HomeMy WebLinkAboutMinutes Council 032370/ WORKSHOP MEETING CITY OF PALM BFACH GARDENS March 23, 1970 Workshop meeting of the City of Palm Beach Gardens was called to order by Mayor Blanck at 8:00 P.M. on Monday, March 23, 1970 at City Hall, 3704 Barns Road. The City Clerk was directed to call the roll and present were: Councilman Bonner, Councilman Prentiss, Councilman James and Mayor Blanck. Vice Mayor Walker was absent. City Manager and Attorney Brant were present. Mr. Carlson, City Manager presented and reviewed the happenings on the request of the Parents of School children from Hidden Key and asked the Council if they wished to pursue the crossing condition further. Council agreed the next approach would be to have Mr. Carlson contact the Sheriffs Department and ask for a school guard at PGA Blvd & Us hwy. #1. Motion by Councilman Bonner seconded by Councilman Craig James. Vote 4 ayes and 0 nays. PETITIONS a. Notification from Area Planning and Zoning Board of the County on intent u For application for Federal Funding assistance was reviewed and Council was in accord. No action was necessary. b. Mayor Blanck reviewed letter from Ed Gurney, U.S. Senator on the amendment to Airport Airways bill thanking the Council for their interest. Amendment was defeated by Senate. c. Letter from Q. S. Yancey, Representative, thanking Council for support of HB 3103 which provides sub®idization by state to assure minimum Police salaries was read by Mayor Blanck. d. Notice of the Public Hearing for April 1, 1970 before Palm Beach County Zoning Commission on petiton for conditional use in R -1 single family Unit was discussed by Council. The property in question just off Northlake Blvd. near Lake Catherine. Council decided to present to Planning and Qoning Board for their recommendations for the regular meeting of the 30th of March. ORDINANCES Ordinance #3 Adopting State Statutes on abandoned and derelict properties was discussed at length with changes made. Motion to place on regular agenda for March 10 and to read on first reading by Councilman Prentiss workshop meeting Page 2 seconded by Councilman Bonner. Vote 4 ayes and 0 nays. NEW BUSINESS a. David Wax of the Key Club of the Palm Beach Gardens High School presented the plans of the Club for Key week and asked consideration for a student in Government Day on Thursday April 9, 1970. Council agreed on a 4 to 0 vote to place on agenda for motion to allow the special day. Mayor Blanck will sign a proclamation declaring April 6 through April 10,1970 as'$ey Week ". b.Vince Pappalardo discussed drainage in the area of Johnson Dairy Road and requested Council consider holding him harmless for any damage which might accur to the road which is being constructed by the City and Mr. Pappalardo. Mr. Pappalardo was afraid that water from frequent rains might wash out part of the road and until the City constructs the drainage there would be water problems in the area. Council could not give him the release to absolve him and agreed to have construction of the drainage ditch started immediately and asked Mr. Pappalardo to delay any more construction as long as possible. c. Mayor Blanck reported on a letter from the Interim Transportation Committee which apolog ized for not having considered the City of Palm Beach Gardens to be represented on the Committee and asked the City to appoint a representa- tive. Mayor Blanck was authorized to represent the City or appoint someone in his place if unable to attend meetings. d. Mayor Blanck announced these: A citizens for Freedome meeting on April 2. Annual Car Show for March 27 by Kiwanis. Youth Athletic Assoc -- presentation of trophys at dimmer Westing by Mayor Blanck. OLD BUSINESS Recreation Advisory Board presented their recommendations as to the items rec commended by the Youth Athletic Association as follows: In favor of the press box and donation of materials to the Youth Athlectic Association. Not move lights at the estimated expense. Mounds at the Lake Catherine site be redone. Sponsoring of a League to be studied for future. Payment of the lights at the field to be reviewed at budget session. Mr. Carlson suggested to pursue the possibility of dual use of School facilities for the PBGYAA baseball and footEall programs. ANNOUNCEMENT* Opening of bids for Municipal Complex for Tuesday March 24, 1970 @ 5 P.M.
