Cheri of PROGRAM: Boca Raton presented facts on the implementation of a Community School Program U and answered questions from the Council. Mayor DeLonga asked what $9000 would give the City. Mr. Cheri stated, "part would be for salary and clerical assistance and the rest would be for supplies. The High School would be open REGULAR MEETING CITY OF PALM BEACH GARDENS November 18, 1971 The Regular Meeting of the City Council,Palm Beach Gardens, was called to order by Mayor DeLonga at 8:00 P.M. and opened with the Pledge of Allegiance to the flag. The meeting was held in the Assembly Room at 10500 N. Military Trail. ROLL CALL: Roll was called by the City Clerk. Present were: Councilman James, Councilman Orr, Councilman Kiedis and Mayor DeLonga. Mr. Carlson, City Manager and Attorney Brant were present. Vice Mayor Wiley was attending a meeting of the Central Fire Station Committee and arrived at approximately 8:20 P.M. BIDS FOR TWO- Mr. Carlson opened the bids on the two -way police radios which had been adver- WAY RADIO: tised and published two times. There were three (3) bids received but Attorney Brant ruled that the bid from Spencer Communications be rejected as the bid was not received in the office of the City Clerk by 5 P.M. as specified in the advertisement. The following bids were opened as received by 5:00 P.M.: Motorola Electric Co---- $2591.00 General Electric Co.---- $1977.80 Council agreed to refer the bids to the City Manager and Chief of Police for recommendations. RIDS FOR Mr. Carlson reported on the bids received for 4 police cars as acquired on the POLICE CARS: cooperative bidding by the City of West Palm Beach, Riviera Beach, Lake Park North Palm Beach and Manalapan. The following were the bids for the City of Palm Beach Gardens: Unit Price Total Less trade Net Heywood Mercer Plymouth 3355.00 13,420.00 3700.00 9720.00 Palm Beach Dodge Inc. 3307.00 13,230.12 3700.00 9530.12 Council unanimously authorized Mr. Carlson to proceed with the purchase of the 4 police cruisers from Palm Beach Dodge Inc. and also for the purchase of trade -in car #3 for $950.00. Motion by Councilman Orr, seconded by Councilman Kiedis. COMMUNITY SCHOOL Dr. Eissey, Principal of Palm Beach Gardens High School and Mr. C. Cheri of PROGRAM: Boca Raton presented facts on the implementation of a Community School Program U and answered questions from the Council. Mayor DeLonga asked what $9000 would give the City. Mr. Cheri stated, "part would be for salary and clerical assistance and the rest would be for supplies. The High School would be open Page 2 for programs with supervision provided and the City could do what they most desired as far as more programs or activities and consequently this would be up to the City what they want to spend for the programs. It is a coopera- tive effort and the School Board is cooperating. The next step would be to adapt a resolution and submit the information to the School Board for an agreement." Dr. Eissey stated that the School Board would be putting up the $9000 for the Director's salary and the City's $4 Or $5000 would go toward the salary also. Reverend Taber reported that the response from the citizens has been very good and he will be able to submit a list of names to the Council of those who are interested in having the program started. Mayor DeLonga recommended that: 1. Attorney $rant report on the legal aspects of the programs to be made at the December 2, 1971 Council meeting. 2. Recreation Director, Woody Dukes submit an estimate of the costs to start the program, for December 2, 1971 Council meeting. 3. Reverend Taber present his petitions of interested citizens at the December 9 , 1971 Council meeting. Mayor DeLonga expressed appreciation to Dr. Eissey and Mr. Cheri for presenting the facts to the Council, and that we would keep in touch with them and the School Board. MINUTES: Motion by Councilman Orr seconded by Vice Mayor Wiley to approve the minutes of the Regular Meeting of November 4, 1971. Vote 5 ayes and 0 nays. Motion by Councilman Orr seconded by Councilman Kiedis to approve the minutes of the Special Meeting of November 11, 1971. Vote 5 ayes and 0 nays. REPORTS: Mrs. Linda Witt reported on behalf of the residents of Daphne Avenue on the effect of the change of speed limit signs and stated the change was very effective and requested Council to leave the speed limit at 20 miles per hour as it has made a safer street. Mayor DeLonga stated the signs would remain temporarily. CANDY FOR Motion by Councilman Orr seconded by Councilman Kiedis that $75.00 be XMAS allocated to the Volunteer Firemen for Xmas candy for Xmas in Dixie parade and for Santa C1aus.Day. Monies to be allocated from Community promotion Fund. Page 3 ` Vote 5 ayes and 0 nays. Council asked that this money be allocated in the fire Department Budget for the coming years. JAYCEES XMAS Council unanimously approved the request of the North Palm Beach,Palm Beach TREE SALE �-' Gardens Jaycees to hold their annual Xmas tree sale at the location near Lighthouse Drive and A -1 -A with the proviso they provide a copy of the insurance rider and the permission from the landowner. ORDINANCE #16 Motion to read Ordinance #16- Establishing a Department of Vehicular Maintenance VEWCULAR DEPT2 on first reading by Councilman Orr seconded by Councilman Kiedis. Vote 5 ayes and 0 nays. Read by the City Clerk in full. ORDINANCE #17 REGULATING SIGNS: Motion to read Ordinance #17- Regulating Signs and Billboards, on first reading by Councilman Orr seconded by Vice Mayor Wiley. Vote 5 ayes and 0 nays. Read by the City Clerk in full. RESOLUTION #41 Resolution #41- Amending the Merit System Rules and Regulations was read by the AMEND MERIT RULES: City Clerk and motion to adopt by Councilman Orr seconded by Councilman Kiedis. Council discussed amendments to the Resolution and voted unanimously they workshop the pay scale prior to the adoption of this Resolution, which was deferred to next Council Workshop, PROCLAMATION A Proclamation establishing the week of December 4 through December 11 as BEAUTIFICATION WEEK: Beautification Week was read by Mayor DeLonga. CON'T'RACT WITH The Council unanimously approved authorization for Mayor DeLonga and City Clerk NIDY CONST. CO.: to sign a contract with Nidy Construction Co. for construction of 6 shuffle board courts, on a motion by Councilman Orr seconded by Councilman Kiedis. ADVERTISE SALE Council authorized Sullivan, Nelson and Goss to publish the "Notice for the OF BONDS Sale" of the General Obligation Bonds for 11 :30 A. M. December 16, 1971 on a motion by Councilman Orr seconded by Councilman Kiedis. Vote 5 ayes and 0 nays. Mr. Carlson reported that the City Engineer had inspected the dam on the canal near the Golf Course and everything was basically the same as the previously constructed dam and Mr. Searcy will submit a written report. Mr. Carlson reported that the light at Hickory was installed and the lights at Gardenia and Holly and for the driveway at the City Complex were being scheduled by the Florida Power and Light for installation. Page 4 MAYOR. DELONGA: Mayor DeLonga requested the schedule of events for the improvements to Plant Drive which was being prepared by Mr. Devine. He also recommended that the City purchase chairs for the Public Assembly room. Vice Mayor Wiley will report on the City's offer to purchase chairs from St. Marks Episcopal Church. Mayor DeLonga stated the next meeting would fall on Thanksgiving and therefor suggested it be cancelled. Council approved. VICE MAYOR WILEY: Vice Mayor Wiley suggested the Council meet with the Palm Beach Gardens Youth Athletic Association to discuss improvements to Plant Drive Playground and Council agreed to schedule this meeting for next workshop.
