HomeMy WebLinkAboutMinutes Council 111670ROLL CALL REPORTS Drainage Inscription Architect Beautification Committee WORKSHOP MEETING CITY OF PALM BEACH GARDENS November 16, 1970 The Workshop meeting of the City of Palm Beach Gardens was called to order atS:00 P.M. Mayor Blanck presided and opened with the Pledge of Alleg- iance to the flag. Roll was called by the City Clerk. Present were: Councilman James, Councilman Wiley, Vice Mayor DeLonga and Mayor Blanck. Atty. Brant and Mr. Carlson, City Manager were present. Mr. Carlson- presented the report of the Palm Beach County Development Bd. on building permits issued in the 3rd quarter of 1970. He submitted the proof and layout for the City's ad in the 53rd PGA Championship Program and which council approved with amendments. Council authorized the Public Works department toproceed with the drainage at the intersection of Balsam and Lighthouse Drive, at an approximate cost of $1250 to be taken from the Capital Improvement fund and also authorized the Public Works Dept. to schedule the drainage work necessary on Daisy Ave. Mayor Blanck read the inscription for the third plaque for the City Hall as follows: "in Commendation for services and contribution to the plan- ning of the Palm Beach Gardens City Hall: Mayors: Henry W. Jewett, George A. Bonner, Robert C. Diamond; Councilmen; James W. Hughes, Norman E. Brown, William D. Earle, Eugene P. Walker; Building advisory Committee: Vincent J. Pappalardo, Gustaf A. Anderson, Seymour A. Fine. Hedley Prout of Eugene Lawrence Architects discussed the construction progress and asked the Council to extend the contract 60 days because of a delay encountered in materials. Council authorized Mr. Prout to prepare a change order to effect the 60 day extension. He discussed the pond giving various views on how to keep the pond clean and also filled with water. After a discussion the Council authorized the Architects to prepare the necessary bid documents for paving on the south side of the City Hall. Charles Kurz and Rober{ Schlaudecker presented a recommendation to the City Council for the Organization an Environmental Improvement Committee. A copy of which is attached. 1. The purpose, scope, and organizational aspects of such a committee are out- lined below. Purpose: 1. The committee will be comprised of one voting member from each plat as appointed by the Mayor or City Council. This group will elect a chairman and a treasurer /recorder. Members will serve a one year term. The City Manager and City Attorney will serve as advisors. 2. Reports. Reports will be made as necessary and at scheduled Council meetings. 3. Funds. A small operating budget will be established for the purchase of such supplies as a camera, film, processing, etc. Monies for extraordinary expenses will be approved by the Council. 4. Meetings. The 00—tttee will meet once monthly, one week prior to scheduled council meetings. Renewal of the Rodent Control contract with Nozzle Nolen will be scheduled on the regular meeting agenda, November 23, 1970. 2. Purchase of a console for the Police Department was rejected. 3. The City Manager's request to complete the "Press Box" at the Plant Drive Ballfield was held in abeyance and instructed the City Manager to ask the P. B. Gardens Youth Athletic Association for a completion date for the structure. 4. Planning and Zoning Commission was requested to review sub section 6.3 Density Controls of Section 6-R-3-High Density residential district, and make recommendations to the Council. Mr. Carlson forwarded request to Planning and Zoning Commission. 5. Capital items will be presented to the City Manager this week in preparation for the improvement program and the G.O.B. issue. City advisory boards will be contacted for their suggestions. Council will also consider the appointment of the fiscal agent at the regular meeting of November 23, 1970. SIBDIVI,SION Council discussed the Subdivision Regulations and authorized Attorney REGULATIONS Brant to prepare an Ordinance for first reading for November 23, 1970. Mr. Searcy will be contacted to attend the next Workshop meeting on the sub - Division Regulations. PETITIONS AND I. A letter from a resident commending the Council for publishing a COMMUNICATIONS Newsletter was read by Mayor Blanck. 2. A letter from a resident commending the Police Department was read by Mayor Blanck. 3. A request from the Palm Beach Gardens Lake Park Jaycees to sell Xmas trees will be placed on the next regular agenda. 4. A letter from the chairman of the County Commission requesting the the City Council adopt the "network 6 Highway Plan" was referred to next meeting. City Manager will ask the City Fngineer for his recommendations. Page 3 11/16/70 5. Flood Insurance Seminar and Workshop for Wendesday, November 18, 1970 at; West Palm Beach Library will not be attended by any member of the Council.
