HomeMy WebLinkAboutMinutes Council 041370REGULAR MEETING CITY OF PALM BEACH GARDENS April 13, 1970 PLEDGE OF ALLEGIANCE Palm Beach Gardens City Council met in Regular session on April 13, 1970, 8 P.M. at 3704 Burns Road. Mayor Blanck presided. Council and Audience participated in the Pledge of Allegiance to the flag. QUORUM Mayor Blanck directed the City Clerk to call the roll, present were; Councilman James, Councilman Wiley, Vice Mayor DeLonga and Mayor Blanck. Councilman Prentiss was ill. City Manager, Robert Carlson and Attorney, William Brant were present. MINUTES OF REGULAR Motion by Councilman James seconded by Vice Mayor DeLonga that the MEETING 3/30/70 reading of the minutes of the Regular Meeting of March 30, 1970 be waived and approval be by each Councilman's signature. Vote 4 ayes and 0 nays. MINUTES OF SPECIAL Minutes of the Special Meeting of April 3, 1970, Awarding bid for MEETING 4/3/77- City Hall, were read by the City Clerk and approved on a motion by Councilman James seconded by Councilman Wiley. Vote 4 ayes and 0 nays. MINUTES OF Minutes of the Reorganization Meeting of April 6, 1970 were read by REORGANIZATION APRIL 67 1970 the City Clerk and approved on a motion by Councilman James seconded by Councilman Wiley. Vote 4 ayes and 0 nays. BIDS ON STORM Bids on the Storm drainage project for the Municipal Complex were DRAINAGE opened at 8:15 P.M. Mock Roos and Searcy was represented by Mr. Dale Zimmerman who opened the bids and called the amounts. Total of the bids were: Belvedere Construction Co. $23,892.50, Big Four Construction Co.- $26,476.35; Onontario Corporation - 27,545.00; The Dawson Co.- $22,473.00; LaGrow Systems Inc. - $23,913.40; Meravi Inc. - $23,105.00. Vice Mayor DeLonga moved that the bids be turned over to the City Engineers office for tabulation and recommendation at the workshop meeting of April 20, 1970, seconded by Councilman James. Vote 4 ayes and 0 nays. REPORTS Reports for the month of March were read and discussed from Building,Public Works, Fire, Recreation, Police and Police Reserve. Ova Regular meeting 4/13/70 page 2 Approved on a motion by Vice Mayor DeLonga seconded by Councilman Wiley. Vote 4 ayes and 0 nays. P. B. Cnty. Municipal Mr. Carlson reported on the Palm Beach County Municipal League meeting League: of Friday, April 10 and stated he was very disappointed as no dis- cussion was held on the Legislative bills which would affect each Municipality and the only one that was discussed was the 2% Resort Tax Bill. The membership of the P. B. County Municipal League opposed the County Recreation program as presently planned. Rezoning Attorney, W. Brant reported that the County Planning Board authorized by Cnty. conditional use for construction of triplex on Sunrise Ave. near Lake Catherine Area. He stated that this was granted on the basis of an aerial phot showing a triplex already located there. PETITIONS AND Mayor Blanck read the recommendation from the Planning and Zoning COMMUNICATIONS Commission relocating the shuffleboard courts to Plant Drive play Shuffleboard courts ground area as the construction of Municipal Complex would interfere with the courts in their present location. Recreation advisory Board brought in their recommendation which was opposed to the Plant Drive site for the Courts and that these should be included in the master plan of the Complex. Vice Mayor DeLonga moved that considerate tion of moving the Courts be tabled and discussed at workslup meeting. Motion died for lack of a second. Councilman James suggested dis- cussing with the Architect and Contractor the possibility of leaving them temporarily at the present location. Councilman Wiley moved to refer this back to the Zoning and Planning Commission. Died for a lack of a second. After considerable consideration Councilman Wiley moved that moving the courts be referred to the Recreation Advisory Board, Architects and Contractor and give a recommendation as soon as possible. Mr. Carlson stated he would set up an early meeting. Louis Bills A recommendation to rezone a parcel of land in Section 4, on U.S. #1 rezoning from R -1 to C -1 was received from the Planning and Zoning Commission. Regular meeting April 13, 1970 Page 3 Council was in accord to notify by letter the owners of property with,300 feet of the land to be rezoned and also to have the City Manager investigate as to the use of the rezoned property. Council will advertise for Public Hearing. Motion by Councilman Wiley that the City Attorney draw up an Ordinance for discussion at the Workshop seconded by Councilman James. Vote 4 ayes and 0 nays. Mr. Carlson announced a meeting of the surrounding Municipalities for discussion of solid waste. Meeting to be held in North Palm Beach City Hall on April 20, 1970 at 7 :30 P.M. Mayor Blanck stated one of the Council would attend. ORDINANCE 3 Motion by Vice Mayor DeLonga that Ordinance #3 be read by Title only DEMUICT FR, ERTY with amendments, seconded by Councilman Wiley. Vote 4 ayes and 0 nay. Read by the City Clerk by Title and with amendments. Motion by Vice Mayor DeLonga to amend Section 1 A to change 48 hours to 72 hours; died for lack of a second. Motion by Vice Mayor DeLonga to change the word "non- operting "to inoperative in Section 1 A, seconded by Councilman Wiley. Vote 4 ayes and 0 nays. Motion by Vice Mayor DeLonga to adopt Ordinance #3 as amended and read; seconded by Councilman James. Vote 4 ayes and 0 nays. Discussion was opened to the Public with no comments. OLD BUSINESS Councilman Wiley moved that an Ordinance be drawn on the split of Councilmen's salary for expenses, seconded by Vice Mayor DeLonga. Vot 4 ayes and 0 nays. Vice Mayor DeLonga asked what was happening on the sewage treatment Plant as complaints had come in to him of the offensive odor. He recommended that contact for a schedule of plans for modification be made. Council was in accord and felt that the County Health Board had let them down. Motion by Vice Mayor DeLonga to withhold the Certificateof occupancy until further clarification on the expansion; copy of plans, schedule and review of contract and the intent of of the Sewage Company to comply be made, seconded by Councilman Wiley. Regular meeting April 13, 1970 Page 4 Vote 4 ayes and 0 nays. Council asked Mr. Carlson to notify Mr. Pappalardio of this intent. Miscellaneous: Vice Mayor DeLonga suggested the Outlook be contacted for reporting the news items. A letter from the Sheriff's department on the furnishing of school crossing guards was discussed and Council was in accord to contact them and ascertain what their plans are for next year. Discussion of long term lease on possible purchase of areas of Lake Catherine and Plant Drive for recreation areas resulted in City Manager, Mr. Carlson to pursue further. NEW BUSINESS Councilman Wiley moved that the City Propose a Resolution to the State Road Department and necessary agencys be notified that the residents urge the road department to alter the intersection of Palm Beach Lakes Boulevard and I -95 as it is a hazardous situation, seconded by Vice Mayor DeLonga. Vote 4 ayes and 0 nays. Vice Mayor Delon* moved that a resolution be sent to Miami to lift the ban on 150 mile blackout for special events, seconded by Councilman Wiley. Vote 4 ayes and 0 nays. This will be sent to surrounding areas and public officials. FOR THE GOOD OF THE Mayor Blanck reviewed a letter regarding Armed forces Day and Council CITY was in agreement for the preparation of a Proclmation for same. Councilman Wiley thanked Mayor Blanck for including the Pledge of Allegiance as a part of the agenda.
