WORKSHOP MEETING
CITY OF PALM BEACH GARDENS
SEPTEMBER 21, 1970
The Workshop meeting of the City of Palm Beach Gardens was held
v
September 21, 1970 at 3704 Burns Rd. at 8:00 P.M. Vice Mayor DeLonga
presided in the absence of Mayor Blanck who was ill. Meeting was
opened with the Pledge of Allegiance.
ROLL CALL
Roll was called by the City Clerk and present were Councilman Wiley,
Councilman Prentiss, Councilman James and Vice Mayor DeLonga. Atty
Brant and City Manager,Robert Carlson attended.
ACCEPTANCE
Council reviewed the City Engineers recommendation to accept Barnard
BARNARD DR.
Drive for maintenance. City Attorney Brant was instructed to prepare
a resolution to accept same. Council reviewed occupational license

fee of $10.00 annually on rental apartments. Councilman Wiley made

a motion to amend the occupational license ordinance to change the
effective date of license to coincide with the fiscal year, November
1, and to reduce the fees for apartment rentals to: efficiency apt.
$3.00, 1 bedroom 0- $4.00, 2 bedroom apartments L $5,00, and 3 or
over, bedroom apartments @ $6.00; motion seconded by Councilman
Prentiss. Vote 4 ayes and 0 nays.
GROUP HEALTH
The City Manager was authorized to prepare specifications for the
INSURANCE
City's Group Life and Health Insurance and advertise for public bids.
INTER CITY FIRST
Council authorized the City Manager to notify Inter City First Aid
AID ADVERTISEMENT
Squad inc. that the City of Palm Beach Gardens would take a full page
advertisement in their anniversary program. ($185.00).
ADVERTISEMENT
Vice Mayor DeLonga recommended that the request from the PGA Golf Club
PGA TOURNAMENT
for the City to advertise in their tournament program be tabled until
Budget discussion. Council agreed.
ORDINANCE #8 and
Council instructed the City Manager to place Ordinance #8 and #9 on
#9, 1970
the Regular meeting agenda for second reading on Sept. 28, 1970.
RESOLUTIONS
Council instructed Atty. Brant to prepare a resolution setting up the
tenure of office of the Zoning Bd. of Appeals. Mr. Carlson was
authorized to inform Mr. Pangborn of the change of tenure.

RECOMMENDATIONS AND DISCUSSION BY MAYOR AND COUNCIL
Vice Mayor DeLonga presented information on the standards of
air pollution and authorized Atty. Brant to prepare a resolution
on air pollution for the organization,Concern.
Council was informed by the City Manager that the cut in the
pavement on PGA Blvd, made for the Florida Power and Light Co.
has been scheduled in the County's program and should be repaired
soon.
Four laning of Northlake Blvd. is included in the $4 million Bond
issue according to conversation with Mr. Culpepper.
Council instructed Mr. Carlson to write to Mr. Donald Newman
inform him of the City's decision regarding traffic on Daffodil
Circle.
Council discussed the paving of an additional 400 ft.of Johnson
Dairy Road as requested by Mr. Vince Pappalardo. The Council
authorized the City Manager to proceed with the necessary plans,
specifications and bid notices to advertise for public bids
for same. Motion by Councilman James seconded by Councilman
Prentiss. Vote 4 ayes and O nays. Councilman Wiley asked that
Vice Mayor DeLonga be empowered to proceed for acquisition of
lands in the area of Johnson Dairy Road. Council agreed.
ADJOURNMENT Motion to adjourn by Councilman Prentiss; seconded by Councilman
Wiley, Vote 4 ayes and 0 nays.
