CITY OF PALM BEACH GARDENS
December 7, 1970
Mayor DeLonga called the Workshop meeting to order at 8:00 P.M. and opened
with the Pledge of Allegiance to the flag.
OATHS OF OFFICE Oaths of office were administered to Mayor DeLonga and Vice Mayor Wiley.
These appointments were made by Resolution #48, 1970 because of the
resignation of Mayor George R. Blank.
ROLL CALL Mayor DeLonga stated for the record a quorum was present and roll had been

called for the Special Meeting. City Manager, Robert Carlson and Atty.
Baldwin were present.
AWARDS TO Mayor DeLonga presented silver tray awards to the winners of the Miss
QUEEN
Palm Beach Gardens contest. Pictures were taken and congratulations offered
REPORTS Mr. Carlson reported on the Community Xmas Tree project and that the
Tree lighting; official lighting of the tree was scheduled for December 8, 1970 at 7 :30 P.M
at the entrance to the City at Northlake Blvd.and Garden Blvd.
Appreciation was extended to Mr. & Mrs. Loyola Murphy for their donation
of the tree.
GOLF Woody Dukes, Recreation Director, reported that the Annual Mens and Womens
Golf Tournament was a success and announced the winners.
PETITIONS & A letter from Edelphi Builders Inc. regarding building permits for a 48

unit addition to Longwood Condominium project. Mayor DeLonga stated he
did not feel the Council should allow any more building permits to be
issued now. Mr. Bregman stated that a letter of notice of intention to
build with approval from the Health Dept. had been sent to the City. He
asked that a legal consultation with the City's advisor be held before
making a decision. Council did not approve placing this on the agenda for
further investigation and directed Mr. Carlson to write a letter to Mr.
Bregman informing him of their decision to deny the request for a building
permit. Council agreed they would act on any other letters from the
State Board of Health regarding this request.
LANDSCAPING Council was not in favor of undertaking any landscaping project for the
new City Hall as proposed by Gerald Dake & Associates.

Abandonment of a portion of the right of way to RCA Plant was referred to
the City Attorney for a resolution.
ANNOUNCE Council agreed that a mention of Xmas Tree Sales by fraternal, Civic and
XMAS TREE SALES
Service organizations, would be made in the Newsletter and also announce
the Dial Santa, sponsored by the North Palm Beach, Palm Beach Gardens Jaycee
s.
D. ITEMS PRESENTED BY CITY MANAGER AND CITY CLERK:
1. Council discussed the agreement for a fiscal agent with representatives
from Thomas M. Cook and Co. and Sullivan, Nelson & Goss, Inc. and asked
that a presentation in writing on the preliminary costs be made to the City.
Attorney Baldwin was instructed to prepare the necessary Resolution for
the next regular meeting.
2. Consideration for approval of Change Order F to the contract with Desrochers
construction Company resulted in it being referred back to the Architect
and Desrochers Construction Co for specific date and for Attorney's
opinion on penalty provision.
31. Council authorized the City Manager to purchase certain fire equipment from
Jack. Cocke and Company Inc. as low bidder.
4. Tabulation of the bid proposal for purchase of 4 police cruisers was
referred to the City Manager, Chief Pecht and Leonard Devine, Public
Works superintendant; for review.
5. A newsletter will be published this week.
ORDINANCES: Ordinance # 15- Subdivision Regulations was reviewed and amendments suggested.
Council agreed to stop at page 39 on the review as the hour was 11:45 P.M. and
to continue discussion at another meeting.
Ordinance establishing Air -Water Pollution control was authorized for first
reading on Monday, December 14, 1970.
Standards of conduct for Public officials was deferred.
RESOLUTIONS Resolution 48- Principal Street and Highway System Network 6 was authorized to
be placed on the agenda for December 14, 1970. Summary report was presented
by Howard Searcy. Copies will be obtained for Council's review.
