HomeMy WebLinkAboutMinutes Council 102871SPECIAL MEETING CITY OF PALM BEACH GARDENS OCTOBER 28, 1971 The Special Meeting of the City of Palm Beach Gardens Council was .: called to order at 8 :00 P.M. on October 28, 1971 and opened with the Pledge of Allegiance. The meeting was held at 10500 N. Military Trail in the Assembly Room. ROLL CALL: Roll was called by the City Clerk and present were Councilman James, Councilman Orr, Councilman Kiedis, Vice Mayor I•Jiley and Mayor DeLonga, City Manager, Robert Carlson and Attorney Brant were present. PURPOSE: Mayor DeLonga announced the purpose of the meeting was to read and act on Ordinance #13 - 1971 -72 Budget and on Ordinance #15 - Amending the Municipal Code, Chapter 24, Signs and Advertising, and on Resolution #41. granting a variance, because the variance was for a directional sign advertising the World Cup Tournament which is being held Nov. 8 through Nov. 14, and the next Regular Meeting is scheduled for Nov.4 which would not be sufficient time to erect a sign, and to act on authorizing funds `-� for improvements to Plant Drive. ORDINANCE #13 Motion to read Ordinance #13- 1971 -72 Budget by title only on second 1971-72 BUDGET: reading by Vice Mayor Wiley; seconded by Councilman Orr. Vote 5 ayes and O nays, and read by the City Clerk by title only on second reading. Vice Mayor Wiley asked for clarification of various items of the budget which were clarified. He also stated he was not exactly pleased with the garbage collection system and asked for notification to the County Sanitation of the complaints he had and other citizens of the Community, and try to rectify same. Mr. Carlson was asked to investigate the cost of a municipal owned garbage collection and report to Council. Mr. Carlson was also asked to furnish Council with a list of the telephones which will be removed from the system in City Hall. Mr. Carlson reported on the surplus of the 1970-71 Budget which he stated U was estimated at $20,000. Mayor DeLonga recommended that the first $9000 of any additional surplus be put in contingency for Community Education Program and any further surplus in Capital Improvement Account. Special Meeting October 28, 1971 Page 2 Motion to adopt the 1971 -72 Budget as modified by Councilman Kiedis, seconded by Councilman Orr. Vote 5 ayes and 0 nays. TABLE Mr. Leigh Dunston of Bankers Life and Casualty was present and stated he ORDINANCE #15: was unable to furnish Council with any information on the sign which the Company had requested to erect at PGA Blvd. and U.S. #l. Council unanimously approved to table reading Ordinance #15, Amending Chapter #24,• Municipal Code on a motion by Councilman Orr, seconded by Councilman Kiedis. Vice Mayor Wiley asked that motion be modified to delete Section 3, so approved unanimously. Mr. Dunston was asked to present the plans and specificiations to the Building Official�Mr. Munsell for his review and recommendations. Resolution #41 to grant the variance to Bankers Life and Casualty for the sign was tabled. YOUTH ATHLETIC Mr. Ken Staggs and Mr. Hanson of the Youth Athletic Association were ASSOC. AND PLANT DRIVE: -� present to discuss and plan improvements to Plant Drive Recreation Area. Mr. Hanson presented plans and costs of the expansion of the concession stand and estimated the total cost at approximately $500.00 and would be completed by November 6 by volunteer labor. Council was pleased. Mayor DeLonga made recommendations of improvements such as: 1. Tile on the rest room walls 2. Privacy barrier inside the boys and girls rest rooms 3. Floors painted in concession stand and the outside walls 4. Repair or replace doors S. Add more drinking fountains 6. Erect a 6* fence around the building and dress it up with plantings Council discussed the placement of a fence and there was not agreement, so Mayor DeLonga polled the Council. Vice Mayor Wiley, Councilman James, Councilman Orr and Councilman Kiedis were not in favor of the fence and Mayor DeLonga favored the fence. Not approved. Other items Mayor DeLonga suggested were discussed and the Youth Athletic Association representatives offered their organizations full cooperation and assured i Special Meeting October 28, 1911 Page 3 Council they would furnish much help and would back the Council on the projects as planned and scheduled. Mr. Hanson stated he was a journeyman plumber and offered his services on the irrigation system needed. Council discussed the lighting of the Plant Drive Ballfield and Mr. Carlson was again instructed to proceed with bringing them back up to safety standards. Mr. Devine will assist in the recommendations. PUBLIC WORKS Leonard Devine, Director of Public Works presented an estimate of ESTIMATES: improvements to Plant Drive Playground and the newly acquired 10 acres which Council reviewed, copy of the estimates attached to minutes. Total cost of Plant Drive Playground improvements would be approximatel; $11,115.00 and for preparation of the newly acquired 10 acres at $3,887 without irrigation and with irrigation $7,887. 