Mayor Blanck signed a Proclamation, which was read by the Clerk, declaring Monday,April 6 through Friday April 10, 1970 as "Key Week ". REGULAR MEETING City of Palm Beach Gardens March 30, 1970 U(LOREM Palm Beach Gardens City Council met in Regular session on March 30, 1970 u at City Hall, 3704 Burns Road at 8:00 P.M. Mayor Blanck opened the meeting and directed the City Clerk to call the roll. Present were: Councilman Bonner, Councilman Prentiss, Councilman James, Vice Mayor Walker and Mayor Blanck. City Manager, Robert Carlson and Attorney, Wm. Brant attended. MINUTES OF Motion by Vice Mayor Walker seconded by Councilman Prentiss that the REGULAR MEETING reading of the minutes of the Regular Meeting of March 9, 1970 be waived and approval be by each Councilman's signature. Vote 5 ayes and 0 nays. MINUTES OF SPECIAL Minutes of the Special meeting of March 18, 1970,(Canvas of votes) were MEETING read by the City Clerk and approved on a motion by Councilman Bonner seconded by Vice Mayor Walker. Vote 5 ayes and 0 nays. MINUTES OF Minutes of the Special meeting of March 24, 1970 (opening of the bids SPECIAL MEETING on the Municipal Complex )were read by the City Clerk and approved on a motion by Vnce Mayor Walker seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. PETITIONS & Legislative bills as presented by the Florida League of Municipalities COMMUNICATIONS were discussed. Council decided to wait on action until the presented bills were studied and City Manager, Mr. Carlson was directed to write the League for copies of the bills for the Council's review. Council stated the City would be represented at the Palm Beach County Municipal of League for expression our views. _ORDINANCE #3 Motion by Vice Mayor Walker seconded by Councilman James to read Ordinance =TPROPERTY #3, Derelict property, on first reading. Vote 5 ayes and 0 nays. Read by the City Clerk as directed. OLD BUSINESS a. Motion by Councilman Prentiss designating April 9, as Student-in- Government Day, Seconded by Councilman Bonner. Vote 5 ayes and 0 nays. Council will meet for a Council meeting on the evening of the Government Day as students sit in as Council. Mayor Blanck signed a Proclamation, which was read by the Clerk, declaring Monday,April 6 through Friday April 10, 1970 as "Key Week ". Regular meeting 3/30/70 page 2 b. Construction of the press box at the Plant Drive ball field was authorized on a motion by Councilman Bonner seconded by Councilman James. Vote 5 ayes and 0 nays. Material is being donated to the Youth Athletic Association for the press box and actual work will be done by Volunteers. c. Recommendations from the Planning and Zoning Board on rezoning of County lands off Northlake Blvd. was discussed as the Board stated re- zoning of this adjacent property was not approved by them. Change re- quested was from R-1 to tri -plea. Councilman Bonner moved to authorize the City Manager write a letter to the Palm Beach County Zoning Board stating we -were against the rezoning, seconded by Vice Mayor Walker. Discussion followed and Council agreed to amend the motion to read; City Manager draft a letter over the Mayor's signature indicating we do not favor the change and be represented at the meeting on Apr. 21 1970 by either or both City Manager and Attorney Brant. Voting on the motion as amended 5 ayes and 0 nays. NEW .BUSINESS New trash schedules will be delivered with the City annual report. u Employee Hospital Insurance was discussed and at the City Manager's recommendation wait for the time when employees covered would total 50 to go out for bids. Council was urged to review specifications and be ready to go out for bids as this was time consuming. Bids on the Municipal Contract will be awarded at a special meeting as announced by Mayor Blanck, possibly for Thursday of this week. Mr. Wiley newly elected Councilman asked that he and Mr. DeLonga, newly elected, be invited to attend the Special meeting on awarding the bids. Mr. Wiley also stated he would be resigning from the Board of Zoning Appeals and recommended that the Council proceed with appointing his replacement and select someone who is really interested in the Zoning Appeals Board. Mr. DeLonga asked that further discussion be held on Ordinance #3, Derelict property, and expressed some changes which members of the audience and he had gone over and needed explanation. Mr. Wiley also presented a few recommendations of change. r u Regular meeting 330;70 Page 3 Mr. DeLonga expressed thanks to Councilman Bonner and Vice Mayor Walker for their performance and good work done as members of the Council.
