HomeMy WebLinkAboutMinutes Council 111271I--r CITY OF PALM BEACH GARDENS SPECIAL WORKSHOP MEETING MINUTES November 12, 1971 PURPOSE: A Special Workshop Meeting of the City Council, City of Palm Beach Gardens, was called this date for the purpose of discussing and determining a course of action regarding the City's Moratorium on the issuance of Building Permits. The Meeting was held in the Public Assembly Room, City Hall, Palm Beach Gardens, Florida. The Meeting was called to order by Mayor DeLonga at approximately 7:45 P.M. Present were: Mayor DeLonga, Vice Mayor Wiley, Councilman Orr, City Manager Carlson, and Attorney George Baldwin. Also in attendance were Ralph Baker, Jr., Director of Waste Water Section, Florida State Department of Health, and Rehabilitation Service; Larry D. Lukin, Director of Environmental Services, Palm Beach County Office, and ' Fred Trappnell, an employee of the Palm Beach County Utility Co., and Manager of the Palm Beach Gardens Water and Sewer Treatment Plants. Councilmen James and Kiedis were absent due to prior committments. DISCUSSION & The sequence of events occurring over the past few years that RECOMMENDATIONS- ultimately resulted in the City Council declaring a Moratorium on the issuance of Building Permits were thoroughly reviewed. These events are documented in the Official Files of the City. The following probable solutions were discussed: 1. The possibility that the completion of the current improvements to the present Sewer Treatment Plant, as directed by the State Health Department may allow some additional "Hook- Ups ". However, Mr. Trappnell advised that he could not conscientiously recommend to the owners of the Utility Company the expansion of the present facilities. That upon refusal of service by the Utility Company to a RECOMMENDATIONS: (Continued) property owner because of insufficient capacity, the Public Service Commission could then issue a Show -Cause Order against the Utility Company. 3. The initiation of comdemnation by the City to acquire ownership of the Utilities Company. 4. The eventual construction of a new Treatment Plant at a different location and with sufficient capacity to take care of the City's future growth. Mr. Trappnell suggested to the City Council that they defer any definite course of action for another 30 to 45 days, in order to allow him sufficient time to complete the improvements to the present facility, and report his findings and recommendations to ' the owners. The City Council concurred with Mr. Trappnell's suggestions and deferred any action at this time, and will meet with Mr. Trappnell and the Health Department Officials again in about 45 days-.
