CITY OF PALM BEACH GARDENS
PURPOSE A Special Meeting of the City Council of Palm Beach Gardens was called
this date for the purpose of considering the approval of Change Order F
to the contract with Desrochers Construction Co., and to decide a course
of action to expedite the completion of construction of the new City Hall.
QUORUM Roll was called by the City Manager. Present were Mayor DeLonga,
Vice Mayor Wiley, Councilman Prentiss, and Councilman James. Also present
were the City Attorney, William Brant and representatives of Eugene
Lawrence: Associated Architects (Eugene Lawrence, Hedley Prout and
Al Tokes.) There being a quorum present, Mayor DeLonga called the
meeting to order at 5:45 PM.
CHANGE ORDER Change Order "F ", authorizing the additional expenditure of $374.13 for
"F" the installation of conduit and outlet boxes for the telephone system
and an extension of construction time from 200 calendar days to 245
calendar days, was presented.
Change Order "F" was recommended and approved by the City's Architects,
Eugene Lawrence: Associated Architects. After a discussion, a motion was
made by Councilman Prentiss, seconded by Councilman Wiley, that Change
Order "F" be approved as recommended by the City's Architects.
Vote - 4 ayes 0 nays
Mr. Prout reviewed the progress of the construction of the new City Hall
to date, and submitted a proposed schedule of future construction. This
proposed schedule is for the period from the week of December 21, 1970,
through the week of January 26, 1971. Mr. Prout also reported that load
bearing tests of the portion of construction under question had been
satisfactorily completed, and they are now satisfied that the construction
meets or exceeds all specifications.
The City's Architects were instructed to notify the Contractor, in
writing, that even with the 45 -day extension to completion date (12/31/70)
it is obvious that he will not be able to meet this schedule, and that he
may be liable for any damages or additional expenses incurred by the City.
The City's Architects were also instructed to extract, in writing, from
the Contractor, his estimate of a new Completion Date. Copies of this
letter to be furnsihed to the City of Palm Beach Gardens, and the City's
Attorney. A tentative date of December 28, 1970, was agreed upon for a
meeting between the City Council, Architect, General Contractor, City
Attorney, and City Manager.