1. Motion by Councilman Kiedis, seconded by Councilman James that we advance to Mr. Jack Hanson of the Youth Athletic Association $500 for the immediate commencment of the work on the expansion of the Concession stand. Vote 5 ayes 0 nays. Mr. Hanson expressed thanks, and assured Council to proceed immediately. Check presented. 2. Council authorized City Manager and Public Works Director pursue the outline as presented by Mr. Devine, memo of 10/21/71, (attached to the minutes) for improvements to Plant Drive with possible exception of irrigation, on motion by Councilman James, seconded by Councilman Kiedis. Motion modified to include estimates in general and man - power. Mr. Devine stated improvements on the Ballfield will be started as soon as the football season is over and the improvements to the concession stand and building be started immediately. Man -power was the biggest problem in getting started. Vice Mayor Wiley suggested the Youth Athletic Assoc. review the list and report on their recommendations of priority, and request their i Special Meeting October 28, 1911 volunteer labor to assist. Page 4 Councilman James and Councilman Kiedis felt very strongly that a sprinkler system would be necessary if sodding and seeding were done, and provide a well as the water supply. Vice Mayor Wiley stated he did not approve a well on the newly acquired 10 acre site. Voting on the motion 5 ayes and O nays. A schedule of operations and plans for Plant Drive and 10 acres will be furnished by Mr. Devine and forwarded to the Youth Athletic Assoc. Mr. Staggs of the Youth Athletic Assoc. apologized to the Council for not being present on the discussion of the payment of the light bill. He stated the Association will honor the light bills. He informed the Council also that the Association has purchased a trophy case which will be presented to the City and placed at the City Complex. Mayor DeLonga �-� asked Mr. Staggs to extend the City's thanks for the trophy. No further business and motion to adjourn the Special Meeting by Vice Mayor Wiley, seconded by Councilman Orr. We are, at the moment, mowing the property so that proper i - valuations may he made of it. The property appears to he fairly well drained and of a suitable elevation so that we can strip off and stockpile on the southwest corner of said property enough material so that we can close up the drainage ditch, when pipe is available, which now exists between our former 20 acres and the new ten. This will mean a sizable saving when we close up the ditch and will enable us at the dame time to get rid of the present mass of weeds and undergrowth. Area involved for easy figuring 450,000 Sq. Ft. Once again we are faced with watering of improved areas. A well with piping - electric work and sprinklers could well amount to $ 3000 to $ 4000. Total amount for the ten acres without irrigation S 3,887.00 Total with irrigation 7,887.00 jj Leonard Devine Director Public Works Page 2 Much of the above work should be contracted out because of limited manpower in the Public Works Department, however, the costs, I feel, would be prohibitive. I feel that the extra man I requested, but which you felt we could not afford, would make a great deal of difference in the amount we are able to do. Some- how we will have to have manpower along with our equipment if we are to undertake the above program, I also would strongly recommend that we immediately undertake the purchase of at least 3 more portable bleachers this year and 3 the following y0ar as our present ones will not con- tinually stand the abuse of being constantly moved. They were designed to be built and left on their original location. Cost of 3 portable bleachers c 1,350.00 A second recommendation for this year would be to tack and sand seal our parking area. This could be accomplished for a total of - -- 3()0.()0 qy doing so, a great dk:,11 of dust would he eliminated and the con- tinual washing action of every rain with consequent repair main- tenance could be made virtually non- existant.
