HomeMy WebLinkAboutMinutes Council 081070SPECIAL MEETING CITY OF PALM BEACH GARDENS Monday, August 10, 1970 A meeting of the City Council of the City of Palm Beach Gardens was called this date for the purpose of considering a request by Fairway Homes, Inc., for the issuance of a Building Permit for the next 92 units of the Tanglewood Apartment Project and consideration for the approval of the installation of an on -site aerobic sewage treatment facility to serve the 92 units. Because of the fact that all Council meetings regularly scheduled between July 18 and August 16, 1970 had been suspended in order that members of the Council and the Administrative Staff could take their annual vacations, and because Fairway Homes, Inc. had to meet a com- mitment by Thursday, August 13, 1970, it was necessary for a special call. The meeting was called to order by Mayor Blanck at 7:55 P.M. Present were Mayor Blanck, Councilman James, Councilman Wiley, City Attorney Brandt, City Manager Carlson, Mr, and Mrs. Vincent Pappalardo, Attorney Raymond Royce, and Mr. Earl Owen, of Brockway, Owen and Anderson, Con- sulting Engineers. Mr. Royce, representing Mr. Pappalardo of Fairway Homes, Inc., reviewed the history of the Tanglewood Apartment Project. All steps, including the approval of the engineering, construction plans, specifications, architectural design, meetings with the City's Planning and Zoning Com- mission and meetings with the City Council were reviewed. Mr. Royce also reported the progress of the project to date. It was also noted that even though construction plans had been approved by the State Board of Health for the improvement and expansion of the existing sewage treatment plant, the utility company has not applied for a Building Permit as of this date. The existing 76 units of the Tanglewood Apartment Project are connected to the existing sewage treatment plant. Subsequent phases of the Tanglewood Apartment Project had been planned in accordance with the planned construction time schedule for the improvement and expansion of the existing facility. It was also noted that the failure of the utility company to expand as intended makes it necessary to request consideration for the approval of the on -site interim aerobic sewage treat- ment facility. A letter, dated August 7, 1970, authored by Ralph H. Baker, Jr., Adminis- trator, Waste Water Section of the Department of Health and Rehabilitative Services, approving the installation of an on -site interim aerobic sewage treatment facility, was presented and copies distributed to the members of the City Council. This letter was recorded as part of the minutes of this meeting. Mr. Earl Owen, the Consulting Engineer retained by Fairway Homes, Inc. as their consultant, explained the construction and operation of the on -site interim aerobic sewage treatment facility and answered technical questions - relative to same. The plant under discussion was revealed to have a capacity of 20,000 gallons, or the capability of treating 100 units. Page -2- A motion was made by Councilman Wiley that, in concurrence with the approval of the Department of Health and Rehabilitative Services, as outlined in their letter of August 9, 1970, approval be given to Fairway Homes, Inc., for the construction and operation of an on -site interim aerobic sewage treatment facility, and that the Building Official be authorized to issue a Building Permit for the next 92 units of the Tanglewood Apartment Project with the understanding that Certificates of Occupancy will not be issued until the on -site sewage treatment facility has been constructed and in operation. This motion was seconded by Councilman James, and unanimously approved. The meeting was adjourned approximately 9;00 P.M. Mayor Blanck Councilman Wileyl R. H.
