January 22, 1970
PURPOSE: A Special meeting of the Palm Beach Gardens City Council,
�. the Steering Committee and Architect, Eugene Lawrence was called
by Mayor Blanck for the purpose of authorizing the Architect
to proceed with plans for advertising of the bids for the City
Complex at Barns Road and Military Trail. Time 7:30 P.M.
ROLL CALL: Roll was called by the City Clerk. Present were: Councilman
Prentiss, Councilman James, Councilman Bonner and Vice Mayor
Walker and Mayor Blanch. Mr. Carlson, City Manager, the Steering
Committee; V. Pappalardo, Si Fine, Mr. Anderson, R. Sellers were
DISCUSSION; present. E. Lawrence Architects were represented by Mr. H. Prout
who explained the different phases of the Complex along with a
few minor suggested changes from department heads, which were
approved by the Council.
Jail facilities were discussed and Mr. Prout stated that the full
u evaluation of the phase would be known when the report and recommenda-
tions come in from the State as to the requirements. Council was
in accord to proceed with plans for the Complex with alternate
bids for various areas which could be a saving at the intitial
bidding if bids come in too high.
Suggested and approved by the Council for alternate bidding were:
1. Holding facilities in Police Complex.
2. Canopy at entrance.
3. Parking area in front of ramp and road paving to Johnson
Dairy Rd.
The plans presented at this meeting presented 4 areas in the second
story floor level which were called holes for light at the lower
level and would be contained in by railings as suggested by the
Architects. Council was not in accord with the holes as they
were costly, dangerous and a loss of space. Motion by Vice Mayor
Walker seconded by Councilman James to eliminate the holes.

Approved on 5 ayes and 0 nays. Architect instructed to remove.
Bpnding of the Contractor receiving the bid was discussed and
letting the contractor give the time of commencement and
completion in order to receive a better bid.
Council will review the plans before let out to bid. Vice
Mayor Walker motion to give the Architect permission to proceed
with plans and complete same as soon as possible, seconded by
Councilman Bonner. Vote 5 ayes and 0 nays. Architect's plans
are for a possible 3 week shcedule for completion of plans.
ANNOUNCEMENTS: Mayor Blanck announced a meeting for February 7 at Century Village
Auditorium to familiarize municipalities with Federal programs.
He informed the Council he was signing a proclamation for National
lend an Ear bay -- (Education problems -).
ADJOURNMENT Motion by Councilman Bonner seconded by Vice Mayor Walker to
adjourn and approved unanimously. Time for the record 10:00 P.M.
