REGULAR MEETING CITY OF PALM BEACH GARDENS Sept. 28, 1970 The Palm Beach Gardens City Council met at 8:00 P. M at City Hall, 3704 Burns Road,for the Regular meeting. Mayor Blanck presided and opened the meeting with the Pledge of Allegiance. ROLL CALL Roll was called by the City Clerk. Present were: Councilman Prentiss, Councilman Wiley, Councilman James, Vice Mayor DeLonga and Mayor Blanck. Mr. Carlson, City Manager and Attorney Brant were present. MINUTES Motion by Councilman James seconded by Councilman Prentiss to waive the Regular reading of the minutes of Regular meeting of September 14, 1970 and approval be by each Councilman's signature. Vote 5 ayes and 0 nays. Special Mayor Blanck directed the City Clerk to read the minutes of a Special Meeting of September 14, 1970. Motion to adopt the minutes as read with amendment (on names) by Vice Mayor DeLonga seconded by Councilman Wiley. Vote 5 ayes and 0 nays. PETITIONS & A letter, inviting the City to enter the Xmas in Dixie Parade in Lake �. UUMMUNTMI ONS Park, was read by Mayor Blanck. Vice Mayor DeLonga moved that the City enter a float in the parade seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. A -1 -A & PGA Communications from County Commissioner Culpepper and from State Depart- ment of Transportation regarding intersections Sr.Alt. A -1 -A and PGA Boulevard and SR 5 -809 and PGA Boulevard were read by Mayor Blanck. Post Office A letter from the U.S. Post Office was read by the Mayor which indicated they were in receipt of Resolution #31 asking that the City receive door delivery for all residents, and informing us that residents who think they qualify for door delivery to contact Mr. Crowley of the Lake Park Branch. Regular meeting 9/28/70 Page 2 ORDINANCE # 9, Ordinance #9 -- Amending Ordinance 6, Budget revision was read on second 7SP25I ON reading by Title only on a motion by Councilman Prentiss seconded by Councilman James. Vote 5 ayes and 0 nays. Read by the City Clerk by Title only. Motion to adopt by Councilman Prentiss seconded by Vice Mayor DeLonga. Vote 5 ayes and 0 nays. ORDINANCE #10 Ordinance #10, Fees for Occupational License,Apartment rentals, was read TM77F —FEE by the City Clerk on first reading. RESOLUTION #33 Resolution #33, Acceptance of Barnard Drive for maintenance was read by ACCEPTANCE the City Clerk and adopted on a motion by Councilman Prentiss seconded by Councilman Wiley. Vote 5 ayes and 0 nays. RESOLUTION #34 Resolution #34- Setting terms of office of Zoning Board of Appeals was read NG BD. OF APPEALS by the City Clerk. Adopted on a motion by Councilman Wiley seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. Mr. Carlson will contact Mr. Cunningham and Mr. Pangborn on their change of term and each member will receive a copy of the resolution. RESOLUTION #35 Resolution #35, Air Pollution control region was read by the City Clerk afid SON CONTROL REGION adopted on a motion by Vice Mayor DeLonga seconded by Councilman Prentiss. Vote 5 ayes and 0 nays. RECOMMENDATIONS AND DISCUSSION BY MAYOR AND COUNCII, Vice Mayor DeLonga thanked Attorney Brant for furnishing an excellent Pollution ordinance for Councils review. Council requested that a representative of the County office of the State Board of Health be present at the discussion of the Pollution ordinance. Councilman Wiley suggested that a follow up be made on the agreement with the County School Board on paving of the entrance at the High School. He also requested an answer from Florida Power and Light regarding the cut in the paving at PGA Boulevard. Councilman Prentiss suggested that the City use Scotchlite on the streets for marking the stop bar and edges of street. Mr. Carlson stated, Leonard Devine, Public Works Director had ordered paint to try in various places. Council suggested to initiate the use of the paint on Holly Drive nearthe Elementary School.
