HomeMy WebLinkAboutMinutes Council 051870WORKSHOP MEETING CITY OF PALM BEACH GARDENS May 18, 1970 The Workshop Meeting of May 18, 1970 was called to order by Mayor Blanck at 8:00 p.m, at City Hall, 3704 Burns Road, and opened with the Pledge of Allegiance to the flag. Roll was called by the City Clerk. Present were: Councilman Prentiss, Councilman James, Councilman Wiley, Vice Mayor DeLonga and Mayor Blanck. Mr. Carlson, City Manager, and Attorney Brant were present. REPORTS a. Mayor Blanck read a recommendation from the Recreation Director, Woody Dukes, on joint use of swimming pool as his survey of the various cities in the county revealed. Council felt that a further investigation by Mr. Dukes as to the status at the Seacrest School would be of value, and instructed Mr. Carlson to so instruct Mr. Dukes. b. Council reviewed a copy of the Newsletter as presented by Mr. Carlson and suggested some changes and also the addition of the recreation schedule for the summer. Information concerning the special election coming up on June 2 on increase of millage for school issues will be included. COMMUNICA- TIONS a. Mayor Blanck read a letter from NASA regarding our Resolution #17 designating Cape Kennedy as the base for the Space Shuttle program. b. Letter from State Department of Transportation was reviewed regarding the actua- ted traffic control at the interchange of I -95 and Palm Beach Lakes Blvd. Mr. Carlson reported that the signals would be installed this week. c. Letter from the U.S. Post Office in answer to our request for information on a self- service Postal Unit was reviewed. Mr. Carlson stated two representatives of the Post Office had met with him today and assured him that they would in- vestigate all possibilities for a service in the area. OLD BUSINESS Pollution of the canals and waterways was discussed and Vice Mayor DeLonga suggested the Councils of the surrounding communities schedule a joint meeting to further study. He suggested that Palm Beach Gardens host such a meeting. Suggested invitations be sent to Clair Anderson, Mr. Lukins, Mr. Culpepper, North Palm Beach Utilities, Riviera Beach, Howard Searcy,.Lake Park, North Palm Beach, and all other towns of the area. Don Morgan will be contacted by City Page 2 - May 18, 1970 Manager as to his ideas and plans. Discussion on the Palm Beach County School System: Vice Mayor DeLonga suggested finding out what the County spends the tax dollar for; what can be done on the tuition fee for out of state students; why take the $600,000.00 for tax collection out of school funds and that Mr. Carlson write asking for expenditure of funds. Council agreed on a motion by Vice Mayor DeLonga to prepare a Resolution indicating our support of the .5 mil increase, seconded by Councilman Wiley. Vote 5 ayes and 0 nays. These facts will be presented to the Public via the Newsletter. Senator Thomas and the Florida League of Municipalities will be asked to act on the issue also„ Appointment of a member to the Zoning Board of Appeals was discussed and will be evaluated for the next meeting after review of those making application for membership. Charter revision was discussed and suggestions of revision were for:Changing time-of Council members being sworn in as Councilmen; possibility of an elected Mayor; allowing Council to negotiate for contracts, etc. Council discussed appointing a committee to review the Charter and Mr. Carlson was designated to present names of those to be appointed on the Barter Review Board. Council talked of setting up a Board for review of ordinances. Council authorized the revision of the 1969 -70 Budget. Councilman Wiley stated he had inspected the drainage canal at the complex site and remarked a fine job had been done. He asked about the lights at Meridian Park and was assured by Mr. Carlson that they were forthcoming soon. Councilman Wiley also suggested that the site for the shuffle boards be set soon. Planning and Zoning Board will present their suggestions. Vice Mayor DeLonga asked if the Deed for the church property had been received and was assured by Mr. Carlson and Attorney Brant it was forthcoming. He asked Mr. Brant how his Pollution Ordinance was coming and Attorney Brant replied he was following the Legislative Bills and other City ordinances and would be presenting this soon. Vice Mayor DeLonga suggested Mr. Dukes to give him the program for teenage recreation for the summer. NEW BUSINESS Vice Mayor DeLonga suggested the Council act on the acquisition of lands for the City and suggested that Mr. Carlson be authorized to bring the Council up -to -date on what appraisals had been received and also to keep purchase of land in mind for the new Page 3 - May 18, 1970 budget. Councilman Prentiss suggested a proclamation be formed for the Memorial Day Holiday. Mayor Blanck and Council agreed. No further business and Council adjourned on a motion by Vice Mayor DeLonga, seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. Time for the record: 11:10 p.m. Mayor George R.
