HomeMy WebLinkAboutMinutes Council 011270REGULAR MEETING CITY OF PALM BEACH GARDENS January 12, 1970 ROLL CALL The Regular Meeting of the City Council of the City of Palm Beach Gardens was held on January 12, 1970 at 8:00 P.M. at 3704 Burns Road. Vice Mayor Blanck presided and asked the Clerk to call the roll. Present were Councilman Bonner, Councilman Walker and Councilman Prentiss and Vice Mayor Blanck. REORGANIZATION MEETING Vice Mayor Blanck explained that a reorganization meeting would be held at this time in order to fill the vacancy created by the death of our Mayor, Henry W. Jewett. Vice Mayor Blanck asked for nominations from the Council to fill the Councilman vacancy. Councilman Walker stated thatat the last workshop meeting he had moved to table the filling of the vacancy be- cause he felt more consideration should be given as the Council definitely needed to fill the position and recommended by motion that E. Craig James be nominated to fill the vacancy. Motion seconded by Councilman Bonner. Councilman Bonner moved to close nominations seconded by Councilman Prentiss. Vote 4 ayes and 0 nays. Councilman Walker stated Mr.James comes highly recommended and Councilman Prentiss offered that Mr. James was very well qualified and had sat through sessions of the Budget and certainly realized what had to be accomplished. Councilman Bonner stated he felt this was a wise move and the City deserves the attention of 5 men even though it would be for only 22 months. Voting on the motion to appoint E. Craig James was 4 ayes and 0 nays. RESOLUT10N #1, Appoint Motion by Councilman Walker seconded by Councilman Prentiss to read Resolution #1, and insert the name of E. Craig James as �. Councilman. Vote 4 ayes and 0 nays. Read by the City Clerk and motion by Councilman Walker to adopt seconded by Councilman Prentiss. Vote 4 ayes and 0 nays. Regular Meeting January 12, 1970 Page 2 OATH OF OFFICE Vice Mayor Blanck instructed the City Clerk, Thelma Compton, to administer the oath of office to Council- man, E. Craig James after which he was seated at the Council table with congratulations from the Council being extended. RESOLUTION #2 Motion by Councilman Prentiss to appoint George R. Blanck APPOINTMENT OF MAYOR AND VICE MAYOR as Mayor of the City seconded by Councilman Walker and motion by Councilman Bonner to appoint Eugene P. Walker as Vice Mayor, seconded by Councilman Prentiss. Motion by Councilman Bonner to close nominations seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. Motion by Councilman Bonner to read Resolution #2, Appointing the Mayor and Vice Mayor and insert names of George R. Blanck and Eugene P. Walker, seconded by Councilman Prentiss Vote 5 ayes and 0 nays to read. Read by the City Clerk. Motion by Councilman Bonner to adopt Resolution #2 seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. APPOINTMENT OF DEPUTY Motion by Councilman Bonner seconded by Vice Mayor Walker TREASURER — to appoint Councilman Prentiss as Deputy Treasurer. Vote 5 ayes and 0 nays. RESOLUTION ##3 Motion by Vice Mayor Walker to read Resolution #3, SON BANK ACCOUNTS Designating signatures to bank deposits and inserting the names of Mayor Blanck and Vice Mayor Walker and Deputy Treasurer, Councilman Prentiss, seconded by Councilman Bonner. Vote 5 ayes and 0 nays. Read by the City Clerk. Motion to adopt by Councilman Bonner, RECESS 5 MINUTES FOR PICTURES: seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. REGULAR MEETING: ROLL CALL Mayor Blanck instructed the City Clerk to call the roll. Present were: Mayor Blanck, Vice Mayor Walker, Councilman Bonner, Councilman Prentiss and Councilman James. Vote 5 ayes and 0 nays. Mayor Blanck reviewed the monthly reports of the various departments for the month of December: Building, Police, Fire; Recreation and Public Works. Police reserve submitted a report on their hours of duty. Reports approved by the Council. Mayor Blanck reported on the letter from Howard Searcy re- garding the bulkheading of Lake Worth in the area of S.R.703 and which would not affect the City properties. Motion by Vice Mayor Walker seconded by Councilman Prentiss to read Resolution #4, appointing a delegate to the Municipal League and to become a member of the Palm Beach County Muni- cipal League. Mayor Blanck stated he would be happy to attend for the City and if he was unable to do so would appoint some one to go in his place. Vote to read 5 ayes and 0 nays. Motion to adopt by Vice Mayor Walker and seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. a. Mayor Blanck informed the Council he would be attending the Breakfast Club at the Flame Restaurant on Wednesday morning. b. Councilman Prentiss moved that Attorney Brant be instructed to draw up a resolution regarding the building of a City near Pratt & Whitney and state the Council's views. Seconded by Councilman Bonner. Vote 5 ayes and 0 nays. Mayor Blanck stated further discussion and consideration would be held at workshop before any action be taken. FOR THE GOOD OF THE CITY Mayor Blanck offered to check into the problems being reported that trouble in the schools was getting out of hand. Mrs. Peters reported knives & razors, etc. were prevalent in the �./ school and would like to know if this was true. Mrs. James asked that a program for bicycles be started. City Manager was to investigate along with Mayor Blanck. Regular meeting January 12, 1970 Page 4 Mr. Carlson, presented the trophy which Mr. Dukes, Recreational director had received from Lake Park for first place in the Christmas in Dixie parade for his beautiful float.for the City. ADJOURNMENT Motion by Councilman. Prentiss seconded by Vice Mayor Walker to adjourn. Vote 5 ayes and 0 nays. Time for the record 9:30 P.M.
