Council agreed to perform the projects as to filling in areas so need-
ed and to have the Recreation Advisory Board consider other items
of the program. Mr. Carlson and Mr. Devine, Superintendent of
Public Works will furnish an estimate of the costs of the recommenda-
tions and present to the Workshop of March 16 after the Recreation
advisory Board has presented their views on the program as presented.

QUORUM
Palm Beach gardens City Council met in regular session on February
23, 1970 at City Hall, 3704 Burns Rd. at 8:00 P.M. Mayor Blanck
opened the meeting and directed the City Clerk to call the roll.
Present were: Councilman Bonner, Councilman Prentiss, Councilman
James and Mayor Blanck. Vice Mayor Walker was absent. City
Manager, Robert Carlson and William Brant, City attorney were present.
MINUTES APPROVED
Motion by Councilman Prentiss seconded by Councilman James that the
minutes of the Regular meeting of February 9, 1970 be approved and
the reading be waived by each Councilman's signature. Vote 4 ayes
and 0 nays.
BASEBALL PROGRAM
Mr. Harley Holloway represented the Youth Athletic Association and

presented plans for the upcoming baseball season and the preparation
of the ball fields and asked the Council to consider these recommenda-
tions:
1. Sports - caster's booth at home plate
2. Lights on the ball field be extended to the limits, by
moving them back.
3. Build mounds at Lake Catherine.
4. Fill in first base area at Hal Watkins grounds.
5. Request the City host play off games and prepare fields
ahead of time.
6. Request the City sponsor an all -star invitational tournament.
7. Request that the City pay for the use of the lights.
8. Consider the erection of 4 baseball fields and 2 football
fields in the near future.

ORDINANCE #4, Motion by Councilman Bonner seconded by Councilman Prentiss to
ADUPUNU-MUiCIPAL
CODE read Ordinance #4, by Title only on second reading. Vote 4 ayes
and 0 nays. Read by the City Clerk by Title only. Mayor Blanck
explained this was a complete codification of the City's ordinances.
Motion to adopt by Councilman Bonner seconded by Councilman Prentiss.
Vote 4 ayes and 0 nays.
RESOLUTION #10, Mayor Blanck presented a letter from Mr. John D. MacArthur granting
YMCA TRAILER i USE
permission to the YMU to place a trailer on the property of their
building site which had been requested as a result of consideration
at a previous workshop meeting on February 9, 1970. Motion by
Councilman Bonner seconded by Councilman Prentiss to read
Resolution #10, Authorizing temporary use of a Trailer to Y.M.C.A.
Vote 4 ayes and 0 nays. Read by the City Clerk at the direction
of Mayor Blanck. Motion by Councilman Bonner seconded by Councilman
Prentiss to adopt. Vote 4 ayes and 0 nays.
OLD BUSINESS Councilman James reported that the footbridge on the Earman River
Footbridge on Keating Drive was in dangerous condition. Mr. Carlson
reported this had been brought to the attention of the Public
WorksDepartment. Suggestions were made as to the ownership of the
property surrounding the bridge with the decision the City
investigate acquisition of same in order to assure pedestrian
crossover.
Trash Trash schedules to be mailed to residents was suggested from the
Council.
Speed Limits Speed limits on the City Streets were discussed as Mayor Blanck
recommended lowering the speed to 25 miles per hour as 30 was too
fast. Investigation will be made by Herb Pecht, Chief of Police.
Records of surveys of speed in various areas will be kept. Mayor
Blanck authorized notice of some type to residents on the plight
of children especially small tots on their tricycles riding the
streets.

NEW BUSINESS Mayor Blanck announced the Area Planning Meeting for February 24,
1970 on Traffic. Mr. Carlson would be attending in the Mayors
Absence.
Meeting of the Municipal League for February 27 was announced.
Mr. Carlson requested the Council study the Legislative bills
presented to them in preparation of discussion at Workshop.
ADJOURNMENT No further business and meeting adjourned on a motion by Councilman
Prentiss, seconded by Councilman Bonner. Vote 4 ayes and 0 nays.
