open and also assist with the programs. Mayor DeLonga stated he would like to know what the sponsorship of the Womans Club of the Teens group means to the City, and what they plan to do. Council was in favor of informing the Club that much of the work 'being done on the rooms is volunteer work and this is why some operations are slowed up at times. The Womans Club will be notified on the completion of the rooms in order for them to plan their opening program. Mayor DeLonga felt that everything was just fine with the preparation of the recreation rooms even though it was going a little slow. Councilman Orr commended the employees working on getting the rooms ready and for doing such a fine job. AUTHORITY TO Mr. Devine presented 3 estimates for the purchase of a riding lawn mower, PURCHASE MOWER which was budgeted in the 1970 -71 Budget. Estimates were: Bradfords Machine Shop - $977.90, Smittys Service Shop - $1310.00, Trail Lawn Mower - $1625.00. Council authorized the City Manager to inform Bradfords Machine Shop that Council gave their bid a favorable consideration and that formal action will be taken at the regular meeting of October 7, 1971. SHUFFLEBOARD Estimates and plans for 6 shuffleboard courts, shelters and benches were COURTS reviewed as presented by Nidy Construction Co. Mr. Carlson stated $5500 was budgeted for the courts. He also informed the Council that the antici- pated monies from the Bridge and Road Fund had been received in the amount of $22,298.20 and the estimate in the 1970 -71 Budget was $3500 and this would be available money for the construction of the courts. He did inform Council that some of this money should be reserved for the beginning of the fiscal year as tax collections this year will probably come in slower than in previous years as the County would be doing the collection. Mr. Carlson was asked to get information on the cost of concrete canopy and was _� 9/23/71 Page 7 authorized to advertise for bids for the courts, shelter, canopies and electricity, each on separate bids. RFrnaa�NnAmTnNG AND DTSCUSSTON BY MAYOR AND COUNCIL JUNIOR POLICE Mayor DeLonga suggested that the City support the Junior Police with any equipment needed. Chief Pecht stated he had purchased 4 revolvers and ammunition and had received 18 tickets to the football game in Miami but would need approximately $100.00 for chartering of a bus. Council authorized monies for the bus from contingency. Chief Pecht offered that he had plans for badges and patches and white shirts for their form of dress for the occasion. WATERING PLANT Recommendations to water the playing field at Plant Drive was approved by DRIVE FIELD the Council and the Youth Athletic Association will be contacted to have this accomplished on Saturdays. Mr. Devine was asked to pursue repair of the press box as requested by Mr. Comstock of the PBGYAA. ADJOURNMENT Meeting adjourned on a motion by Vice Mayor Wiley seconded by Councilman Orr.
