Mayor DeLonga to open the discussion on Ordinance #3 to the audience, seconded
by Councilman Wiley. Vote 5 ayes and 0 nays. Audience presented questions
which were answered by the Council and Attorney Brant.

CITY OF PALM BEACH GARDENS
April 6,'1970
Workshop meeting was called to order by Mayor Blanck at 8:50 P.M. following
the Organization meeting. Roll was called by the City Clerk and present were:
Councilman James, Councilman Prentiss. Councilman Wiley, Vice Mayor DeLonga
and Mayor Blanck. Atty. Brant and City Manager, Robert Carlson were present.
Under Petitions and Communications Mayor Blanck read Communications from
Palm Beach Gardens Youth Athletic Association inviting the Mayor and Council
to participate in the opening Day festivities and also to throw out the first
ball. Announcement was made of the Florida Public Service Commission Public
Hearings on an application by General Telephone Company for rate increases.
Resolutions from North Palm Beach regarding Counnty Occupational Licenses
and InterCity First Aid Squad was presented.
ORDINANCE #3
Consideration of Ordinance #3 for second reading was given with discussion

and deletions and additions made. Vice Mayor DeLonga moved to remove
"partially dismantled, non- .aperating" and change "48 hours to 72 hours"
which died for lack of a second. Councilman Wiley moved that Section 5 and S
section 5 and Section 6 be imprinted on the notice to owner. Died for lack
of a second. After discussion Council was in accord that this information
to the owner could be done at the discretion of the City Manager either of
imprinting the information on the form or by direct contact to the person.
Motion by Councilman Wiley to add " or your representative" on the notice
form seconded by Vice Mayor DeLonga. Vote 5 ayes and 0 nays. Motion to
add "business address "on form by Councilman Wiley seconded by Vice Mayor
DeLonga. Vote 5 ayes and 0 nays. Motion by Councilman Wiley seconded by

PR.EFILED LEGISLA- Council was in accord to wait for discussion on the prefiled bills of the
TIVE BILLS
Legislature until after the Palm Beach County Municpal League meeting on
u
Friday April 9 and make their opinions known after presentations at this
meeting.
OLD BUSINESS Councilman Wiley commended the Council on a fine Municipal Code and presented
some items which had been deleted. Mr. Carlson assured the Council these
would be checked further and reported to the Municipal Code Company.
Attorney Brant was asked to set up the type of action necessary for a
bonding issue for further monies needed for construction of the City Hall site.
Mr. Carlson brought up a conversation with Dr. Eissey re: A fund raising
project by the Community and school to construct a swimming pool on the
High School site. After completion of the tonstruation,Board of Public
Instruction would assume responsibilities for the operation and maintenance
of tlee pool. The City would incorporate the use of the pool in its recreation
program.
Mr. Carlson was authorized to find the Shuffle Board plans and advertise for
bids for the construction of same.
ANNOUNCED NTS WERE:
Public Hearing April 7, 1970, Planning and zoning commission.
Thursday, April 9, 1970 Students in Government Day with Council Meeting
assumed by Students in the evening.
Palm Beach County Municipal League Meeting, Friday, April 10, at West
Palm Beach City Hall 1:30 P.M.
Wednesday April 8, 1970 at 8 A.M—Chamber of Commerce Coffee Club at
Collonades.
ADJOURNMENT Motion for adjournment by Vice Mayor DeLonga seconded by Councilman Prentiss.
