REGULAR, MEETING
CITY OF PALM BEACH GARDENS
April 27, 1970
The City Council of Palm Beach Gardens met in Regular Session on Monday,
April 27, 1970 at 5:00 P.M. at 3704 Burns Road. Mayor Blanck opened the
meeting with the Pledge of Allegiance to the flag. Roll was called by the
City Clerk.
ROLL CALL Present were: Councilman Prentiss, Councilman James, Councilman Wiley,
Vice Mayor DeLonga and Mayor Blanck. City Manager Robert Carlson and
Attorney William Brant attended.

NEWSLETTER
reading of the minutes of the Regular Meeting of April 13, 1970 be waived
and approval by each Councilman's signature. Vote 5 ayes and 0 nays.
Minutes of the Special Meeting of April 20, 1970 to consider a change
order to the contract for the Municipal Complex were read by the City Clerk
and approved by the Council on a motion by Vice Mayor DeLonga, seconded
by Councilman Prentiss. Vote 5 ayes and 0 nays.
Mr. Carlson's report on the cost of printing and mailing a newsletter was
reviewed by the Council and Mr. Carlson was authorized to prepare a copy
for a newsletter for the Workshop Meeting of May 18.
Under Petitions and Communications -
a. Mayor Blanck read a letter of resignation from Councilman Walter Wiley
from the Zoning Board of Appeals. Mayor Blanck expressed thanks to
Councilman Wiley for serving and doing an excellent job, stating he
served very conscientiously and the resignation was accepted with regret
but that he would be serving in increased value to the City.
b. Letter from Mr. Cunningham asking for consideration for appointment to the
Zoning Board of Appeals was read by Mayor Blanck. Council was in accord to
take this request in consideration along with any others who might apply.
c. Council authorized the City Manager to send a night letter to the members
of the Palm Beach County Legislative Delegation informing them of their
desire for passage of this Bill and requesting that they devote their

personal efforts to effect its passage. (A bill proposed relating to State
Constitution dealing with assessment of ad valorem taxes.)
d. Mayor Blanck stated the Junior Woman's Club had requested he issue a Proc-
lamation for May 10 through May 16 to be Healthy Baby Week, and will oblige.
ORDINANCE #5 Motion by Councilman Prentiss seconded by Councilman James to read Ordinance
#5, setting salary schedule for Mayor and Council. Vote 5 ayes and 0 nays.
Read by the City Clerk on first reading.
ORDINANCE #6 Motion by Councilman James seconded by Vice Mayor DeLonga to read Ordinance
#6, Rezoning parcel of land in Section 4 -42-43 Louis B. Bills property.
Vote 5 ayes and 0 nays. Read by the City Clerk on first reading.
Announcement was made of the Public Hearing for May 25, 1970.
RESOLUTION #15 Motion by Councilman Prentiss seconded by Councilman Wiley to read Resolution
#15, to improve the intersection at State Road t -95 and P. B. Lakes Blvd.
Vote 5 ayes and 0 nays. Read by the City Clerk and adopted by the Council on a

RESOLUTION #17 Motion by Councilman Wiley seconded by Vice Mayor DeLonga to read Resolution
#17- -Space Shuttle Program. Vote 5 ayes and 0 nays. Read by the City Clerk.
Adopted on a motion by Vice Mayor DeLonga seconded by Councilman Prentiss.
Vote 5 ayes and 0 nays.
OLD BUSINESS Mayor Blanck read a letter addressed to Mr. Baker of the State Health Board
re: the sewage treatment plant and which was approved by the Council. Mr.
Carlson was authorized to contact Mr. Luken's office to request a bacterio-
gical study of the canals throughout the City.
Councilman Wiley requested copies of Ordinances not in Codification and of Ord. #10,
1970. He also asked how the Ordinance on Pollution was progressing to which
Mr. Brant stated he was working at it and investigating the pending bills being
discussed in legislature, and that completion of the ordinance would be soon.

