HomeMy WebLinkAboutMinutes Council 051170REGULAR MEETING CITY OF PALM BEACH GARDENS May 11, 1970 The City Council of Palm Beach Gardens met in Regular Session on Monday, May 11, 1970 at 8:00 p.m., at 3704 Burns Road. Mayor Blanck opened the meeting with the Pledge of Allegiance to the flag. Roll was called by the City Clerk. ROLL CALL: Present were: Councilman Prentiss, Councilman James, Councilman Wiley, Vice Mayor DeLonga and Mayor Blanck. City Manager Robert Carlson and Attorney William Brant attended. MINUTES OF Motion by Councilman Prentiss seconded by Vice Mayor DeLonga that the REGULAR MEETING reading of the Minutes of the Regular Meeting of April 27, 1970 be waived and approval be by each Councilman's signature. Vote 5 ayes and 0 nays. REPORTS Reports for the month of April were reviewed by the Council and approved as presented by the Building Department, Police Department, Fire Depart- ment, Recreation Department, Public Works and Tax Departments. CANALS & Vice Mayor DeLonga reported on his communications with Mr. Lukin of the WATERWAYS Health Department regarding the canals and waterways. He stated he had called Mr. Lukin and expressed our feelings. Mr. Lukin was very coop- erative and answered questions. He also stated we would receive a letter of interpretation on Sewer Treatment Plant, and that the approval would be in this week for the extension of the Plant. Mayor Blanck read the letter of May 7 from the State Health Board on their review of the plans. Vice Mayor DeLonga recommended that the Council have an open discussion with Palm Beach County Utilities how they can best fit into the expansion of the City. He proposed that we make a request to the Palm Beach County Board of Health to reclassify canals of the City. Council was pleased with the presentation and would encourage a county -wide effort. SCHOOL Vice Mayor DeLonga expressed his feelings on the County School System and SYSTEM stated there was a lack of cooperation and also a lack of funds and felt that the Legislature should be approached for ways of obtaining monies for / Regular Meeting May 11, 1970 Page 2 the school system. He suggested maybe a resolution and also to approach the League of Municipalities for some action, and stating we needed to act individually and collectively for some relief of the existing system in the schools of Palm Beach County. Council agreed to place this on the agenda for Workshop. POSTAL SYSTEM Mr. Carlson reported that he had contacted the Postmaster at West Palm Beach for more information on the possibility of postal services for the City and also on the self - service system. He recommended to the Council that we contact the Postmaster General's Office and request either the contractural or self- service system for the present, and that this not preclude a classified Post Office in the City in the future. Motion by Councilman Wiley that the City Manager pursue this further to follow -up on self- service and include this on the Municipal Complex; seconded by Vice Mayor DeLonga. Vote 5 ayes and 0 nays. P.B. COUNTY MUNICIPAL LEAGUE Mr. Carlson reported that he had attended the Palm Beach County Municipal u League meeting on Friday, May 8, 1970; and also reported on beach area property. PETITIONS AND COMMUNICATIONS 1. The letter from the County Engineer on the Capital Outlay program was read by Mayor Blanck,and Council referred this to the Planning and Zoning Commission and to Howard Searcy, City Engineer. 2. Multiple Listing Service requested permission to operate a bus through the City. Council had previously established the streets they would allow busses to travel and stated they wished to remain as designated. Mr. Carlson was authorized to convey this message to the Multiple Listing Service. 3. A note of thanks to the Fire and Police Departments as advertised in the Post -Times on the fire at Earl Ladd's residence was read by Mayor Blanck and he expressed his personal thanks to the departments as they did an excellent job. Regular Meeting May 11, 1970 Page 3 4. Mayor Blanck read an invitation for the Council to attend the Planning and zoning Commission meeting for May 19 to review the overall plan. ORDIN- Motion by Vice Mayor DeLonga seconded by Councilman Prentiss to read Ordinance #5, ANCE. #5 SALARY setting the salary schedule for Council and Mayor, on second reading by title only. SCHEDULE Vote 5 ayes and 0 nays. Read by the City Clerk and approved by the Council on a Motion by Councilman Wiley seconded by Vice Mayor DeLonga. Vote 5 ayes and 0 nays. OLD Mr. Carlson recommended that the Council authorize the installation of the BUSINESS Touchspeed Dial System for the new City Hall. Motion by Councilman Wiley seconded by Vice Mayor DeLonga. Vote 5 ayes and 0 nays. DEDUCT Change Order B and Change Order C for the construction of the City Complex were ON CONTRACT reviewed with the architect and Contractor and Council voted 5 ayes and 0 nays to accept the deduction on the Change Orders on a Motion by Councilman Wiley, seconded by Vice Mayor DeLonga. HOLDING Council considered awarding the contract for building holding facilities with the FACILI- TIES Architect and Contractor, and was in accord that it would be most feasible to do the holding facilities at the time of construction of the Complex as the cost at the present time would be less; and also that this was a need that had been discussed by previous Council and one of the reasons for the construction of a Municipal Building. Motion by Vice Mayor DeLonga seconded by Councilman Wiley that the contract for holding facilities be accepted. Vote 5 ayes and 0 nays. FOR Suggested for the workshop agenda were: Charter revision, proposed items for AGENDA Newsletter, Resolution for appointing member to zoning Board of Appeals. NEW Mr. Carlson announced the Coffee Club meeting at the Flame Restaurant for Wednesday BUSINESS May 12 at 8:00 P.M. Mayor Blanck suggested that a sympathy card be sent to the family of the Mayor of Lake Clark Shores who was killed in a plane crash this week, Mr. John J. Stretch..
