HomeMy WebLinkAboutMinutes Council 111171 SpecialSPECIAL MEETING CITY OF PALM BEACH GARDF.N�3 NOVEMBER 11, 1971 The Special Meeting of the City Council was called to order by Mayor DeLonga at 8:00 P.M. and held in the Assembly Room at 10500 N. Military Trail. The Meeting opened with the Pledge of Allegiance to the flag. ROLL CALL: Roll was called by the City Clerk. Present were Councilman Orr, Councilman Kiedis, Vice Mayor Wiley and Mayor DeLonga. Mr. Carlson and Attorney Brant were present. Councilman James had asked to be excused because of working. PURPOSE OF Mayor DeLonga announced the purpose of the meeting was for the Council MEETING: to determine the number of General Obligation Bonds to be advertised for Public Sale which had to be decided now in order to advertise and sell the bonds before December 15 at which time the bond market would not be advantageous at that time between December 15 and January 15. REPORT FROM Attorney Brant informed the Council he had spent an hour with a Mr. ATTORNEY BRANT L RE: HUD: Adams and Mr. Cassell of Jacksonville who are in charge of the Legacy of Parks Program. The exact amount of money that will be funded to Florida is still unknown. The sum of 5100,000,000 has been appropriated for all 50 States for this particular purpose. One third of the State's share of money will be appropriated by December 1, second third appropriated by April 1 of 1972 and the remaining one third between April and July of 1972 which is the end of the fiscal year. He stated the best assurance he could obtain from the question posed. We were expecting the sum of $155,000 and if a lesser sum were appropriated could the Council possibly raise the remaining amount to complete the project. He assured them that, "speaking for the Council that they would make every effort regardless of what was appropriated to accept it and make every effort to come up with the balance of the money. The question of priorities is still under consideration. I was further advised that these would be determined by December the 15 and if we Special Meeting November 11, 1971 Page 2 weren't advised by then as to what our priority was we should then contact them. In all probability the City would receive something but the indication was it would not be $155,000 and I could not determine in my discussion what sum or estimate they cared to make but did receive every indication the City would receive something." VICE MAYOR "I would like to comment that the $155,000 in question for purchase of WILEY: a parcel of land is only an estimate and that the actual sale price has not been established, consequently if the actual sale price should be more than that you are going to be looking for additional funds which could be the amount of money we receive from the Federal Government as participating funds. If we sell the entire amount, and we don't need the entire amount, I would suggest that we use the excess monies to prepay some of the bonds and relieve the initial advalorem tax load in 1973 -74. Based on that I would recommend that we sell the entire �- $520,000 bonds." MOTION TO Motion authorizing the City Fiscal Agents to sell the $520,000 in bonds SELL BONDS: made by Vice Mayor Wiley, seconded by Councilman Orr. Vote 4 ayes and O nays. Mr. Carlson stated he had heard from Mr. Goss of Nelson, Goss Fiscal Agents confirming that this would be discussed and would notify them in the morning of the decision. SALARY Mayor DeLonga asked Attorney Brant if there was any impediment as to RAISES: why we cantt grant the employees the 4% cost of living increase after the Presidents restrictions were lifted on November 13. Attorney Brant stated as he understands it these could be increased up to 5.50 cost of living and merit increases, MAYOR DELONGA: 'Based on the Budget discussion the Council authorized the City Manager to grant raises after the freeze was lifted."
