OPENING BIDS GROUP INSURANCE WORKSHOP MEETING CITY OF PALM BEACH GARDENS October 19,1970 The Workshop meeting of the City of Palm Beach Gardens was called to order by Mayor Blanck at 8:00 P.M. at City Hall, 3704 Burns Rd, October 19, 1970. The meeting was opened with the pledge of allegiance to the flag. Roll was called by the City Clerk. Present were: Councilman Prentiss, Councilman James, Councilman Wiley, Vice Mayor DeLonga and Mayor Blanck. Attorney Brant amd City Manager, Robert Carlson were also present. Paving and drainage bids for Johnson Dairy Road were opened. Three bids were received: Crabtree Construction Co.-- $21,350.00, Belvedere Construction Co. $20,369.50 and Rubin Construction Co.-- $21,884.60. The Council referred the bids to the City Engineer for his study and recommendations. Mr. Carlson opened the bids for the City's Group Life & Health Insurance program. Bids were received from Metropolitan Life, Kemper Insurance, Equitable Life, North American Life, Gulf Life, Massachusetts Mutual, ITT Hamilton Life, John Hancock Mutual, and Travelers Insurance Companies. Council unanimously rejected the bid submitted by Mutual Of Omaha as the bid was received after the 5:00 P.M. deadline. The bids were referred to the City Manager for his study and recommendations. Mr. Carlson and Mayor Blanck thanked the various insurance companies for submitting their bids. PGA PROGRAM Mr. Don Collee, representing the FGA requested the City consider an ad in AD DISCUSSION the 53rd PGA Championship Program. Council instvueted the City Manager to contact North Palm Beach and Lake Park managers to join the City of Palm Beach Gardens in an advertisement for the program and report to Council Monday, October 26, Regular meeting. AIR & WATER Don Cooper of the County office of the State Board of Health,commented POLLUTION on the Air and Water Pollution Ordinance prepared by Attorney Brant and stated it was a fine ordinance and recommended certain changes. He stated the Board of Health welcomes these Pollution Ordinances and that it is possible to enforce them and that the County could be called upon for assistance at any time. Attorney Brant was authorized to prepare a new draft for considera'hion by the Council. 10/19/70 Page 2 ` SUBDIVISION Mayor Blanck read a letter from Mr. Vince Pappalardo regarding the sub - REGULATIONS division regulations in which he stated the Council should consider appointing a Board to review the Regulations. Council decided unanimously that because several public hearings were previously held by the Planning and Zoning Commission and additional study will be made by the Council, a committee was not necessary. Council reviewed and discussed portions of the Subdivision Regulations and scheduled it for further discussion at the next workshop, November 2, 1970. MERITS SYSTEM Recommendations for amendments to the Merit System Rules and Regulations AMENDMENTS were presented by Mr. Carlson. Council authorized the City Attorney to prepare an Ordinance to amend the Merit System Rules and Regulations as recommended. MAINTENANCE Council unanimously favored a Resolution opposing the City Assuming any LIGHTS AT I -95 costs of the lighting of Interstate 95 and the City Attorney was so instructed. ORDINANCE Mr. Carlson stated he would like to set up a meeting of the Ordinance REVIEW BOARD Review Board. Mayor Blauck offered his resignation from the Board and recommended Vice Mayor DeLorga be appointed in his place and also act as Mayor for the next few weeks. Council concurred. Meeting of the Board was set for October 29, 1970. LANDING OF Council authorized the landing of a Helicopter at the RCA Plant for one HELICOPTER day, daylight hours only. The Police Department would be notified of the date and time. CANOPY AT Council considered the recommendations made by the Architect for a canopy NEW CITY HALL at the entrance to the Public meeting room at the City Complex and unanimous- ly rejected same. PETITIONS AND Mayor Blanck referred to a letter from the Florida League of Municipalities COMMUNICATIONS .. in which they state they have never endorsed candidates for office and never would. 10/19/70 Page 3 Copy of Resolution #25, 1969 previously adopted by the City Council will be forwarded to the Save Peanut Island Committee. u Councilman James moved to reconsider amending Resolution #38, 1970 (Double Sessions ) to reinsert "on or before conclusion of current semester". Motion died for lack of a second. FENCE AT Councilman Wiley stated Mr. Pappalardo's fence on the east side of TANGLEWOOD Military Trail was dangerous as it consisted of just a wire with rags hung on it and attached to piping in the ground. The Building inspector will notify Mr. Pappalardo of the violation. NEWSLETTER Council agreed that a newsletter should be published and mailed to end the fiscal year,as suggested by Councilman Wiley.