Vice MayorDeLonga asked about the progress of lights for Meridian Park to which
Mr. Carlson stated it was in the hands of Florida rower and Light Company now.
He questioned how the new Fire Rating was progressing. Mr. Carlson stated
all inspections were completed and should be received shortly.
AWARD CONTRACT
COMPLEX DRAINAGE Mr. Carlson stated the Dawson Company had been contacted by Howard Searcy,
City Engineer,and they were in agreement to change completion date to 30 days.
Motion by Councilman Wiley to table awarding the bid until proper easements
and condions are met. Motion died for lack of a second. Mr. Carlson stated
the Church easement would be received soon and Attorney Brant stated it was not
necessary to wait. Motion by Vice Mayor DeLonga that the contract for the drain-
age for the Municipal Complex be awarded to Dawson Company for the low bid of
$22,473 contingent upon the City receiving the easement from the Westminister
Presbyterian Church within 30 days seconded by Councilman Prentiss. Vote 4 ayes
and 1 nay. Councilman Wiley voted nay.
KEW BUSINESS Mr. Carlson recommended the Council renew the Rodent Control contract with
Nozzle Nolen for $675. for 6 months. Motion by Councilman Wiley seconded by
Vice Mayor DeLonga. Vote 5 ayes and 0 nays.
SALE OF
CODIFICATION Mr. Carlson presented a recommendation for the sale of the City Codification
which was approved by the Council on a motion by Councilman Wiley seconded by
Councilman James. Vote 5 ayes and 0 nays.
INVITATION Mayor Blanck announced the Council was invited to a Mini Fair to benefit
a migrant childrens' fund to be held at Temple Beth El grounds on Sunday,
May 3 from 12 noon to 6:00 p.m.
Letter from Division of Health announcing a meeting at Fort Lauderdale for
May 4 through 6 for discussion of problems of air and water pollution and
asking for Council's statement either by writing or verbally.
NEW BUSINESS Councilman Wiley remarked on the newspaper writeup on consolidation of Police
facilities in a Tri -City area. Council recommended that the City Manager and
Chief of Police prepare a report and recommendation on the subject.

Motion by Councilman Wiley proposing a revision to Ordinance #10,1969 on
location of fences. No second. Council preferred to study this at a Workshop.
Councilman Wiley amended his motion to have City Attorney prepare any legal
advice necessary for amendment to City Code and have it for next workshop.
Seconded by Vice Mayor DeLonga. Vote 5 ayes and 0 nays.
Councilman Wiley suggested that City Manager investigate the possibility of
getting approval for a postal facility such as the one at the Palm Beach Mall.
Council stated the U.S. Post Office had been contacted many times for Postal
facilities for the Gardens and would pursue further.
Sidewalk needs were discussed and it was decided to ask the Planning and
Zoning Board to make a recommendation on financing a sidewalk program.
TRAFFIC ON
HOLLY Discussion was held on the school bus traffic at the Senior High School on
Holly Drive with residents of that area objecting to another cut - through.
Council was in accord to contact the School Board and state our objections to
the present bus route. City Manager was directed to make a further study and
recommendations to present at the next Workshop Meeting.
VICE MAYOR
NEW BUSINESS Vice Mayor DeLonga suggested that the Charter be revised to have the new
Council sworn in within 48 hours of election. Council will study this and
also other revisions.
Mr. Acton and Mr. Miller of Arbor Way will be notified when the Public Works
Department expects to start repair work on the Bellwood Canal.
Vice Mayor DeLonga stated he would be happy to assist in any way in combating
the drug problem which exists in the area and would encourage any legislation
on drug sales as it was too easy to buy the products.
FOR GOOD
OF CITY Councilman Prentiss asked what could be done about the lights at the waterfall.
Mr. Carlson stated he had tried to have it dedicated but was unsuccessful; he
stated there was a definite vandalism problem. Discussion of the house fire
Sunday evening on Riverside Drive brought up the suggestion that house
numbers should be properly displayed. Mr. Carlson stated the Fire Department

arrived at the fire within about four minutes with 21 men volunteering
and with one sustaining an injury (a broken ankle).
AWOURNMENT No further business and Motion to adjourn by Councilman James seconded
by Vice mayor DeLonga. Vote 5 ayes and 0 nays.
